Special Meeting
August 12, 2019
The City Council of the City of Palo Alto met on this date in the Council
Chambers at 5:01 P.M.
Present: Cormack; DuBois arrived at 5:04 P.M., Filseth, Fine, Kniss, Kou, Tanaka
Absent:
Agenda Changes, Additions and Deletions
None.
City Manager Comments
Monique LeConge Ziesenhenne, Interim Assistant City Manager reported the
California Preservation Foundation recognized the City's Preserving Eichler
Homes Guidelines with a 2019 Preservation Design Award. Caltrans
approved the construction authorization for the Highway 101 Bike Bridge,
and the City was now able to advertise the project for bidding. Staff
expected to present a construction contract to the Council in October, 2019.
Summer camps served 899 participants and generated more than $292,000
in revenue. Phases I and II of the Charleston/Arastradero project were
nearing completion. The Public Works Department and the Office of
Transportation planned on monitoring the area to determine whether
additional changes were needed. School was to begin for middle and high
school students and elementary school students on was going to begin August 13 and 14, 2019, respectively. Training for Block Preparedness
Coordinators was scheduled for August 17, 2019. The Expanded Citizens
Advisory Panel for grade separation and the North Ventura Coordinated Area
Plan Working Group was going to meet on August 21, 2019. On August 22,
2019, a community meeting for the San Antonio/Charleston Road
intersection project was scheduled. A free Family Day at the Palo Alto Art
Center was going to be held on August 25, 2019.
Oral Communications
Rebecca Ward believed the Council should vote in public on whether to
release the roll call vote taken in the June 10, 2019 Closed Session in
compliance with Municipal Code Section 2.04.030. There was no
negotiation, mediation or settlement discussion with the Federal Aviation

Administration (FAA) that precluded the Council from releasing the roll call
vote. She thought the City should request membership on the San Francisco
International Airport (SFO) Roundtable.
Consent Calendar
Council Member Kou registered a no vote on Agenda Item Number 7.
Council Member Tanaka registered a no vote on Agenda Item Numbers 4
and 7.
MOTION: Council Member DuBois moved, seconded by Council Member
Kniss to approve Agenda Item Numbers 1-7.
1. Approval of Contract Number C20175087A With VSS International,
Inc. in the Amount of $1,543,000 for the Fiscal Year (FY) 2020 Streets
Preventive Maintenance Project, Capital Improvement Program
Projects PE-86070 and PO-11001.
2. Approval and Authorization for the City Manager or his Designee to
Execute the Following Energy and Water Platform Contracts in a
Combined Not-to-Exceed Amount of $2,602,763 Over a Five-year
Term: A) WaterSmart Software, Inc., Number C19174648 in an
Amount Not-to-Exceed $537,763; and B) Simple Energy, Inc., Number
C20174646 in an Amount Not-to-Exceed $1,925,000.
3. Resolution 9854 Entitled, “Resolution of the Council of the City of Palo
Alto Establishing Fiscal Year (FY) 2020 Secured and Unsecured
Property Tax Levy for the City of Palo Alto’s General Obligation Bond
Indebtedness (Measure N).”
4. Approval and Authorization for the City Manager or his Designee to
Execute the Utility Program Services Contract With DirectApps, Inc.
dba Direct Technology, Contract Number C20174817 With Total
Compensation of $730,000 and a Maximum Term of Seven Years.
5. Policy and Services Committee Recommends the City Council Accept
the Auditor’s Office Quarterly Reports as of December 31, 2018 and
March 31, 2019.
6. Approval of Amendment Number 1 to Contract Number C17165394
With Genuine Parts Company, dba Napa Auto Parts, to Increase the
Contract by $747,094 to an Amount Not-to-Exceed $2,996,074, and Extend the Term Through July 21, 2020.

7. Resolution 9855 Entitled, “Resolution of the Council of the City of Palo
Alto Updating Objective Standards for Wireless Communications
Facilities in the Public Rights of Way to Clarify Language and Address a
Conflict With Other City Standards Related to Replacement Pole
Height.”

Council Member Kou remarked that laws continued to change in order to
grant applicants' requests without fully considering the safety and health of
residents.
Council Member Tanaka felt the payback period for Agenda Item Number 4
was very long.
State/Federal Legislation Update/Action
None.
Council Member Questions, Comments and Announcements
Council Member Kou reported San Francisco International Airport (SFO)
would proceed with the Ground-Based Augmentation System (G-BAS) in the
latter half of 2021. Approaches were going to be circulated to the San
Francisco Roundtable and the Federal Aviation Administration (FAA). The
City submitted a comment letter for SFO's Environmental Impact Report
(EIR). She hoped SFO would place additional noise monitors in new
locations. The San Francisco Roundtable's consultant advised that the FAA
was evaluating a long-term solution for PIRAT2. The Santa Clara/Santa Cruz
Roundtable was considering a meeting of all Roundtables to discuss
coordinating their efforts.

MOTION: Council Member Kniss moved, seconded by Vice Mayor Fine to go
into Closed Session.
MOTION PASSED: 7-0
Candice Gonzalez, Sandhill Property Company remarked that the Edgewood
Market needed the community's support to remain in business.
Council went into Closed Session at 5:16 P.M.
Council returned from Closed Session at 10:20 P.M.
Mayor Filseth announced no reportable action.
