Special Meeting
November 2, 2011
The City Council of the City of Palo Alto met on this date in the Council
Conference Room at 6:01 p.m.
Present: Burt, Espinosa, Holman, Klein, Price, Scharff, Schmid, and
Shepherd
Absent: Yeh
1. Interviews of Candidates for the Parks and Recreation Commission and the Public Art Commission.
The City Council interviewed six candidates for the Parks and Recreation
Commission for three terms ending on December 31, 2014 and two
candidates for the Public Art Commission for one unexpired term ending on
April 30, 2012.
ORAL COMMUNICATIONS
Tench Coxe spoke regarding wireless communications. He received a notice
from AT&T and was responding as a resident. Making the City beautiful, he
said, was more important than the income that would be generated by
adding the proposed systems onto polls around the City. Cicso, Ericcson and
some start-up organizations are working on smaller systems.
Jill O’Nan spoke as a private citizen regarding the proposed changes to the
massage business ordinance. She said the changes would adversly affect
small businesses. She spoke regarding Happy Feet, a business that serves people with low-incomes such as seniors and students. The proposed
changes which include a provision for licensing and schooling would destroy
the business.

Perrin French spoke regarding wireless communications. AT&T distributed
antennea system would affect his family as they would place an antennea
next to their home. They are unattractive and the amount of sound they will
generate has not been demonstrated. He requested that Council have AT&T
search for Palo Alto residents who are in favor of the antennea’s and place
them near their homes.
Charlene Maltzeman spoke regarding wireless communications. She said
she has lived in Palo Alto since the 1950s, and lives in a small home on a
small lot in the City. AT&T’s proposal is to place a tower on a phone poll 21
feet from her front door. She said this would ruin her home. She said it
would be preferable to have the underground wires continue around her
home.
Dick Maltzeman spoke regarding wireless communications. He asked why
the towers had to be in residential neighborhoods. They could be placed in
the foothills or along the rail road tracks. AT&T has choosen this location
because of money when they could easily choose an option that would not affect any home values.
