HomeMy WebLinkAbout2002-02-23 City Council Summary Minutes Special Meeting February 23, 2002 The City Council of the City of Palo Alto met on this date in the Council Chambers at 9:15 a.m. PRESENT: Beecham, Burch, Freeman, Kishimoto, Kleinberg, Morton, Mossar (arrived at 9:30 a.m.), Ojakian ABSENT: Lytle STUDY SESSION 1. How to Run a Successful Bond Measure Larry Tramutola, the City’s pre-election advisor, gave an overview of the mechanics of running a successful bond election. He discussed the key components of a campaign: 1) identified the audience of likely voters; 2) mobilized resources, both monetary and human; and 3) developed a plan that resonated with voters. He discussed the role of polling, which was only a tool and should not be considered more than that. He also talked about why measures fail. Assistant City Manager Emily Harrison summarized the work that had been done in developing the plan and what key decision points were coming up for the Council. Ruth Bernstein, the City’s pollster, discussed both the results of the previous City survey and Libraries Now! Survey. She also talked about what the next survey would address. She recommended doing that survey as close as possible to the election. Mr. Tramutola talked about what would be required for the campaign committee and addressed the issue of a “libraries only” versus a “libraries plus” bond measure, stating that he was confident that either could pass in November. Questions and answers from the public and the Council were interspersed throughout the presentation. No action required. ORAL COMMUNICATIONS ADJOURNMENT: The meeting adjourned at xx:xx p.m.
