HomeMy WebLinkAbout2002-02-11 City Council Summary Minutes Special Meeting February 11, 2002 The City Council of the City of Palo Alto met on this date at the Cubberley Community Center, Room H-1 at 7:10 p.m. PRESENT: Beecham, Burch, Freeman, Kishimoto, Kleinberg, Lytle, Morton, Mossar (arrived at 7:35 p.m.), Ojakian SPECIAL MEETING 1. Council Retreat on Priorities a. Review Agenda b. Assumptions c. Review Status of Current Top Five d. Developing the Top Five for 2002-04 e. Brainstorm Some Success Factors for Top Five f. “The Big Issues of the Day” for Next Quarter g. Follow Up City Manager Frank Benest presented and Council agreed with the following set of assumptions: Council Members would identify well-defined priorities; select key milestones to measure the progress made on each priority; require staff to regularly report back to Council on the status of the priorities; and have the 2002-03 budget reflect the Council’s Top 5 Priorities. Additionally, it would be the joint responsibility of Council and top management to ensure that attention remained focused on the identified priorities. Assistant City Manager Harrison made a presentation on the status of the current Top 5 Council Priorities. Ms. Harrison emphasized the key success factors and the other critical projects facing departments. The City Council selected the following new Council Top 5 Priorities: Long Term Finances, Infrastructure, Land Use Planning, Alternate Transportation/Traffic Calming and Affordable/Attainable

Housing. Council also identified a number of key milestones related to the Top 5 Priorities. Mr. Benest told Council that staff would provide feedback on the milestones and return to Council for approval. Mr. Benest stated that staff would also return to Council with a Communications program for the Top 5 Priorities. ORAL COMMUNICATIONS Warren Beer, 153 California Avenue, spoke regarding Community Garden. Maria Makela, 1134 Palo Alto Avenue, spoke regarding Community Garden. City Manager Frank Benest said the matter would be looked into. Carrie Knopf, 347 Ramona Street, Apt. 2, spoke regarding Community Garden. Vladimir Bruk, 656 Lytton Avenue, #F327, spoke regarding Community Garden. Vysotskaya Lyubou, 656 Lytton Avenue, #F327, spoke regarding Community Garden. Arthur Keller, 3882 Guinda Way, spoke regarding energy efficiency in housing. Bob Moss, 4010 Orme Street, spoke regarding long-term planning. Joy Ogawa, 2305 Yale Street, spoke regarding transportation demand management. CLOSED SESSION The meeting adjourned to a Closed Session at 9:27 p.m. 2. Conference with City Attorney - Existing Litigation Subject: In re Pacific Gas and Electric Company, a California Corporation, Debtor, U.S. Bankruptcy Court case No.: 01-30923DM Authority: Government Code Section 54956.9(a) The City Council met in Closed Session to discuss matters involving existing litigation as described in Agenda Item No. 2. Mayor Ojakian announced that no reportable action was taken on Agenda Item No. 2. FINAL ADJOURNMENT: The meeting adjourned at 10:45 p.m.
