Joint Meeting with the Library Advisory Commission (LAC) No action required. ADJOURNMENT: The meeting adjourned at 6:45 p.m. 10/01/01 92-467 Special Meeting October 1, 2001 The City Council of the City of Palo Alto met on this date in the Council Chambers at 6:50 p.m. PRESENT: Beecham, Burch, Eakins, Kleinberg, Lytle, Mossar, Ojakian, Wheeler ABSENT: Fazzino SPECIAL MEETING 1. Recognition of School Crossing Guards Mayor Eakins welcomed the crossing guards and commended them for the service they provided for the children and parents of the City. She stated that the School Crossing Guards program had served the community for many years. Many of the crossing guards became part of the neighborhood life in which they served. Mayor Eakins said she wanted to do the recognition early in the school year, the night before “Walk to School” Day. Walking to school would not be what it was for students or parents without the crossing guards. She presented a proclamation. Palo Alto Police Department Sergeant Scott Wong accepted the proclamation on behalf of the crossing guard supervisor, Elvira Marillo, pointing out that she had done an excellent job. He read the names of each of the crossing guards. No action required. ADJOURNMENT: The meeting adjourned at 7:00 p.m. 10/01/01 92-468 Regular Meeting October 1, 2001 The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:00 p.m. PRESENT: Beecham, Burch, Eakins, Kleinberg, Lytle, Mossar, Ojakian, Wheeler ABSENT: Fazzino SPECIAL ORDERS OF THE DAY Mayor Eakins presented the Walk to School Day proclamation. Kathy Durham, Palo Alto Council of PTAs Safety Chair, accepted the proclamation and thanked the Council on behalf of the PTA. She acknowledged the joint efforts of the PTA, the Palo Alto Unified School District (PAUSD), the City, and Way2Go to plan the “Walk to School” Day. Cathy Kroymann, PAUSD Board Member, acknowledged Ms. Durham for all the work she did for “Walk to School” Day, the students of the City, and traffic safety. She also expressed her appreciation to the crossing guards for their service in protecting the safety of the children of Palo Alto. ORAL COMMUNICATIONS Ed Power, 2254 Dartmouth Street, spoke regarding elections. Mayor Eakins announced that Item No. 2, “Status Report and Request for Council Direction on 2000 San Francisco Bay Crossings Study Proposed Southern Dumbarton Bridge Connection through the Palo Alto Baylands” would be removed from the agenda at the request of staff. Carol Kiparsky, 800 Cowper Street, spoke regarding Palo Alto as a hate-free community. Ian Irwin, 800 Cowper Street, spoke regarding a request for a Council resolution. Mayor Eakins asked for a history of what the City had to offer in terms of addressing acts of antagonism against persons of suspected Moslem background. 10/01/01 92-469 City Manager Frank Benest explained that the Police Department had taken an active lead in a “not in my town” campaign to address the problem. Council Member Lytle thanked the Mayor for encouraging oral communication on the hate-free zone resolution. She encouraged the Mayor and City Manager to move forward with the proposal for the resolution. Council Member Mossar stated that she had recently returned from Bellevue, Washington, and would share a copy of a similar resolution that was adopted there. Council Member Burch expressed support for the resolution because he felt it was important to do so. When the anti-Semitic issue arose a few years prior there was a meeting at the Jewish Community Center called Not in Our Town. When a local business owner was attacked, he received support from the City and Council Members. Mayor Eakins announced that at 12 noon on Tuesday, October 9, 2001, the City along with Canopy would plant a memorial olive tree grove at Eleanor Pardee Park for victims of the terrible events of September 11, 2001, and their families. Council Member Kleinberg asked whether the Council had contacted the city councils of New York City and Washington, D.C. to express support and Palo Alto’s sentiments. Mayor Eakins replied that would be done. At her request the Cities Association had instigated an approach to respond to the cities where the September 11 tragedies occurred. Herb Borock, P.O. Box 632, spoke regarding the Citywide Travel Demand Model Project scope of services attached to the memo received at Council places. Council Member Mossar, Chairperson, Policy and Services Committee, said she was grateful for the correction of an inadvertent omission. Emily M. Renzel, 1056 Forest Avenue, spoke regarding Bayshore Road and traffic. Kip Husty, 922 Bautish Court, spoke in support of a hate-free zone. CONSENT CALENDAR 10/01/01 92-470 MOTION: Council Member Mossar moved, seconded by Wheeler, to approve Consent Calendar Item No. 1. ADMINISTRATIVE 1. Williamson Act Contracts Within the City of Palo Alto MOTION PASSED 8-0, Fazzino absent. REPORTS OF OFFICIALS 2. Status Report and Request for Council Direction on 2000 San Francisco Bay Crossings Study Proposed Southern Dumbarton Bridge Connection through the Palo Alto Baylands Item removed at the request of staff. COUNCIL COMMENTS, QUESTIONS, AND ANNOUNCEMENTS Council Member Mossar reported on the National League of Cities (NLC), Energy Environment and Natural Resources Steering Committee meeting she had attended in Bellevue, Washington. She said the NLC had also set up an Always Remember 911 Fund, which was an opportunity for employees to contribute to a fund that would be used for employees and families in the affected cities. Puget Sound Energy in the Washington area made a presentation about a time-of-day pricing system, which they had implemented. Mayor Eakins announced that the Closed Session Item No. 3 would be removed at the request of staff and continued the item to a Special City Council meeting on October 9, 2001. CLOSED SESSION 3.
