Special Meeting February 27, 2001 The City Council of the City of Palo Alto met on this date at 7:10 p.m. at the Palo Alto Art Center. PRESENT: Beecham, Burch, Eakins, Kleinberg, Lytle, Mossar, Ojakian, Wheeler MOTION: Council Member Mossar, seconded by Burch to move Oral Communications forward. MOTION PASSED: 8-0 Fazzino absent ORAL COMMUNICATIONS SPECIAL MEETINGS 1. Council Retreat for the purpose of discussing: a. Team protocol and behavior b. Meetings – frequency and duration c. Individual staff requests as distinguished from Council policy direction d. E-Mail
• Review of City automatic answers (Exhibit “A”)
• Council responses and the Brown Act e. Council meetings in the neighborhoods f. Council’s priorities (Exhibit “B”) – if and how to apply to Boards and Commissions (Exhibit “C”) By consensus of the City Council, they determined the following: Council Members would speak five minutes to an agenda item and than allow other Council Members to speak, the time reminder would be administered by the Vice Mayor; the Mayor would frame the policy issue for the agenda items; Council would make sure that agenda

questions are clarifying questions (information gathering) before the motion; the Council would begin the Council meeting promptly at 7:00 p.m. By consensus of the City Council, they determined the following: only one “big ticket” agenda item per meeting; meetings should end by 11:00 p.m., with a 9:30 p.m. status check on the agenda and no new items would be heard after 10:30 p.m.; closed sessions would either be at the beginning of the Council meeting, end of the Council meeting or on another night; agenda items with the most public interest would be at the beginning of the evening. By consensus of the City Council, they stated they would like to have quarterly meetings in the neighborhoods, with the topics to be relevant neighborhood issues. The City Council determined that there would be another retreat to discuss agenda items c, d, and f. ADJOURNMENT: The meeting adjourned at 9:30 p.m.
