Special Meeting September 25, 2000
The City Council of the City of Palo Alto met on this date at 6:10 p.m. at the Foothills Interpretive Center.
PRESENT: Beecham, Burch, Eakins, Fazzino (arrived at 6:30
p.m.), Kleinberg, Kniss, Lytle, Mossar, Ojakian
ORAL COMMUNICATIONS Nancy Samelson, 35 Pearce Mitchell Place, Stanford, spoke
regarding the unfortunate change in the community and requested a moratorium on demolitions and remodeling of homes in Palo Alto. Aran James, 832 Los Robles, spoke regarding democracy and the
inclusion of candidate Ralph Nader in the presidential debates.
SPECIAL MEETING 1. Council Retreat for the purpose of discussing Council
concerns:
a. Revisit ground rules from meeting of February 5, 2000 b. Current issues
Council protocol
policy setting process
relations with staff
relations with press
balance between team work and individual initiatives c. City Manager - need to continue to refine expectations

d. Future dates for retreats with City Manager and for Council priority setting
Mayor Kniss set out the purpose of the Council Retreat to revisit the ground rules from the previous Council retreat of February 5, 2000, and to discuss current issues regarding Council protocol, policy setting process, relations with staff,
relations with press, and the balance between team work and individual initiatives.
The City Council stated that they would like for the staff to further explore alternatives to the present format of study
sessions one hour prior to the Council meetings. The City Council stated that they would like to try setting time expectations for each item that is placed on the Council agenda.
The City Council determined that there would be another retreat with the City Manager and for Council priority setting to be held either at the end of November or the first part of December 2000.
ADJOURNMENT: The meeting adjourned at 8:50 p.m.
