Special Meeting February 5, 2000 ROLL CALL The City Council of the City of Palo Alto met on February 5, 2000 at the Foothills Interpretive Center at 9:00 a.m. PRESENT: Beecham, Burch, Eakins, Fazzino (arrived at 10:25 a.m.), Kleinberg, Kniss, Lytle, Mossar, Ojakian SPECIAL MEETING 1. Council retreat for the purpose of discussion: a) Vision for the City Council and the City of Palo Alto, b) Discussion of Potential Barriers, c) Establishment of Common Ground Rules, d) Philosophy and Principles Related to Working with Staff, e) Review of Rules of Order and Procedures, f) Future Dates for Retreats with New City Manager and Setting Priorities. Mayor Kniss set out the purpose of the Council Retreat to discuss the following topics: Vision for the City Council and the City of Palo Alto, Discussion of Potential Barriers, Establishment of Common Ground Rules, Philosophy and Principles Related to Working with Staff, Review of Rules of Order and Procedures, Future Dates for Retreats with New City Manager and Setting Priorities. Mayor Kniss introduced Marty Friedman the facilitator for the retreat from the firm of J.M. Perry. Council discussed their vision for the city, potential barriers, established some ground rules, and philosophy and principles related to working with staff. It was determined that a study session would be held in order to review the rules of order and procedures. It was also determined that at a future date a retreat would be held with the New City Manager and another retreat to set priorities. No action required. ADJOURNMENT: The meeting adjourned at 2:00 p.m.
