Resolution 8786 entitled “Resolution of the Council of the City of Palo Alto in Appreciation of the Outstanding Public Service of Dena Mossar as Mayor, Vice Mayor and Council Member” ......................................373 ORAL COMMUNICATIONS.......................................................................373 ADJOURNMENT: The meeting adjourned at 10:00 p.m. ..............................374 01/07/08 102-369 The City Council of the City of Palo Alto met on this date in the Council Chambers at 7:05 p.m. PRESENT: Barton, Beecham, Cordell, Drekmeier, Kishimoto, Klein, Kleinberg, Morton, Mossar AT THIS POINT IN THE MEETING THE SWEARING IN OF CITY COUNCIL MEMBERS PAT BURT, SID ESPINOSA, GREG SCHMID AND YIAWAY YEH WILL OCCUR. SPECIAL ORDERS OF THE DAY 1. Election of Mayor and Vice Mayor MOTION: Mayor Kishimoto moved, seconded by Council Member Espinosa, to nominate Council Member Larry Klein as Mayor. Mayor Kishimoto nominated Larry Klein as Mayor for his leadership, experience, hard work, fresh energy and passion for all of the important issues that come to face the Council. Council Member Espinosa nominated Larry Klein for his strong record of leadership. MOTION PASSED: 9-0. Mayor Klein thanked his family, the Dignitaries in attendance, Board and Commission Members for their attendance and support of the City. He discussed items to be accomplished during his term; a City Manager, the Environmental Protection Plan, the upgrading of the library system, the Public Safety Building, and the Stanford Medical/Shopping Center expansion. Council Member Espinosa nominated, seconded by Council Member Yeh to nominate Council Member John Barton as Vice Mayor. Council Member Burt nominated, seconded by Council Member Kishimoto to nominate Council Member Peter Drekmeier as Vice Mayor. At this point a paper ballot was conducted. Council Member Yeh nominated Council Member Barton for his vast experience in effective business leadership and locating key players in official capacities. 01/07/08 102-370 Council Member Kishimoto nominated Council Member Drekmeier for his ability to lead and his high involvement in environmental issues. Council Member Morton shared his concern to maintain a minimal conflict of interest on the Council. Council Member Barton stated there had been an agreement between the City Attorney, School Board Attorney, and County Attorneys that there was not a conflict of interest due to his teaching at Stanford University. He felt he has acted in a more than ethical manner in any position as an elected member of the City. City Clerk Rogers announced that the following Council Members voted for John Barton: Barton, Espinosa, Yeh. City Clerk Rogers announced that the following Council Members voted for Peter Drekmeier: Burt, Drekmeier, Kishimoto, Klein, Morton, Schmid City Clerk Rogers announced that Council Member Drekmeier was appointed as Vice Mayor with six votes. MOTION: Council Member Barton motioned, seconded by Council Member Yeh to change the Vote to unanimous for Council Member Drekmeier for Vice Mayor. MOTION PASSED: 9-0. Mayor Klein spoke of his appreciation for Mayor Kishimoto during her term. He praised Council Member Beecham for his hard work on the Committees he had been a member of. He spoke highly of Council Member Cordell for her leadership capacity for accomplishments especially in the acquisition of the Los Altos Treatment Plant. He spoke of Council Member Kleinberg for all of her hard work and specifically her Emergency Preparedness efforts. He stated Council Member Mossar introduced numerous functions to the City such as her efforts in the bus/shuttle system and her environmental expertise. All four of the outgoing Council Members have made extraordinary contributions to the City and their community. 2. Resolution 8782 entitled “Resolution of the Council of the City of Palo Alto Commending the Outstanding Public Service of Yoriko Kishimoto” MOTION: Vice Mayor Drekmeier moved, seconded by Council Member Morton to adopt the Resolution commending the outstanding public service of Yoriko Kishimoto as Mayor. 01/07/08 102-371 MOTION PASSED: 9-0. Council Member Kishimoto felt honored to serve Palo Alto as Mayor and thanked the Council and Executive staff as being very supportive during her term. Janet Dafoe, 433 Kingsley Ave, Palo Alto, spoke regarding her appreciation for Mayor Kishimoto. Liz Kniss, County Supervisor, presented Mayor Kishimoto with a plaque of appreciation. 3. Resolution 8783 entitled “Resolution of the Council of the City of Palo Alto in Appreciation of the Outstanding Public Service of Bern Beecham as Mayor, Vice Mayor and Council Member” MOTION: Council Member Schmid moved, seconded by Council Member Drekmeier to adopt the Resolution commending the outstanding public service of Council Member Beecham. MOTION PASSED: 9-0. Council Member Kishimoto thanked Council Member Beecham for his ability to treat everyone with respect whether he agreed with them or not. Liz Kniss, County Supervisor, presented Council Member Beecham with a plaque of appreciation. Cheryl Lathrop spoke regarding how proud she was of her husband Bern. Richelle Noroyan from the Office of Senator Ruskin’s and Sarah Rosendahl from the Office of Senator Simitian presented Council Member Beecham with a plaque of appreciation for his service to the community. Dan Garber spoke regarding Council Member Beechams support for the Junior Museum and Zoo. Bern Beecham thanked his wife and the community for all of their support during the past eight years. 4. Resolution 8784 entitled “Resolution of the Council of the City of Palo Alto in Appreciation of the Outstanding Public Service of LaDoris H. Cordell as Council Member” 01/07/08 102-372 MOTION: Vice Mayor Drekmeier moved, seconded by Council Member Schmid to adopt the Resolution commending the outstanding public service of Council Member Cordell. MOTION PASSED: 9-0 Council Member Barton stated his pleasure in working beside Council Member Cordell. Council Member Kishimoto stated her appreciation for Council Member Cordell’s’ efforts on the Council and throughout the community. Liz Kniss, County Supervisor, presented Council Member Cordell with a plaque in appreciation. Richelle Noroyan from Senator Ruskin’s Office and Sarah Rosendahl from Senator Simitian’s Office, presented Council Member Cordell with a plaque of appreciation for her service to her community. Karen Holman, 725 Homer Avenue, spoke regarding Council Member Cordell’s courage, conviction and her integrity. LaDoris Cordell thanked her colleagues, the incoming Council Members, Executive staff, and the employees and unions for all of their hard work and commitment to excellence. She thanked the community for electing her and Florence for always believing in her. 5. Resolution 8785 entitled “Resolution of the Council of the City of Palo Alto in Appreciation of the Outstanding Public Service of Judy Kleinberg as Mayor, Vice Mayor and Council Member” MOTION: Council Member Burt moved, seconded by Vice Mayor Drekmeier to adopt the Resolution commending the outstanding public service of Council Member Kleinberg MOTION PASSED: 9-0. Sarah Rosendahl from Senator Simitian’s Office and Richelle Noroyan from Senator Ruskin’s Office, presented Council Member Kleinberg with a plaque of appreciation for her service to her community. Liz Kniss, County Supervisor, presented Council Member Kleinberg with a plaque in appreciation. 01/07/08 102-373 Judy Kleinberg thanked the exiting and entering Council, and discussed her experience coming to be a Council Member. She thanked the staff and community for their dedication. She thanked her husband and children for their support both at home and through Council meetings. 6. Resolution 8786 entitled “Resolution of the Council of the City of Palo Alto in Appreciation of the Outstanding Public Service of Dena Mossar as Mayor, Vice Mayor and Council Member” MOTION: Council Member Morton moved, seconded by Council Member Yeh to adopt the Resolution commending the outstanding public service of Council Member Mossar. MOTION PASSED: 9-0. Sarah Rosendahl from Senator Simitian’s Office and Richelle Noroyan from Senator Ruskin’s Office, presented Council Member Mossar with a plaque of appreciation for her service to her community. Liz Kniss, County Supervisor, presented Council Member Mossar with a plaque in appreciation. Gary Fazzino spoke regarding the selfless service of the four Council Members leaving the dias. He congratulated the incoming Council Members. Judith Wasserman thanked Council Member Mossar for all of her support for the Architectural Review Board. Dena Mossar thanked the community for allowing her to serve them and stated being a Council Member was the toughest job she had ever had. ORAL COMMUNICATIONS Members of the public may speak to any item not on the agenda; three minutes per speaker. Council reserves the right to limit the duration of Oral Communications Catherine Davidson, 575 Washington Ave, Palo Alto spoke regarding the reciting of the Pledge of Allegiance before the Council meeting. Aram James, spoke regarding some articles he submitted regarding the Police Department activities. Mitra Bahrami Vaiza, 756 Talisman, Palo Alto spoke regarding her appreciation of the outgoing Council Members and the passage of the resolution against a war in Iran. 01/07/08 102-374 Mark Petersen-Perez, Cowper St., Palo Alto spoke regarding the freedom of speech, press and religion under the First Amendment. PoliceWatch.Org, spoke regarding cameras in the police cars. Phil Plymale, representing most of the city staff thanked the outgoing Council Members and congratulated the incoming Council Members. George Browning, 4005 Sutherland Drive, spoke regarding tasers. Arthur Keller, 3881 Corina Way, spoke regarding civil discourse.
