Hi,
I hope you are having a great day. I understand that the monthly wastewater charge of $55 is a
flat rate applied per occupied unit. I live alone in a unit without a dishwasher or laundry, and Iuse very little water. The sewer fee alone is 47% of my monthly utilities bill. That means,
almost half of my bill is due to the sewer charge. I also see that it is proposed to increase evenhigher to $67.11, so the percentage of the sewer bill will be even greater than 47% of my total
bill.
Given that other utilities like electricity and gas are billed based on actual usage, I’m
wondering if your team has considered implementing a usage-based billing system forwastewater to make charges more equitable. As a single income household, it has been really
difficult to keep up with the increasing bills. When I reached out to UTL customer service,they said they could not help.
If there are any programs, discounts, or upcoming changes I can be part of — or any way toprovide public feedback — I’d love to know more.

Main Room
In our Main Room, prices are way belowwhat used book stores charge.Hardcover books start at $3 andsoftcover books start at only $2.
No numbered tickets this month!
Please note that due to crowding during
the first two hours of the Book Sale, no
strollers, rolling carts, etc. can be
brought into the Main Room. This is for
the safety of shoppers and volunteers
alike. By 12:30 or so, the crowd thins
out and shoppers are welcome to bring
these items into the sale.
Children's Book Sale
The Children's Room is located in the
portable next to the soccer field near
Greendell School. It is entirely filled
with children's books and toys. You'll
find picture books, school age fiction
and non-fiction, fiction for teens, award
winners, non-English titles, CDs and
DVDs, and books for parents and
teachers, many for 50 cents or $1.
Strollers are welcome in the Children's
Room at any time.
Bargain Books in H-2
The Bargain Room is located in RoomsH-2 and H-3 of the Cubberley maincampus, between our Main Room andMiddlefield Road. On Saturday,paperbacks are $1, hardcovers are $2,and children's books are 50 cents each.The room also contains many records,CDs, and DVDs at $1 each. On Sunday,the room opens at 1 pm and all pricesare half off. Or, save even more onSunday by buying green FOPAL reusablebags from us for $4/ea (or bring yourown grocery-size reusable bag) and

Library News
The Library's Summer Reading Program theme this year is "Book A Trip", it goes until
August 1 so there's yet time to get started, and you can find out more about it from theLibrary's web site.
It's Disability Pride Month, and the Library has more information about that.
You could find out about these sorts of things in a slightly more timely manner by
subscribing to the Library's mailing list. Like us, they send one or two messages per
month, more usually one.

Chinese Brush Painting Studio. Or perhaps try The Polymer Clay Cookbook: Tiny Food

Antiques & Collections
In the month of July it's all about antique rugs: Persian, Navajo, and Chinese, among
others. There's also several references on Chinese furniture. We have a few volumes on
clocks and watches, and interesting titles on jewelry. Then there's books like Beads of the
World, The Button Lovers Book, and my favorite, Nutcrackers. Look for stamps, coins,
antique guides, and other resources for your collecting reference.

European Languages
European Languages received a lot of Spanish books, mostly fiction, and 2 Playaway
preloaded audiobook players ($3 each). We also got a fair number of French books,
including Contre-enquête sur la mort d'Emma Bovary (a novel proposing that she was
actually murdered). Many are discards from other libraries. There are two shelves of Italian
books, and one of Polish, which wouldn't fit on the shelves last time.

Judaica
Browse the Judaica section for books on the Jewish religion and culture including editions
of the Torah and other basic texts, Kabbalah, Jewish history, the Holocaust, memoirs,
Israel, Jewish Women, the Jewish American Experience and other related subjects.

Pop Up Music Sale
This month the Pop Up Music Sale will be expanded to four tents and feature a wide
range of desirable CDs along with a newly curated trove of vinyl, including a special box of
High Value Releases that have been carefully cleaned for high fidelity play.

Children's Room
Slow summer?? Not in the Children's Room! Our shelves are full of high-quality books,
games, toys, and puzzles, at extremely low prices.
Along with our usual plethora of Activity section games and graphic novels, we are excited
to feature a variety of beautiful and unusual Folkmanis hand puppets! And once again, we
have an abundance of Mathematics materials for families and classrooms. In addition to
textbooks and workbooks, we offer manipulatives such as Cuisenaire rods, negative integer
tiles, and tangrams. Look for the return of the "Logic" bin, as well as a selection of books
by renowned mathematics educator Mary Laycock.
On the Non-fiction table you'll find an assortment of enjoyable and educational books for
parents, teachers, and students too--to boost reading skills--plus some overstock bargain
sale items.
Check out the Picture Book series bucket for tons of Berenstain Bears, Tonka truck stories,
Golden Books, and Sesame Street books. On the Board Books counter there is a wonderful
selection of good-quality Eric Carle stories. We also offer several Madeline deluxe
paperbacks, and some good-quality hardback Disney story collections.
For Beginning Readers we have a good selection of Mo Willems' Elephant and Piggie books,as well as lots of paperback Henry and Mudge books. There are also many sets of books forearly readers, and fun books on science, history, and biography.
Look on the DVDs shelves for kids and families DVDs, all at great prices, including a
selection from Studio Ghibli and many Disney favorites.
And we have Parenting books for parents of teens and younger kids, including travel guides
for families. There's plenty of summer left to travel!

Children's Vintage
We've got the usual full shelves in Children's Vintage, but we've also got some special
features for the July sale. This month's featured Instagram book is Walt Disney's Cinderella
illustrated by Retta Scott, the first woman animator at Disney Studios. Creative Director of
Disney Publishing Worldwide, Ken Shue, described Retta's work: "Her Cinderella storybook
illustrations are very stylized," he observed. "I keep the Cinderella cover framed on an
easel outside my office. It's a very detailed, complex composition that informs and inspires
our art staff daily. It’s show-stopping." See it for yourself at FOPAL's Instagram page

to highlight illustrators, this month we are featuring Ingri and Edgar d'Aulaire (known for
their beautiful color stone lithography and American biographies); Maurice Sendak
(probably best known for Where the Wild Things Are, but also the illustrator of several
books for older children); Leslie Brooke (leading children's book illustrator of pen-and-ink
line drawings and watercolors in late 1800s England); and of course, the inimitable Dr.
Seuss (no parenthetical explanation necessary!) In addition, our series collection this
month contains those early 20th century war stories aimed directly at boys, stressing
war/bravery/loyalty/camaraderie (Boy Allies, Boy Volunteers, Yankee Flier, Army Boys and
Two American Boys). And finally, if that's all a little too heavy for summer reading, try

Sociology/Anthropology
Out of 466 books featured in the Sociology/Anthropology section in July, I want to
highlight one. It is the 1999 book The Big Test: The Secret History of the American
Meritocracy by Nicholas Lemann, an American writer and academic who once served as
dean of the Graduate School of Journalism at Columbia University. The book is a "critical
account of the 'untold' history of the SAT as the key measure for determining people's
fates in America’s meritocratic society of post-World War Two," according to one reviewer.
However, it offers much more, as the following quote from the book shows: "Decent
schooling, the absolute prerequisite to a decent life in America today, should be thought of
as something that Government guarantees to every citizen as a matter of right. It
shouldn't be left to local authorities to screw up, any more than flight safety should." At the
time of its publication, as it is now, the topic of the book is at the center of a highly
contested and crucial debate in society about the country's system of school education--its
quality as well as how it should be organized.

Bargain Room Science
450 volumes popular science. Some in the Bargain Room's Science section, more in
wooden shelves under the front window in the big (same) room, more in other overflow
areas in the big room. Look for signs.

History
Thinking about a cruise? This month History got a large donation of books on Captain
Cook and his voyages. If you're thinking of staying closer to home, there's a nice 11volume set of Durant's History of Civilization that will keep you occupied!
History has been getting more older volumes of interest: one is John Gunther's 1938
overview of Europe, updated to include the Munich Conference. There is also a set of the
1885 edition of Grant's memoirs (a set of two volumes, in poor-fair condition, but a steal,
and a copy of volume 1 only in good condition). And there's the usual eclectic collection of
books on US and world history, with a focus this month on Black History.

close to donations in the week before the sale so that we can prepare the Main Room for
the sale, which means that we are closed for donations from Sunday July 6 through
Sunday July 13. Please hold your donations until Monday July 14.

On Friday, a very large image of Elon’s Head joined us as we marched through the streets of downtown Palo Alto to much laughter and applause. Thanks to Justin for
bringing this comic element to our action. And thanks to marchers George and Casey for coming out. Although it was a holiday, there were still plenty of people out
on the street to engage with.
The Tesla Takedown Wolves are conducting daily actions this week starting in front of the Tesla Showroom at Stanford Shopping Center. We are having fun singing
and marching through the mall with Elon’s Head to bemuse shoppers. Enjoy one of the recent actions and watch Michelle’s amazing reel here. There are a couple
days left before returning to the regular schedule so come join the fun and help neutralize Musk and his pals. Details here.
On Tuesday, Stand Up for Science and Sanity held another amazing rally in Lytton Plaza. Kudos to Carol and the SUFSS team for organizing a terrific line up of
speakers and tablers. The Raging Grannies and Mitchell Park Band provided music, and we rocked into the evening. We bemoaned the shredding of our
democracy and evisceration of our nation’s institutions, and found a brief bit of solace by singing and dancing into the night. Check out highlights from the speakers
here. Thanks again, everyone, for a great rally. Next one is scheduled for Friday August 15. More details soon.

Diane provided an update on heat pump water heater installations. Details below. There have been 1,064 site assessments, while the number of installations has
been less than half that at 433. Even though people are curious enough to have the assessment performed, there remain barriers to installing the heat pump unit. I
certainly wish there were an easy way to get people to stop using fossil fuels. Sigh, I guess we are going to take the hard way. Diane, thank you so much for keeping
up this effort!
Next week, on Monday there will be another rally at Palantir to protest their technical support of ICE operations, details here. And, there will be another protest at
Tesla Engineering HQ, details here. On Thursday, there will be a nationwide Good Trouble Lives On action – Indivisible Palo Alto Plus is organizing a rally in King
Plaza, details here.

I write to the Palo Alto City council today to express my concern and fear, as a regular voterand resident, that our public streets are being transformed. In short, the city of Palo Alto has
sold out its public infrastructure and the safety of its residents to tech companies thatapparently run this town. I see that Waymo's are regularly driving around the city as they
extend their reach deeper into the peninsula, and I'm sure Tesla will be doing the same shortly,if they haven't already been gifted the right (a company with a terrible safety record, especially
for its camera-based self-driving). Furthermore, this is a gift to the tech companies with noapparent benefit to its citizens. The technology is in development, and there is no evidence,
only wishful thinking and fundraising hype, that this will have positive social benefits. Thecitizens of Palo Alto, including myself, do not receive any benefit from the council allowing
its citizens to be experimental test subjects. This is public infrastructure, meaning it is ashared resource that is held in common and used in a shared way. Shared use does not mean
that the highest bidder gets to experiment on our roads and use us as their experimentalsubjects. I know that Palo Alto fears the existential crisis that would come about if it pushed
back against its tech overlords, but there are many other residents (both in tech and outside)that also are afraid that self-driving technology is being forced on us too quickly. The strategy
of experimenting while deploying on roads cannot continue. I don't want to be experimentedon for a company's profit.
I urge the council to resist the giveaways to tech and to show who really is sovereign in
"Silicon Valley".

At the last city council meeting I attended, there was an elderly woman who has been a resident of Palo Alto forforty years who was attending her first council meeting ever. She was there because she wanted the council to hearthe fact that if they raised her utility bill anymore she was going to have to choose between food and paying her bill.Palo Alto has better rates than PG&E, but that’s not a compliment. SDG&E has rates that are two thirds to half ofPalo Alto.
You want people who use a lot of natural gas to pay for it without penalizing those on fixed or minimal incomes?Easy peasy. If people use gas of a baseline amount, charge them double for it. Same for water. You want to waste,you can pay. Some kind of policy along those lines could have been worked out decades ago. But raising gas ratesacross the board is the wrong way to go.

Dear Members of the Council, City of Palo Alto,
I have been a resident of Palo Alto since August 2020, and am currently the owner of the samehome that I moved into as a tenant upon first moving here. I moved here from Hong Kong and
have only ever greatly admired the beautiful trees of this city, and appreciated the thought andcare that must be involved in the maintenance of our green friends.
Over the past year, in particular, I have noted with growing alarm, the numbers of trees that
have been lost- for reasons of disease, safety, maintenance, improvement, or to allow for newconstruction. From trees brought down in lots where old homes are being replaced by new
ones, to those on the grounds of Stanford where a new stadium is being built, to improvementwork along Churchill which has eliminated a row of trees, to the next ones marked down near
the dog park in Peer’s Park..
Additionally, I have concerns about the drastic manner in which pruning of trees is beingdone, even when there are no overhead wires in danger. It seems overdone, ugly, and almost
cruel in its manner of not allowing a tree to grow a canopy over time. I am sure that pruning oftrees can be done so that it isn’t about chopping off limbs, but doing so in a manner that allows
a future canopy to take shape. If someone were to come to Peer’s Park, I could show yousamples of the same, and would be glad to have my apprehensions checked, and corrected.
It is Summer, and quite ironically when I look around, I see people vying for spaces to park
their cars under the shade of a tree! Even partial shade! We’re putting up boxes on walls tocoax birds into making nests, but in the heart of Spring, we’re bringing down trees in which
birds must nest. We buy bags of bird food and seed, but when new trees are planted, what isthe attention given to ensure that they will be ones that will provide fruit or seed for the birds
and animals that are, equally, residents of this beautiful gem of a city.
I have called the arborist on a few occasions when a tree is marked to be brought down- I amnever satisfied with the answers because they seem run of the mill and not like they come
from a place of true caring for the trees or the environment.
We have all seen or at least heard of places that were transformed negatively, as their treecover of large, old canopies was lost. As a resident and home owner, how can I feel reassured

that trees that took decades to grow, can be removed, with no impact to the environment ofthis city, in addition to irreparable damage to the myriad tree dwellers in the form of insects,
birds, small mammals and possibly small reptiles. We humans are not the only residents here.
I hope that my concerns will be addressed by a council as esteemed as all of you. I do notquestion your knowledge or commitment, but care for the trees of Palo Alto, and feel that I
must raise a questioning voice.

Dear Director Lo,
I’m writing on behalf of Jay Paul Company to formally request the implementation of 2-hourparking limits—or other reasonable parking restrictions—on Sheridan Avenue between ParkBlvd. and Page Mill Road, adjacent to our property at 2747 Park Blvd.
This section of Sheridan is currently the only nearby street without parking restrictions. Webelieve it would be a strong candidate for inclusion in the Downtown Residential Preferential
Parking (RPP) program within the California Avenue Business District.
Over the past year, the street has increasingly become a site for long-term vehicle storage,
including RVs and vans that have remained parked in the same location without moving. This
has raised ongoing concerns from our existing tenant, who has indicated that continuedinaction on this issue may impact their decision to renew their lease. Attached are a map ofthe property and weekly photos from the past three months that illustrate the scope and
consistency of the issue.
We appreciated the City’s implementation of “No Overnight Parking” signage along the 100
block of Page Mill Road earlier this year, which helped address similar challenges. In May, we
submitted a follow-up request to City staff but have not yet received a response.
We would welcome the opportunity to meet with your team to discuss a path forward and are
happy to coordinate a time at your earliest convenience.

Hello, local officials. This is a copy of a complaint I sent to Caltrain this afternoon. I hopesomething can be done to remedy this situation, assuming it wasn't a one-off or a mistake.

When did it become acceptable to have a maintenance man use a leaf blower in an open-air
train station during commute hours? Where in the world would that be okay? Paris? Moscow?Dushanbe? A Tokyo suburb?
Palo Alto? Yes! This morning from around 8:15 am (when I got there) to 9 am. People were
everywhere.
Having biked through this train station morning and evening for some 20 years, this isunprecedented. I can recall two or three nights of detouring around a crew, but that was
understandable. It had to be done, so they did it after hours.
And the guy using the blower this morning? Clueless about the dust cloud. He was in his ownworld. That I've not seen before. It's a universal rule, in my experience, that crews pause to let
bikes pass.
But blowing dust around in the midst of seated people??? Never acceptable. This is shameful.
If you're now going to do this during times when the station is populated, WHAT IS THESCHEDULE? Post the damn thing, prominently, so we can all know and remember to bring
our dust masks!
