The City Council of the City of Palo Alto met on this date in the Council
Chambers at 6:00 p.m.
PRESENT: Beecham, Burch, Cordell, Freeman, Kishimoto, Kleinberg, Morton
(arrived at 6:08 p.m.), Mossar, Ojakian
CLOSED SESSION
1. Conference with City Attorney -- Potential/Anticipated Litigation
Subject: Written liability claim against the City of Palo Alto by Albert
Hopkins
Authority: Government Code Section 54956.9(b)(1) & (b)(3)(C)
The City Council met in Closed Session to discuss matters involving existing
litigation as described in Agenda Item No. 1.
Mayor Beecham announced there was no reportable action.

Special Meeting

The City Council of the City of Palo Alto met on this date in the Council
Chambers at 6:52 p.m.
PRESENT: Beecham, Burch, Cordell, Freeman, Kishimoto, Kleinberg,
Morton, Mossar, Ojakian
SPECIAL MEETING
1. Resolution 8400 entitled “Resolution of the Council of the City of Palo
Alto Expressing Appreciation to Paul Thiltgen for Outstanding Public
Service to the City of Palo Alto”
MOTION: Council Member Morton moved, seconded by Ojakian, to adopt
the resolution.
Council Member Morton said Paul Thiltgen had blessed Palo Alto with 20-plus
years of incredible growth in community programs. Mr. Thiltgen gave City
staff the chance to meet repeated challenges and the opportunity to
succeed. He was saddened to see the City lose such a special resource.
Council Member Ojakian thanked Paul Thiltgen for his efforts in renovating
the City parks, his ability to get things done, and his sense of humor.
MOTION PASSED 9-0.
Paul Thiltgen said in December 2003, the Council recognized Del Thorpe who
served the City for 38 years. He felt it was important that a person who had
committed so much time to the City, and who had fostered the Cubberley
Community Center through its growth and improvements should have the
opportunity to be recognized.
Del Thorpe expressed appreciation for the many opportunities he had during
his 38 years with the City.
Mr. Thiltgen expressed appreciation to his parents for the foundation they
established. He enjoyed the staff he had worked with, and their commitment
to serving the City and citizens of Palo Alto. He thanked the many volunteers
who helped make community services so successful.
Vice Mayor Burch expressed appreciation to Maureen Thiltgen for the love
and support of her husband.

Council Member Kleinberg said one of the legacies being left by Mr. Thiltgen
was his ability to be creative, to take risks, and to be inspirational.
Council Member Morton applauded the Community Services Department.

City Clerk Donna Rogers announced that Sanford Forte, Genevieve Gerard,

three-year terms ending December 31, 2007.
2. Selection of Candidates to Interview for the Planning and Transportation
Commission
MOTION: Council Member Kleinberg moved, seconded by Burch, to
interview all of the candidates.

3. Ad Hoc Committee Recommendation on Selection of Utilities Advisory
Commission Applicants for Council Interviews
MOTION: Council Member Mossar moved, seconded by Kleinberg, to
approve the Ad Hoc Committee recommendation to interview the following
candidates: 1) Ramarao Degumarthi, 2) Claude Ezran, 3) Anjali Joshi, 4)
John Melton, and 5) Sally Tomlinson.
MOTION PASSED 9-0.
ORAL COMMUNICATIONS
Ed Power, 2254 Dartmouth Street, spoke regarding good government.
Christiane Cook spoke regarding police.
Lynn Chiapella, 631 Colorado Avenue spoke regarding San Carlos Court.
APPROVAL OF MINUTES
MOTION: Vice Mayor Burch moved, seconded by Morton, to approve the
minutes of January 5, 2004, as submitted.
MOTION PASSED 9-0.
CONSENT CALENDAR
Mayor Beecham stated he would not participate in Item No. 8 due to a
conflict of interest because his residence was within 500 feet of the property.
MOTION: Council Member Morton moved, seconded by Mossar, to approve
Consent Calendar Item Nos. 4-10.
