The City Council of the City of Palo Alto met on this date in the Lucie Stern
Community Center Room, 1305 Middlefield Road, Palo Alto, at 8:35 a.m.
PRESENT: Beecham, Burch, Cordell, Freeman, Kishimoto, Kleinberg, Morton,
Mossar, Ojakian
SPECIAL MEETING
1. Council Retreat for the Purpose of Reviewing Protocols, the Top Five
Priorities, and Citywide Service Prioritization.
The City Council of the City of Palo Alto met on January 29, 2005, in the Lucie
Stern Community Center, Community Room, 1305 Middlefield Road at 8:35
a.m. Staff presented Council with an overview of Council Protocols, Council
Procedures, the Brown Act, and Council E-mail policies.
The City Manager gave Council a summary of recent accomplishments related
to the Top 5 Priorities and explained the amount and intensity involved with this
effort. Council was given the opportunity to select the Top 5 Priorities for FY
2005-07, and to suggest potential milestones. Council reaffirmed the FY 2003-
05 priorities: City Finances, Infrastructure, Affordable Housing, Land Use
Planning, and Alternative Transportation/Traffic Calming.
The City Manager discussed the purpose of the Prioritization of City Services
document and the criteria used for prioritizing services and solicited Council
Member feedback.
