Be cautious of opening attachments and clicking on links. The traffic signals at Charleston an Wilkie Way have been set to flashing red lights for the last 10 hours that I am aware of. At least 20 percent of cars do not bother to stop. It is not safe. I called the non-emergency dispatch number and was told that dispatch was aware of this and that they informed “scada” of this. The dispatcher informed me that the city does not manage traffic signals and that “scada” is responsible. This seems unlikely and is definitely unsafe. Can the city dispatch a police vehicle to the area as a deterrent to the unsafe ignorance of traffic law until the lights are repaired? I am contacting you because of a situation that has developed that has the potential to jeopardize what has been an extremely rewarding experience. I returned to U.C.S.C. in the fall of 1999 to complete my final year following a twenty-two year absence. I initially began my college education at U.C.S.C. in 1973 as a Regents Scholar. Because I did not apply 100% of myself to my academic work, it has taken me twenty-two years to learn the joy and pleasure of my college education. A major portion of my current very positive educational experience is the reason that I am writing to youMr. Foley. The housing market in the city and county of Santa Cruz is a difficult situation for many residentsincluding the students attending U.C.S.C. Fortunately the University Community Rentals Office and the localmotels have decreased the burden of the present housing situation. Since September 1999 I have lived at the SantaCruz Riviera Travelodge at a rate of $17.50 a day, paid monthly in the amount of $525.00. Because I was able tosecure a Federal Student Loan and a University Grant, I am on 100% financial aid. My time has been completelydevoted to my academic goal of achieving the completion of my BA history degree from U.C.S.C. My home at the Riviera Travelodge has been my library that has provided me a serene and peaceful environment affording me a prime opportunity to successfully complete my degree in June. My home and library, the Riviera Travelodge, is now under new management. I was presented a letter today, Friday 31 March 2000, stating that my current status as a monthly tenant would be terminated effective 1 May 2000. I have electronically confirmed with Travelodge that reservations to maintain my current tenant status (executed by the previous management) are on file (as of today Friday March 31, 2000 at approx. 4pm PST) under the name UC-Fleming, Michael as #7992-04/07/00 through 05/07/00, #7993-05/07/00 through 06/06/00 and, #7994-06/06/00 through 07/01/00. The conformation numbers are 53769118, 53769119 and, 53769120. I have spoken with the current management concerning this situation and indicated that I will not require living here beyond 6 June 2000 and if I could please remain until that time under my present monthly tenant status continuing to call the Riviera Travelodge my home, a home that has been a wonderful living situation. I am asking all parties concerned to please honor my request with continuing the Travelodge theme of “giving back to the community in which we work” by allowing myself and any other students that call the RivieraTravelodge our home, to remain here until the end of the Spring Quarter. I have not discussed this matter with anyof the other students that live at the Riviera Travelodge and cannot assume to speak for them however, my service inthe United States Army taught me to cherish and value the importance of esprit de corps. For the past 3 weeks I both called & spoke in person to SacRT employees concerning their responsibility to remove what appears to be a gym bag on the roof of the barbed wire fenced in RT power station located in the alley between 12th & 11th streets near the Alkali Flats RT Station. Because RT uses federal funds please see if you can get a human to take a ladder climb on the roof to remove the bag and whatever it contains that makes it so critical to remain there. What I learned during that year continues to guide my life especially when communicating information. The most important component of successful human relations concerns the ability to provide everyone the chance to feel comfortable about themselves since only then will people perform at their best as each opportunity presents itself. Like my mother, I believe that learning human relations through communication must begin at the soonest possible time during early childhood development. Spending time in mom’s classroom provided me with the pleasure of observing a teacher able to instruct 6 and 7 year olds about the importance of sharing their plus and minus feelings. At the beginning of each school day, the entire class sat in a circle. Mom never forced any of the children to release their plus and minus feelings, but as the year progressed all of the children became comfortable with the idea. Human relation problems with children often result as a by- product of something else occurring with their lives. Teaching children to trust their ability to examine how they feel about themselves everyday provides knowledge that each child retains then utilizes for the rest of their lives. This technique also allows the teacher to discover that issues may exist at the home of a child leading to a meeting with the parents, parent, or legal guardian that often produces beneficial results. Another concept about children and the teacher forming a circle concerns the realization that a chain becomes only as strong as its weakest link. If one child has a minus feeling, the other children may offer positive comments to that child. The child feels support coupled with the knowledge that learning concern for how they feel along with how others feel completes an important significant lesson during their critical period of early childhood development. The sharing of feelings also allows children to learn that if one of them experiences a problem then they all share that problem because one child possessing a problem more likely than not disturbs the atmosphere of their harmonious learning environment. For both children and teachers, a classroom environment of harmony constitutes an essential component for the success of children becoming responsible adults because without harmonious feelings within the classroom the vital foundation of creating a proper means of communication leading to attaining quality human relations holds no moment. Their guidance also causes me to reject labeling of humans ie., Colored, Negro, Afro-American and, African-American. So for me the idea, thought, or feeling of assuming the experience with anyone based on some preconceived notion holds no moment during my life. What moments I do hold concern my good fortune of always feeling like Michael. From my family to classmates, teachers, librarians, UC Santa Cruz, the Army, APS at H-P Palo Alto, the City of East Palo Alto, TSA, Stainmasters, Verizon, National Card Solutions, to my current employer The Fund For The Public Interest; so many people to thank. A great sensation because to give a 100% effort everyone needs to feel at their best. What to do about the issue of Sally, Dave, Rodrigo, and Grace aka the label of 'homeless'. I offer one idea seeking resolution while encouraging others to offer their suggestions. The State of California contains numerous Community Colleges and State Universities. The students selecting a major of Sociology at these schools provide prime human resource candidates to start solving our 'homeless' issue. Graduate students mentor undergraduates who in turn team with a 'homeless' person. The goal: identify barriers (drugs, alcohol, mental illness, criminal history, immigration status) with seeking both housing and employment. Simply put, create a plan taking humans from the streets to their own homes and occupation. I suggest challenging the Heads of Sociology Departments to use their ability with conceiving a superior idea/plan concerning humans labeled as 'homeless'. The funding for such a radical change? Legalize wagering on only the National Football League with the State of California using their existing pari-mutual system at numerous locations throughout the state. Offer the Federal Government a share for use by both HUD and the Department of Education while increasing the current level of State 'takeout' leaving more than enough to cover paying out winners and the facilities (tracks, fairs, satellite sites etc.). We have multiple complaints from our commercial tenants on Page Mill regarding smoking and trash strewn on the sidewalks. We have had multiple break-ins at 200 Page Mill with eyewitnesses IDing persons coming to and from the RVs. They leave pools or urine and feces in the garage. We have multiple complaints from our residential tenants whose living rooms/bedrooms are directly above the RVs on Page Mill of smoking, drinking, loud music at 3 to 5 AM! Dumping/trash accumulation directly below balconies. THIS IS COMPLETELY UNACCEPTABLE! Our tenants are paying market rate rents and their right to quiet enjoyment, peace and security are in constant interruption. My efforts to try to keep community police on an enforcement patrol is exhausting. A university is fundamentally its people; not its buildings. Stanford’s peers, notablyrising in the rankings Princeton, currently have a better housing, lifestyle and sociability offer. If this situation is notremedied a one time decline may turn into a trend, shifting the university from the high end of the top twenty to thelow end or even worse. It’s a miracle no planes have crashed into nearby homes, The airport also causes noise and air pollution. No further expansion of Castilleja should be permitted. It should be severely fined for going ahead with building without permission. It contributes to excess traffic and smog. Salaries of City employees are too high. The City Manager gets paid almost the same as the US President. Why should supervisors in the Fire Dept. be paid over $300,000? Palo Alto is a small city but has extremely high costs. An overall review of salaries and cost should be conducted. Why not look into cost sharing for some services with other nearby cities? The roads, such as El Camino, and infrastructure are not being properly maintained. The creek between Menlor Park and Palo Alto has regularly overflowed and no remedy has been found. They have decimated my three fig treesmy apple tree and probably will go onto my orange trees as they turn ripe. This property has been in the family since 1970. We have never had this problem ever.For the past three years, I’ve been battling this alone, none of the neighbors believe there’s a problem because theylive in cognitive dissonance or are naïve. I don’t know which. Is now an epidemic proportion where I can see 15 of them nightly outside on the trees and they are also all over thegrounds. I left a message for code enforcement although I’m not sure if there’s anything they can do. I’ve beenworking with Orkin and all they can do is put out bait boxes, which according to the Vector Control, who I alsowork with, do not help. Santa Clara County Vector control can do nothing other than tell me to trim my trees awayfrom my roofline, which is all good and fine, but that doesn’t stop them from coming from the neighbors propertieswho have dense bushes and other things possibly out like dog food and water and I don’t know what else. I want to remind you that in talking to my neighbors they don’t think there’s a problem and they’re not interested indoing anything. My question is how do we stop this because nobody seems to care.
