I favor putting Netanyahu and his cabinet on trial forwar crimes/genocide as a starter. I believe Israel is a rogue nation and must return all stolen land from 1948 to the Palestinian people—a one-vote, one-person democracy is the onlyway to cure the sins of the zionist colonizers. The Israelis must engage in massive reparations as well. Israel must give up its military, army, navy, air force, and nuclearweapons. The US must also pay reparations for our complicity in generations of genocide perpetrated on the Palestinian people. Craig Lee at the scene shortly after the phone grab -andexplained this to officer Gatto. 11. Almost immediately after the phone grab -Raymond complained the woman hadinjuried his wrist. Statement of facts victim Raymond Goins1. I received a phone call from PAPD OFFICER Josh GATTO ( Badge # 9440) on 7/23/2024 at 10:15 am Case # 24-02 - 7000-report started on 7/23/2023 2. He asked a series of questions regarding the incident that occurred at the pro- Palestinian rally at King Plaza on Sunday, 7/21/2024. 3. Per GATTO depending on when the investigation is completed, I can request a copy of the report online from the Palo Alto police website. If the case gets forwarded to another entity, that could delay the time of when the report will be available for distribution 4. He asked me if I could provide the names of the woman who grabbed phone or the woman who accompanied her. I could not. But I informed him that I had a video of the incident and sent him the video via txt to his phone. He confirmed that he received it. 5. I advised officer Gatto that on late notice my friend Aram James had been advised of the Pro-Palestinian by friend his friend Salam Ajluni -and Aram subsequently invited myself and my wife Maria to the event.. 6. I advise Gatto that a woman crossed the street with other individuals and engaged us in conversation about what our sign meant. 7. I advised gator that the woman inquired about us taking pictures in which Aram advised her that we had a first amendment right to take photos in a public place. 8. I advised Gator that the woman then grabbed at my wrist , and did a maneuver to take my phone from me. 9. I advised Gatto that the woman then walked away with my phone. 10. I advised gatto that my wife attempted to retrieve the phone from the woman, and she pushed my wife away from getting it back. 11. I advised Gatto that I do not know who got the phone back for me. As I was in a state of disbelief and shock 12. I informed Gatto that Immediately after the incident I reported the robbery to Palo Alto officer sergeant Craig Lee. 13. I informed Gatto that Craig Lee dismissed my claim, and did not follow up. 14. I informed Gatto that I did get injured in this robbery 16.On 7/24/24 I went to Washington Neighborhood health clinic to get my wrist examined. They noticed swelling in the area that was grabbed by the the woman. I was given a doctors notice saying that I couldn’t work. Dear Palo Alto City Council Members: I am vehemently opposed to any Palo Alto Airport expansion options that negatively impact the environment in the vicinity of Palo Alto Airport, including: - Filling in the Duck Point, - Destroying the adjacent marsh - Eliminating the Duck Pond Loop Trail and adjacent lagoon wetlands - increasing CO2 lev3els from leaded fuel emissions, - Additional noise - Any other impacts that might affect wildlife, especially migrating birds. - I think you get the picture. In addition, any costs related to improving the airport need to come from use fees by those wealthy enough to afford private air transportation, not Palo Alto taxpayers. The HAA provides the project legal protections.It requires approval of zoning and general plan compliant housing development projects unless indings can be made regarding speciic,objective,written health and safety hazards.(Gov.Code,§65589.5,subds.(d)and (j).) The HAA also bars cities from imposing conditions on the approval of such projects that would render the project infeasible (Id.at subd.(d))or reduce the project’s density unless (Id. at subd.(j)),again,such written indings are made.Nor may the Council impose conditions that would prevent the project from being developed as aordable housing.(Id.at subd.(d).) As a development with at least two-thirds of its area devoted to residential uses,the project falls within the HAA’s ambit,and it complies with local zoning code and the City’s general plan.Increased density,concessions,and waivers that a project is entitled to under the DBL (Gov.Code,§65915)do not render the project noncompliant with the zoning code or general plan,for purposes of the HAA.(Gov.Code,§65589.5,subd.(j)(3).) CalHDF also writes to emphasize that the DBL oers the proposed development certain protections.The Council must respect these protections.In addition to granting the increase 360 Grand Ave #323,Oakland 94610 www.calhdf.org in residential units allowed by the DBL,the Council must not deny the project the proposed waivers and concessions with respect to façade breaks,direction connections to open space, utility locations,private open space,floor area ratio,height,site open space,tree canopy cover,and street trees,unless it makes written indings as required by Gov.Code,§65915, subd.(e)(1)that the waivers would have a speciic,adverse impact upon health or safety,and for which there is no feasible method to satisfactorily mitigate or avoid the speciic adverse impact.Of note,the DBL speciically allows for a reduction in required accessory parking in addition to the allowable waivers and concessions.(Id.at subd.(p).)Additionally,the California Court of Appeal has ruled that when an applicant has requested one or more waivers and/or concessions pursuant to the DBL,the City “may not apply any development standard that would physically preclude construction of that project as designed,even if the building includes ‘amenities’beyond the bare minimum of building components.”(Bankers Hill 150 v.City of San Diego (2022)74 Cal.App.5th 755,775.) Furthermore,the project is exempt from state environmental review under the Class 32 CEQA categorical exemption (In-Fill Development Projects)pursuant to §15332 of the CEQA Guidelines,as the project is consistent with the applicable general plan designation and all applicable general plan policies as well as the applicable zoning designation and regulations;the proposed development occurs within city limits on a project site of no more than ive acres substantially surrounded by urban uses;the project site has no value as habitat for endangered,rare or threatened species;approval of the project would not result in any signiicant eects relating to trafic,noise,air quality,or water quality;and the site can be adequately served by all required utilities and public services.And recent caselaw from the California Court of Appeal afirms that local governments err,and may be sued, when they improperly refuse to grant a project a CEQA exemption or streamlined CEQA review to which it is entitled.(Hilltop Group,Inc.v.County of San Diego (2024)99 Cal.App.5th 890,911.) Finally,SB 330 (Gov.Code,§65589.5 (o)(1))prohibits a city from applying ordinances,policies and standards adopted after the project’s preliminary application is deemed complete. As you are well aware,California remains in the throes of a statewide crisis-level housing shortage.New housing such as this is a public beneit:it will mitigate our housing crisis by providing aordable housing;it will bring new customers to local businesses;and it will reduce displacement of existing residents by reducing competition for existing housing. While no one project will solve the statewide housing crisis,the proposed development is a step in the right direction.CalHDF urges the Council to approve it,consistent with its obligations under state law. In the near future the trains will be increasing in frequency. Recent proposals for ameliorating the seven gradecrossings with train tracks have called for building dirt berms to elevate the train tracks over the roads. Examples of dirt berms supporting train tracks can be seen in San Carlos. I believe that such dirt berms are a blight on the landscape. We can do better. Train tracks can be elevated by central pylons or pairs of support columnswhich allow the line of sight between east and west Palo Alto to be preserved and allow us to live with our landscape in a more friendly way. We anticipate this draft or one very much like it will be certified. As we noted in prior letters to the city and HCD, the results of the El Camino Housing Focus Area work and their application to sites in the GM/ROLM area can produce an increase in applications and eventual approval, which will make a significant contribution to meeting the city’s adopted housing goals. The city has also adopted policies to provide additional incentives to apply for and construct accessory dwelling units (ADUs). In addition, the current draft includes a number of programs (many of which are included to address HCD comments) with specific implementation dates that can lead to an increase in applications and eventual approval after, hopefully, more streamlined review timelines. Implementation is essential for meeting the city’s adopted housing goals. Palo Alto Forward will closely follow the programs listed below with the hope of supporting speedy adoption and implementation. Several clarifying questions are included. 1) Program 3.4 includes a number of programs with near-term implementation scheduled including two that Palo Alto Forward has previously publicly supported: Program C to reduce the scope of the Retail Preservation Ordinance (by 12/24) and Program E to expand the geographic boundaries of the El Camino Real Housing Focus Area (6/25). 2) There are programs to review and potentially reduce development fees that we look forward to reviewing and supporting: Program 3.1 A, B and C with implementation dates of 9/24, 12/24 and dates in 2025 and 2026. 3) Program 3.6 related to expedited program review that Palo Alto Forward has previously supported includes two near-term implementation dates: 3.6 B and D with planned implementation by 12/24. 1 4) In Program 1.1D related to faith based institutions, to be consistent with other dates that have both month and year. Could the language be changed from “By 2027, halfway through the planning period” to By January 31, 2027? 5) In Program 1.4 re city owned parking lots, we suggest replacing the phrase “with the intent to develop the remaining 240 units” in the Quantified Objective to “with a commitment to develop…”. The weak “intent” language risks interpretation as undermining the HCD-requested backstop language in the Time Frame section, because that backstop hinges on the Quantified Objective. HCD may accept this draft without further edits, but this language could be an issue. With the anticipated certification of the Housing Element draft, our joint focus should turn to actions that ultimately lead to housing development in Palo Alto that meets our adopted housing goals all the way from the 1,556 units for extremely and very low income residents to the 2,621 units designed to be affordable to residents with incomes greater than 120% of the area median income. Be cautiousof opening attachments and clicking on links. Hi, I live on Cornell St, which recently had slurry seal applied to it as part of the Street Preventive Maintenance Project. I applaud the idea of preventative maintenance, but I thinkthe project is already failing on Cornell St and other streets in College Terrace. The seal has quickly degraded from trucks backing up on it. I'm attaching a representative photo. I wonder if this slurry seal doesn't work well on streets where there is a lot of reversing, likeon the dead-end streets in College Terrace Can the contractor be required to reseal with a more abrasion-resistant slurry formula? Was there a reason that tents are allowed even though they are *not* allowed? Are they tents down, up or just moving around these days? Never really heard back as to how these tents arebeing handled. I must admit that the tents and haphazard red plastic traffic equipment makes Calif Avecontinue to seem chaotic and lack any real direction (except eating dinner on Friday and Saturday nights). This does nothing to attract quality retail (formula retail or small business) aswell as quality office tenants. Once again, my suggestion would be that Palo Alto Council opened the street, and defaulted to the laws that everyone else abides by in the USA, the Stateof Calif and the City of Palo Alto until they are ready to spend the millions necessary to implement a detailed plan and are certain they will change the street in a meaningful way. While Calif Ave has and always will be a "business district", the City Council seems to have other ideas that no one can really figure out. Is Calif Ave going to be a "pedestrian friendly"street? If so, why do bikes race along the street and run the stop signs. Or is Calif Ave going to become that special place to commit "transgressions" as Councilperson Julie Lythgott-Haimsprofesses; it seems Haims prefers Cal Ave to officially become a "lawless" part of town even though this does not comport with the charter of "Calif Ave Business District" nor the needsof the majority of the people or stakeholders. Wouldnt it be more equitable and fair to have that same rules and policies govern Cal Ave asthe rest of Palo Alto. Why does City Council single out Calif Ave to be a place where things are chaotic and uncertain while the rest of the City has basic rules and guidelines to rely upon.The City should treat every person, every business, every car, and every bike uniformly and under the same laws and guidance as the State of Calif, the City of Palo Alto and the USA.Equal Protection anyone? I am also concerned that bicyclists also have a different set of laws on Calif Ave. It appearsthat the City has also suspended or altered the Calif Vehicle Code and no bike has to stop, ever. Bikes race down Cal Ave and then zoom of into the intersections. Take a look at thecorner of Birch x Calif Ave. Its a circus. If bikes don't stop, they should get tickets, right?? As a bicyclist myself, I could make the argument that the City has suspended or canceled the stopsign and the street now provides a right of way to bikes and pedestrians hence that is why it is closed to cars. Here are some videos I took over a 10 minute period watching bikes run the stop signs and basically ignore pedestrians. This is typical and can be witnessed virtually any day of the weekand at any time. At one point, a video shows (with the suffix label pt. 5 - around the :55 sec point), a larger container bike and racing bike going opposite directions and almost hittingeach other as the street now has a chokepoint so narrow that even the bike traffic is unsafe. 5 VIDEOS STORED ON YOUTUBE: https://www.youtube.com/playlist?list=PLjZAXhXiI3frbz9pjvIAWyPSE-K-UBPrm The current state of affairs on Calif Ave is unacceptable. It is unsafe for the pedestrians tryingto navigate around the maze of plastic bollards. It is unsafe for the bicyclist going one, two and sometimes three different directions through and around these bollards. And mostimportantly, this is the *most* unsafe intersection that I have ever seen as we have potentially 3 cars entering the intersection with stop signs and bicyclists seemingly racing through theintersection with an implied right-of-way. Perhaps I missed this question on my DMV exam but I am not sure I have ever seen a 3-way intersection with a right of way to bicycles. Moreover, if a bicyclist is every grievously injured by a car at Birch and Cal Ave, the lawyers for the bicyclist would likely successfully argue that any municipal immunity/defense wouldbe invalidated by the City's reckless design of the intersection, the City's actual knowledge of the regular and continuous violations/misuse, the implied right-of-way for bikes created by theconfusing signage combined with the well-publicized closure to cars on Calif Ave in preference of bikes and lastly, in light of the aforementioned points, the City's complete failureto enforce or hand out tickets to bicyclists clearly violating the Motor Vehicle Code. Clearly, the city should stop ignoring this problem and either stop bikes from running the stopsign or at the very least get rid of the plastic bollards and the resulting chokepoint as it will be safer for the bikes to pass while simultaneously vastly improving the aesthetics of the street. In short, the City needs to open Calif Ave while they find funding, make designs and attempt to implement such a dramatic change to the area especially given the imminent businessfailures, rampant vacancies, violations of the vehicle code and overall stagnant state of affairs. There seems to be no downside of reverting back to the older kinder and simpler times circa2018 of the aptly named "California Ave Business District". Or if the City insists on pursuing this folly further, they need to consider using teams of Police located at the $125M policestation around the corner to force the round peg of Calif Ave into the square hole they have conjured up, or later suffer the consequences of their decisions, which undoubtedly will bevastly more expensive and painful. I wonder if the rest of the Bayland Preserve will be in danger of being destroyed to expand the airport, which I am strongly against. I hope the rest of the unique Bayland environment will remain intact and accessible for the public. The Bayland’s unique ecosystem is not only important to the wildlife, but scientifically significant. I remember my elementary school field trips many years ago to the area, and I have not seen this type of ecosystem anywhere else. Furthermore, my father is a longstanding cancer patient that enjoys walks around the Baylands to maintain his mental and physical health. I am not opposed to demolition of the duck pond to expand the airport (hopefully the birds are able to find a new home), but I am against any further destruction of the Baylands. The Council voted 5-2 to ban electric bicycles from the Baylands because of sensitive species, most notably the Salt Marsh Harvest Mouse and the Ridgeway’s Rail. So now there is a proposal to expand the airport, add another runway and possibly demolish the Duck Pond. I’m astounded that the City Council would entertain a proposal to enlarge the airport. We do not need any expansion of an already busy airport! We do not need any more air traffic over our houses! We need to protect our open spaces from more loud and polluting aircraft.
