Since moving intoour new location (992 San Antonio Rd., P.A.) we have had ALL of the street parking in front of our building occupied by Campers and RV's that are staying far beyond the 72 HR limit;one that hasn't moved in over 6 months! Our neighbors at the mosque have had campers go on their property and use their utilities without permission and also spread garbage everywhere. The sidewalk outside our building is now partially blocked due to camping and cooking gear,making it impossible for one of our employees (my wife, actually) who is handicapped. Below are some of the City of PA's Goals, as stated: "Maintain & Enhance Quality of Life""Community Health, Safety, Wellness & Belonging" "Economic Vitality" I believe these are virtuous aspirations for Palo Alto to have. While we all have compassionfor the unhoused community, the way this problem is being ignored goes against these important goals. Nobody wants to see PA trend toward San Francisco. The residents andbusiness community deserve better. I will pray for you and your team that you will have wisdom and discernment in this matter. I want to be part of a solution, too. BTW, Biden only brought in 25% of the money they expected since the debate on June 27.Big contributors have been telling members of Congress that the money will be cut off to THEM if they don't get Biden out. Also, the Speaker of the House said today that Bidenshould resign, not just end his candidacy. A man on KCBS-SF AM 740, an employee there, said twice this morning that Biden hadnominated Harris to be the candidate. Nominated her. Geez. BTW, the Dems will hold a conference call on Aug. 9 to lock up the nomination for Harris. It that fails, it will go to the convention 10 days later. There, she had better win on the firstballot or the convention will be a mess, one expert said. The last "open" convention may have been 1960. Nowadays the candidate is chosen well in advance. The convention is just tocrown the candidate. Lyndon bailed on March 31, 1968, nearly four months earlier than Biden is doing. BTW, the nomination then went to Humphrey. He said way into the campaign that he would giveserious thought to doing another bombing halt of the north if elected. Can you believe what you are reading? Dear Palo Alto City Council: I write to express my dismay that the City of Palo Alto is considering expanding the Palo AltoAirport, which would entail the encroachment and destruction of a considerable span of nearby wetland. We are very fortunate in the Bay Area to still have wetlands that are critical and visited bymigratory and resident birds alike. These wetland provide an important stop in the North- South migration path of many bird species. The wetlands are also at the center of a vibrantcommunity of California bird-watchers and bird researchers. Indeed, the Palo Alto Wetlands are the place where the Santa Clara Audubon holds their introductory bird trips, and are theplaces where some of the greatest variety of bird species has been seen in California, see https://ebird.org/hotspot/L152122 (and that's just the generic hotspot; there are morenearby hotspots for Duck Pond, and other locations). Indeed, those bird statistics span now decades in the past, and are a crucial part of what enables ecologists to identify trends in bird populations, and identify conservation prioritiesand needs. In summary, the Palo Alto wetlands are both very important for conservation, and at the center of a wide community of bird-watchers and researchers that visit them. In the face of these considerations, I see a very weak case for expanding the airport at thedetriment of the nearby wetlands. There is runway time available at Moffett field, where the runways are clearly under-utilized. There are golf courses nearby, which use vast amounts ofwater, and which are non-natural habitats; perhaps those could be repurposed, rather than the wetlands.The Palo Alto airport expansion is mainly motivated by recreational flying, and to me that seems a lesser priority than the preservation of ecosystems that are fairly unique. Many, if notmost, other large urban areas do not have such beautiful natural lands, and the Bay Area is so magnificent precisely because it managed to preserve so many natural ecosystems. We shouldavoid damaging the wetlands if at all possible. Here is my thinking and impressions of Julie. I couldn't care less what adults do in the bedroom, as long as it doesn't involveanimals or non-adults. The mind continues to develop until one reaches at least 24 to 25 years old. Stanfordstudent Olivia Haas was a tender 22-year-old when sexually manipulated by Stanford Dean Julie Lythcott-Haims. Julie was born in the '60s and Olivia was born in the '90s. Wikipedia: "Early life. Lythcott-Haims' father, George Ignatius Lythcott, was apediatrician, a professor at Columbia University,the Edward Jenner Professor of Public Health at UW Madison and served as Assistant Surgeon General underPresident Jimmy Carter. Her mother, Jean Snookes, is a retired teacher and professor of education at Columbia University Teachers College." No sob story here. Julie admits she has had "a pretty damn wonderful life'. Can you say that? Can the average person say that? Let's get real, life is a challenge. When Julie groomed student Olivia for "f*ck fests", Julie was of menopausal age, and ata time of life when a woman's sexual drive is highest. Julie was rich, famous, and sophisticated with full life experiences: born into the American Dream with a grandhome, a successful marriage and beautiful children. For me, Julie's sex scandal has nothing to do with playing the "black" racist card. Perhaps I am mistaken. I am 75 years old and as a baby boomer, I have stood up for civil rights since the '60s. I see Julie's sex scandal is about a "princess's" abuse of power, feelings of entitlement, and an out-of-control sex drive. I have personally experienced Julie to show little to no empathy toward those less privileged. She may have insights into how society functions, but I find her genuinelydisinterested in the welfare of her fellow human beings. In my opinion, she thinks she is better than everyone. It appears to me that she ran for City Council to join anelite social club and has shown herself to shamelessly milk our community for every dime and benefit she can complain about and maneuver to her advantage. Do I think Julie should resign from our City Council? NO. My criticizing her does not mean I want to hurt her. or take away her rights. I'm exercising my 1st Amendment right to freespeech. At this point, all I can say is that I will not vote for her again if she runs for a second term. Rev. Moore, thank you for your email and opening up this discussion. Not only would the loss of the duck pond decrease habitat for wildlife, but the construction noise and vibration associated withexpanding the airport would cause great disruption to the wildlife for many years to come. This would only be exacerbated when the potential construction finishes, leaving room forfrequent, larger, noisier planes. The wetland habitats of the South Bay area already incredibly diminished from their historical extent, causing an increased risk for flooding in the entire city of Palo Alto. In addition,Baylands is home to the rare, endangered Salt Marsh Harvest Mouse. Disruptions in this park may impact this charismatic species. The first six months of their administration was an ungodly mess. But ever since then, Palo AltoSwim has done nothing but improve. At this point it's "Wow! They are doing a great job!" What I like most is the welcoming, congenial atmosphere and the friendliness of the staff. First and foremest,Rinconada has become a "third place." It is telling, in this regard, that Palo Alto Swim/ Rinconada is the onlyfacility I know where it is clear that who you are as a person is more important than whether or not you fit aparticular gender stereotype. Sadly, this is the exception rather than the rule. But go Palo Alto Swim! Thatcourageous stance has paid off in spades when it comes to making everyone who uses that pool feel like theybelong. I am also amazed by how well that facility is serving the Palo Alto community and the greater area community ingeneral. It's like Palo Alto Swim has figured out every possible way to maximize the variety and amount of use atthat facility. It's an impressive feat. Even more importantly, because of circumstances beyond my control, my life and well being now depend on thatpool. I never could have imagined this eventuality, but since it is here and upon me, I can't even begin to say howgrateful I am that this resource exists in my community. This need is coming and it's well-enough defined at this point to build something appropriate. As for the runway expansion, I understand FAA's safety concerns. What I want to know is, when the runway is expanded, in the various scenarios published at 0%, 13%, 55% and100% of extra recommended length, 1. What, if any, additional classes of plane will be allowed to use the runway vs. today?2. What is the typical noise level put out by a plane of that type on takeoff vs. the planes we hear today from PA Airport?3. What is the expected additional demand in # of flights/day from these other types of plane that today cannot land at PA Airport? 4. Does the community, the City of Palo Alto or the local residents represented by theCity of East Palo Alto have any ability in future to regulate what types of planes are allowed to take off and land at this airport, or their fuel type? If so, what regulationsare planned? I do see potential harm to our neighborhood and the surrounding wildlife areas from therunway lengthening, especially if we find that executive jets flying from other states, or other heavier, noisier planes now come directly into PA Airport instead of landing atHayward. I would prefer they still land at Hayward, SJC or SFO and then their passengers have a neat and quiet multimodal connection via eVTOL to PA Airport or any number ofother eVTOL ports that get set up on the peninsula. I would not want our neighborhood to become a transfer point for long-distance jets. What this means is that flocks of migrating birds use the salt marshlands which with tidal punctuality are inundated with nutrients 2x a day, to feed themselves and to rest on their way north toAlaska, Canada, the north of California etc. Many also breed here. These glorious birds (Green-winged Teal, and a Long-billed Curlew) are feeding behind the historic saltwater bath aka the Duck Pond of Palo Alto which is an important historic and unique Palo Alto landmark. Would you really cement over and thus endanger so many of our birds in order to protect the ability of the super rich to fly in and out of Palo Alto at an airport that doesn't belong here in the first place? I thought climate awareness, enhancing the quality of life, protecting the environment, and the best interests of WE the People were goals and objectives of our Palo AltoCouncil. It is time to stop, look and listen to the sounds of birds and the needs of our future generations. Keep destroying our wetlands, Palo Alto, and you destroy our future. Dear Dean Batchelor, I am thanking you and your staff for implementing the important white striping, yellow sign (cross traffic does notstop) and the prominent white STOP on Columbia Street at California Avenue. The city staff performed their workin an efficient and timely manner. There is more cross traffic than ever before. Many people roll or blow through stop signs in College Terrace as theneighborhood is a cut through route for them. This intersection is especially hot. Recently a UPS truck in theevening ran the Columbia Street stop sign and nearly missed a white four-door sedan coming down CaliforniaAvenue from either University Terrace, College Terrace at Amherst or Bowdoin Streets. There was screeching ofbrakes and honking. It could have ended badly. This incident occurred on July 10th at about 7:50 PM. well beforeyour staff implemented the necessary mitigating yellow signage, white striping and STOP on Columbia Street.Many drivers speed up California Avenue especially above Hanover Street going towards Amherst Street. The College Terrace Residents Association board met on June 13th where University Terrace Home Owners’Association lead Hayden addressed concerns regarding crossing from University Terrace into College Terrace. Hesaid, “Our residents at UT are concerned mainly about the entrance at Columbia Street and California Avenue.” Hementioned a four-way stop but has not gotten agreement from the city. I believe the city will do a count. The countwill help greatly if this failure to stop at the stop sign is solely a cut through pattern or not. Other criticalintersections were spotlighted at the meeting including Stanford Avenue, Wellesley Street and College Avenue.Hopefully crosswalks will be with striped there as well. I wonder if because there are so many pedestrians with kids if a speed limit should be reduced on California Avenueat this concentrated area from Hanover to Amherst Streets. There is a bill AB23 from Berman to have the speedlimit to twenty mph for school-based standards for school zone limits. I see many young parents from UniversityTerrace with small children biking on California Avenue where is not designated bike lane between Hanover andColumbia Streets. Stanford chose to have all traffic come out of University Terrace onto California Avenue when previously they hadan easement to Page Mill Road for decades. Stanford Land Use chose to ignore the successfull traffic planning atPeter Coutts faculty housing where ingress and egress fifty percent of faculty can go to Page Mill and the other fiftypercent go north to Stanford Avenue. Traffic counts exist to support this data. Your staff performed their work in an efficient and timely manner. I ha epersonally had several run ins with errant bikers. Is the city going to put specialized signaling crossing here for the bikes? It's the only 3-way stop I have ever seen and it's not working because it's confusing to bikers, pedestrians andcars. No one is handing out tickets so bikers don't care and cars don't know what to do. (If you don't believe me, watch all the bikers on Saturday and Sunday morning, meet at Terun, race down Calif Ave and then run thru the intersection. They do this despite violatating CalifVehicle Code - CVC 21200 that states that bicyclists must follow traffic signals, obey speed limits, stop at stop signs, and ride on the right side of the road. ) Similarly, the parking lot near Country Sun is an unmanaged mess. While it is private, it isprecipitated by the City because there is no street access or parking for these vehicles. They not only ignore signs from the owner but regularly race thru the one-way stretch on MimosaLane putting pedestrians and other motorists at great risk as there is no one policing traffic and its the wild west of traffic flow. Colorful vinyl covered red bollards inviting people to visit Calif Ave are #not# a substitute forthe Calif Vehicle Code or lax enforcement by the City. It's been 4 long years of fumbling around and all it has done is hollowed out the Cal Ave vibe and attraction. Why not stop before there is no Cal Ave to preserve - soon it will be a ghosttown (except Fri to Sun evening). Please open up Cal Ave before it kills off all the business or does the same to innocent oedestrians or motorists. The City can spend less and make more money by doing nothingmore than removing the miniature golf and repulsive red bollards and safety cones. In 2024, California had roughly 171,000 homeless individuals. While the government is trying hard and making progress, more needs to be done. With your support, we will help in the following ways: 1. Building Low-cost Housing Units: We will construct thousands of permanent, low-cost housing units outside of Los Angeles for approximately $8,000 per unit, including amenities -- substantially less than the costs incurred by Los Angeles County, which have ranged from $65,0001 to $596,000 per unit2 without amenities. 2. Comprehensive Resident Care: We will provide for all the needs of our residents, including food, medical care, utilities, clothing, and entertainment, for about $10,000 per year per resident -- substantially less than the $40,000 - $50,000 per year currently spent by California on each homeless individual.3 3. Preventing Evictions: We will work with landlords to pay the back rent of deserving tenants in need, keeping them from the street. That is far more efficient than returning them to an apartment after they’ve reached the streets. If they still can’t make it after one or more rent subsidies, we will offer them residency in our facility. 4. Supporting musicians, artists, and others deserving of support: We are particularly interested in attracting homeless and nearly homeless artists to our facilities. We will have multiple sound studios, access to musical instruments, and art supplies. Hopefully our center will be known as a place where struggling musicians can thrive and create great music. In addition to the above buildings, we will add sound studios, a softball field, and areas for growing crops. Buildings can be used for multiple purposes. For example, the dining room can also serve as a performance center, a dance floor, and a chapel. Cost estimate for 1000 units One hundred acres of flat land substantially outside Los Angeles with water and power can be purchased for less than $1,000,000. The grading of flat land to accommodate prefabricated structures should cost no more than $1,000,000. The center with 1,000 units will consist of 50 blocks of 20 units each. The cost of each unit furnished should be around $4,0005, so 1,000 units will cost around $4,000,000. We expect to use porta potties and portable shower units to handle restroom issues.6 The cost of the main buildings, which are glorified tents, should be roughly $2,000,000 fully furnished.7 Thus the total cost of building a center with 1,000 units on flat land with water should be around $8,000,000, i.e., $8,000 per unit. Even if we are low in our estimates, this is still much less than the cost per unit the state is currently experiencing building residential units without amenities. Cost estimate for 5,000 units The proposed layout shown above only uses 14.65 acres to accommodate 1,000 units. The 1,000 units take up about five acres. It would only take twenty more acres to accommodate 4,000 additional units. In other words, with a 50+ acre parcel, we could expand the number of units with no added land cost. Assuming an additional $500,000 for grading and an additional $1,000,000 for expanding and furnishing the main buildings, the total cost to build and furnish a 5,000-unit center would be around $25.5 million, or just slightly more than $5,000 per unit. CARING FOR OUR RESIDENTS We intend to fully care for our residents and make their lives as pleasant as possible, as well as provide them with educational and training opportunities to return to society. They can also earn money by growing crops for the community on a portion of the lot (possibly 50+ acres) set aside for farming. ● Medical Care: We will have an on-site medical team with five doctors and a dentist to take care of most of our residents’ needs. ● Communal Services: Shared dining, recreation, and study areas to foster a sense of community. For example, nights for our musicians to perform, a standup comedy night, a cooking competition, tennis, basketball, and scrabble competitions, whatever the residents desire. ESTIMATED ANNUAL COST PER RESIDENT We can obtain substantial savings by providing our entire community with the same services, including by using our own medical team. It is a win-win. There were 77,000 eviction notices in Los Angeles County between February and December 2023.13 The average rent owed was $3,774. Paying $5,000 to keep a legitimate tenant from becoming homeless is well worth the expense. ABOUT US The foundation is named in honor of Lotfi Zadeh, the creator of fuzzy logic, who was deeply sympathetic to the plight of the homeless. Dr. Zadeh was born in Baku, Azerbaijan in 1921, the son of a Ukrainian Jewish doctor and a Moslem journalist. He immigrated to the United States in 1944, receiving an MS degree from MIT in Electrical Engineering 1946 and a Ph.D. from Columbia in 1949. He taught at Columbia for ten years and then joined the Electrical Engineering department at UC Berkeley. He created the concept of fuzzy sets in 1965 and fuzzy logic in 1973. According to Google Scholar, as of November 2021, his work has been cited at least 269,091 times in published works. It’s eye-opening to see the fantastic work from other Leagues and the many perspectives members reflect to form well-thought out positions and resolutions. For Lisa Ratner, our League’s veteran Advocacy Chair who championed many initiatives, the convention was an opportunity for delegates to debate new priority issues, studies, and resolutions. See the event summary blog with video recordings from LWVUS: The League sent 230 members to Capitol Hill for Lobby Day to advocate for the John R. Lewis Voting Rights Advancement Act. In all, 20% of Congress heard directly from the League in one day! LWV was proud to host an all-woman panel for Turn Up for One Person, One Vote, a discussion about the movement to abolish the Electoral College. Together, we honored the life of late LWVUS Board President Dr. Deborah Ann Turner, with sentiments from her niece and a 6-minute video tribute (link in the summary blog). LWVUS Board President Sania Irwin gave remarks highlighting the power of women to persevere and make a difference in democracy. Sania announced LWVUS's incoming CEO as Celina Stewart, current chief counsel, who shared her vision for her leadership in the next era of the League's story. Convention attendees heard a keynote address from Delegate Kim Teehee, director of government relations for the Cherokee Nation, who shared that “The Cherokee Nation has always believed that this country is stronger when more people have a voice, and the League of Women Voters has been a critical partner in moving towards this better future.” 2024 – 2026 Board president Dianna Wynn kicked off her presidency, saying, “A bigger, bolder, more powerful League of Women Voters can shape the future of our democracy. Fresno has ~530,000 people and Cal State Fresno. It is a livable community. What towns will NOT be one hour from Silicon Valley when California HSR connectsFresno with San Jose? Well, Seattle, Portland, Eugene, Boise, Redding, Reno, Salt Lake, Las Vegas, Phoenix, San Diego, Los Angeles, Bakersfield, Hanford. Fresno being one hour fromDiridon will be a huge advantage for Fresno and for Silicon Valley. One hour on a luxurious high-speed train. Tiny, old, 600 sq. ft. apartments in Silicon Valley run $2,500- $3,000 per month. Highlypaid employees there live in RVs up and down El Camino Real to beat that outrageous rent. A realtor here told me that for $4,000 per month one can buy a brand new, beautiful home inFresno. It would pay Silicon Valley companies to re-imburse the fare that their employees will pay to ride HSR to Fresno.
