Special Meeting
November 12, 2019
The Policy and Services Committee of the City of Palo Alto met on this date in
the Community Meeting Room at 6:07 P.M.
Present: Kniss, Kou, Tanaka
Agenda Items
1. Update From the City's State Legislative Advocate, and Review and
Approval of the 2020 Legislative Guidelines and Updated Advocacy
Process Manual.
MOTION: Council Member Tanaka moved, seconded by Council Member XXX
to recommend the City Council approve the 2020 Legislative Guidelines and
Updated Advocacy Process Manual.
AMENDMENT: Council Member Kou moved, seconded by Chair Kniss to leave
in “regulating drones” in the 2020 Federal and State Legislative Guidelines.
MOTION AS AMENDED WITHDRAWN
MOTION: Chair Kniss moved, seconded by Council Member Kou to
recommend to the City Council approval of the 2020 Legislative Guidelines
and Updated Advocacy Process Manual with the following changes:
A. To the City of Palo Alto’s 2020 Federal and State Legislative Guidelines:
1. Add, “and governance” to the end of Item 3 to read “Oppose
items that preempt or reduce the authority or ability of local
government to determine how to effectively operate local
programs, services, activities, and governance;”
2. Under Transportation, add, “Regulating technology that diverts
traffic into residential neighborhoods;”
3. Under Environmental bullet 2 add, “Health impacts” to read:
“Reducing airplane noise, health impacts, and emissions and
actively supporting such efforts;”

4. Under Technology change to read “Supporting reasonable
regulatory efforts surrounding polices regarding cybersecurity, drones, shared mobility services, returning to Obama-era net
neutrality regulations, and smart city initiatives;”
5. Under Housing change the first bullet to read “Supporting
reasonable housing and land use policies that recognize local
autonomy and create reasonable ratios between jobs and housing
…;” and
B. Approve the following changes to the City of Palo Alto Advocacy Process
Manual 2020 update:
1. Under Purpose Bullet 1 to read “Describe the internal procedures
related to state and federal advocacy, …”
2. Under The Role of the City Council, Bullet 2, add, “to best
represent the interests of Palo Alto” to read “Meet with the City’s
State and Federal legislative advocates as needed or desired to
best represent the interests of Palo Alto;” and
3. Under City Advisory Commissions and Committees, change
Paragraph 2 to read, “Any Advisory commission or committee, or
member of any such body, that wishes to represent the City in
meetings or communications with a legislator or legislative staff
member while under the auspicious of the commission or
committee must first coordinate with the City Manager’s Office.
Any engagement while in an official City capacity requires
approval from the City Manager, to ensure adherence to the City’s
guidelines, process, and current Council Priorities. City Manager
approval is not necessary for commission or committee members engaging legislators in a person capacity, when not representing
the City.”
MOTION PASSED: 3-0
2. Staff Recommends the Policy and Services Committee Discuss the
Proposed Tier 1 Safe Parking Pilot Program at Religious Congregations
and Institutions; Direct Staff to Draft Accompanying Regulations and
Code Changes; and Bring Proposed Code Amendments Directly to the
City Council.
MOTION: Chair Kniss moved, seconded by Council Member Kou to direct
Staff to draft accompanying regulations and code changes, to bring the
Proposed Code Amendments directly to the City Council, have the Safe Parking

Program engage in a 3 month pilot program, including using the notification
system of the Conditional Use Permit of 600 feet to notify neighbors, and to direct Staff to construct a Safe Parking Program table with comparisons that
include data from other cities.
MOTION RESTATED: Chair Kniss moved, seconded by Council Member Kou
to recommend to the City Council to direct Staff to draft accompanying
regulations and code changes, to bring the Proposed Code Amendments directly to the City Council, have the Safe Parking Program engage in a 3
month pilot program, including using the notification system of the Conditional
Use Permit of 600 feet to notify neighbors, and to direct Staff to construct a
Safe Parking Program table with comparisons that include data from other
cities.
MOTION PASSED: 3-0
3. Review Council Procedures and Protocols to Recommend Revisions to
Section 7, Travel and Miscellaneous Expense Policy.
NO ACTION TAKEN
