Special Meeting
December 15, 2015
Chairperson Burt called the meeting to order at 7:03 P.M. in the Council
Chambers, 250 Hamilton Avenue, Palo Alto, California.
Present: Berman, Burt (Chair), DuBois, Wolbach
Absent:
Agenda Items
1. Staff Recommendation That the Policy and Services Committee
Recommend That the City Council Accept the Description of the Status
of the Fleet Utilization and Replacement and Trenching and Electric
Structures.
MOTION: Council Member Berman moved, seconded by Council Member
DuBois to recommend the City Council accept the description of the status of
audit recommendations for the Fleet Utilization and Replacement Audit and
the Trenching and Electric Structures Audit.
MOTION PASSED: 4-0
2. Review of Council Directed Changes to Business Registry Ordinance
and Discussion of Business Registry Questionnaire and Enforcement
Approach.
MOTION: Council Member DuBois moved, seconded by Council Member
Burt to recommend the City Council accept the Staff recommendations
regarding business exemptions, direct Staff to develop a clear and consistent
policy for the enforcement approach so it is not complaint based, and further
direct Staff to implement the changes to the questionnaire that were
mentioned this evening.

3. Audit of Parking Funds.
MOTION: Council Member Wolbach moved, seconded by Council Member
Berman to recommend the City Council accept the Audit of Parking Funds.
MOTION PASSED: 4-0
4. Update on 2016 Next Steps on Basement Construction Dewatering
Program and Discussion and Potential Recommendation to Council
Regarding Ideas From Committee Members for Additional Project
Work.
MOTION: Council Member Burt moved, seconded by Council Member
Berman to direct Staff to proceed with the recommended Group 1 activities
with the goal of returning to the City Council for action as soon as possible.
INCORPORATED INTO THE MOTION WITH THE CONSENT OF THE
MAKER AND SECONDER to add to the Motion, “and that the agendized
Item should allow for broader discussion by Council.”
MOTION AS AMENDED PASSED: 4-0
