HomeMy WebLinkAbout2024-10-29 Public Art Commission Summary Minutes IS POSTED IN ACCORDANCE WITH GOVERNMENT CODE SECTION 54954.2(a) OR SECTION 54956 PUBLIC ART COMMISSION SPECIAL MEETING MINUTES Wednesday, October 29, 2024 Community Meeting Room & Virtual 7:00 p.m. Commissioners Participating: Amber Smith, Loren Gordon, Hsinya Shen, Tara de la Garza, Harriet Stern, Ben Miyaji joined remotely in accordance with the “just cause” policy under AB2449., and Lisa Waltuch joined at 7:20 pm Commissioners Absent: None City Council Participating: Patrick Burt Staff Present: Elise DeMarzo, Public Art Program Director, CSD Amanda Deml, Assistant Director, CSD Nadya Chuprina, Public Art Program Coordinator, CSD CALL TO ORDER – Chair Gordon called the meeting to order at 7:00 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – None. ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES – July 18, 2024 PAC Regular Meeting Minutes: Moved by Vice Chair Shen, Second by Commissioner Stern. All in Favor. August 28, 2024 PAC Special Meeting Minutes: Moved by Vice Chair Shen, Second by Commissioner Miyaji. All in Favor. STAFF COMMENTS – Staff provided an update on the status of the artist application process for Code:ART 2025 with over one hundred submissions and the selection panel scheduled to take place on November 1. Staff also made an update on the ongoing community engagement by King AIR artist Alma Landeta and announced two upcoming workshops at Mitchell Park library. Staff announced an upcoming CASP Open Studios event scheduled for November 8, 1-4 pm at Cubberley Community Center. Staff also provided an update and showed images of the recently installed permanent artwork by Peter Wegner at the new PSB. A temporary protection system was erected by Atthowe team to safeguard the artwork during ongoing construction activities at the PSB lobby. NON-ACTION: 1. Public Art Fund – Staff provided a summery of the Public Art Fund, including its purpose and funding structure. Launched in 2014, the fund currently has approximately $2.3M available for commissioning of permanent and temporary artworks across Palo Alto. Staff recommended that PAC form an Ad-Hoc committee made up of three commissioners to consider future public art opportunities that may be funded from the private development in-lieu contributions to the Public Art Fund. Commissioners Miyagi volunteered to serve on the Ad-Hoc Committee. New commissioners de la Garza, Smith and Stern also expressed interest in serving on the Committee. Staff promised to confer with the Chair and get back to these three commissioners with the confirmation which two to join Commissioner Miyagi on the ad-hoc committee. 2. Public Art Commission Work Plan – Chair Gordon provided a summery of her presentation of the PAC 2024/25 Work Plan to City Council on October 7 including the PAC’s priorities, ongoing and upcoming projects and discussion with Council Members. City Council approved the Work Plan with the additional direction to evaluate a plan for extensive artistic activation of the Cubberley space in collaboration with the artists. Commissioners and Council Member Burt discussed potential opportunities for Cubberley in light of the pending land acquisition and how artists can help temporarily activate and animate the campus.
