HomeMy WebLinkAbout2022-09-17 Public Art Commission Summary Minutes IS POSTED IN ACCORDANCE WITH GOVERNMENT CODE SECTION 54954.2(a) OR SECTION 54956 PUBLIC ART COMMISSION September 17, 2022 Rinconada Library 9:00 a.m. - 1:00 p.m. ANNUAL PAC RETREAT MINUTES Commissioners Present: Loren Gordon, Ben Miyaji, Nia Taylor, Lisa Waltuch, Hsinya Shen City Council Liaison: Vice Mayor, Lydia Kou Staff present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator Denise Laxen di Zazzo, PAP and CASP Communications Coordinator CALL TO ORDER – The meeting was called to order at 9:09 am by Chair Taylor. ADDITIONS, CHANGES, REQUESTS, DELETIONS – None. ORAL COMMUNICATIONS – None. NON-ACTION: Commissioners commenced the Retreat with an icebreaker activity. Staff then provided a detailed overview of the Public Art Program funding structure, an overview of existing public art projects in municipal and private development, as well as existing and current and upcoming temporary installations, and collection care priorities. Commissioners and staff then reviewed the PAMP goals grid and discussed potential recommendations through appropriate public art opportunities. Staff also presented a process overview for a proposed murals program for temporary murals commissioned on private property and funded by the City. Commissioners also reviewed the goals and scope of the ongoing King Artist Residency and Artlift Microgrant programs and discussed appropriate options for moving forward. Commissioners and staff then discussed the upcoming Code:ART 2023 public art festival and spoke about various ways the PAC can support the event. Commissioners and staff reviewed the currently adopted PAC priorities and made minor updated to the exiting objectives: 1. Building Community Priority: Develop public art that encourages playing, belonging, community participation and that promotes shared experiences in and around Palo Alto neighborhoods and commercial corridors. 2. Social Justice Priority: Develop public art projects that will continue to advance cultural inclusion and social, racial, and gender equity. 3. Public Art Education Priority: Widen and strengthen education and advocacy for public art, including through the roll-out and implementation of the California Ave District Master Plan and the Baylands Art Plan, and PAMP long-term goals, while responding to current issues and supporting a wider network of artists. Commissioners identified the following projects and initiatives as working priorities: approval and commencement of the Temporary Murals Program with a potential murals festival launched in California Ave in Summer 2023; Code:ART festival schedule for October 12-14; continue the King Artist Residency with the installation of temporary artwork by Rayos Magos in King Plaza as the conclusion of this residency and engaging another artist for a new residency project; pause the next round of ArtLift Microgrants till the end of 2023.
