HomeMy WebLinkAbout2022-09-15 Public Art Commission Summary Minutes MINUTES PUBLIC ART COMMISSION MEETING Thursday, September 15, 2022 Community Meeting Room & Virtual 7:00 p.m. Commissioners Participating: Nia Taylor, Loren Gordon, Hsinya Shen, Lisa Waltuch Commissioners Absent: Ben Miyaji City Council Participating: Lydia Kou, Vice Mayor Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator CALL TO ORDER – Chair Taylor called the meeting to order at 7:04 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – Non-Action Item 5 Castilleja School was moved up to be presented to the PAC after Action Item 1 Adoption of Resolution. ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES - PAC Regular Meeting June 16, 2022 Moved: Commissioner Shen; Second: Vice Chair Waltuch, All in Favor. STAFF COMMENTS – Staff updated the PAC on the ongoing ArtLift Microgrants and shared dates for upcoming community engagement events. Staff also shared photographs and provided a summary of two free public tours for the PSB construction fence temporary murals on August 25 and September 8. NON-ACTION: 1. Castilleja School – An interim review pf the Castilleja School public art in private development project. Art consultant Tessa Wilcox from Art Source presented the project background to the Commissioners, including information about the school’s artist selection and criteria and process with a purpose of commissioning site-specific, original artwork for the site. The consultant provided details about the overall public art project budget and timeline, and shared images of some potential art placement locations. There was some discussion about considering public accessibility, as well as appropriate themes and types of artwork, methods of engagement with the students and local community. The consultant will return to the PAC for the final review to present an artist(s) and project proposal. ACTION: 1. Adoption of Resolution – Commissioners reviewed the resolution authorizing the use of teleconferencing for the Public Art Commission meetings during Covid-19 state of emergency. On September 16, 2021, the Governor signed AB 361, a bill that amends the Brown Act, effective October 1, 2021, to allow local policy bodies to continue to meet by teleconferencing during a state of emergency without complying with restrictions in State law that would otherwise apply, provided that the policy bodies make certain findings at least once every 30 days. Moved: Vice Chair Waltuch moved to approve the resolution authorizing the use of teleconferencing for the Public Art Commission meetings. Second: Commissioner Shen. All in Favor. 2. Code:ART 2023 - Staff updated the Commission on the timeline and scope of the next Code:ART public art festival scheduled to take place October 12-14, 2023 and featuring 6 Urban Interventions, a major interactive art installation, public programs and tours. Staff recommended that the Commission allocate funding in the amount of $40,000 from the CIP Art in Public Places fund for the anchor artwork, and up to $60,000 from the Public Art Fund for 6 Urban Interventions and Special Events Coordinator services. Moved: Commissioner Shen moved to approve the funds. Second: Chair Taylor. All in Favor. 3. Temporary Artwork for King Plaza – Staff provided an update about the design development process for a temporary artwork by artist Rayos Magos informed by in-depth community engagement as part of his Artist Residency. Staff shared digital renderings of the conceptual design for the sculpture to be displayed in King Plaza later in Fall 2022 for a period up to a year. Moved: Vice Chair Waltuch moved to approve the design for temporary artwork by Rayos Magos. Second: Commissioner Gordon. All in Favor. 4. New Acquisition of Artwork – Staff shared a statement by Cubberley Artist Studio Program artist Patrick Fenton and shared an image of his artwork titled Emote Control offered for donation to the City’s public art collection. Staff made a recommendation to accept the artwork donation. Moved: Commissioner Gordon moved to approve the gift of the artwork to the City’s collection. Second: Chair Taylor. All in Favor. ANNOUNCEMENTS – Staff made and announcement about upcoming the Midtown Ice-cream Social event in Hoover Park on September 25 and the Boards and Commission Recognition event on September 29th. CALENDAR: Next PAC Regular Meeting – October 20, 7 pm (hybrid) at City Hall Council Chambers. MEETING ADJOURNED: at 8:01 pm by Chair Taylor.
