HomeMy WebLinkAbout2022-08-18 Public Art Commission Summary Minutes MINUTES PUBLIC ART COMMISSION MEETING Thursday, August 18, 2022 Council chamber & Virtual 7:00 p.m. Commissioners Participating: Nia Taylor, Loren Gordon, Ben Miyaji, Hsinya Shen, Lisa Waltuch City Council Participating: Lydia Kou, Vice Mayor Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator CALL TO ORDER – Chair Taylor called the meeting to order at 7:01 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – None. ORAL COMMUNICATIONS – None. APPROVAL OF MINUTES - PAC Regular Meeting June 16, 2022 Moved: Vice Chair: Waltuch, Second: Commissioner Miyaji, All in Favor. STAFF COMMENTS – Staff updated the PAC on the ongoing ArtLift Microgrants and shared dates for upcoming community engagement events. Staff also shared photographs of recently installed temporary murals at the Public Safety Building construction fence and announced dates for two free public tours on August 25 and September 8. SPECIAL ITEM OF THE DAY: Commissioners shared images of public art they experienced during summer 2022 or simply wanted to share with the PAC. ACTION: 1. Adoption of Resolution – Commissioners reviewed the resolution authorizing the use of teleconferencing for the Public Art Commission meetings during Covid-19 state of emergency. On September 16, 2021, the Governor signed AB 361, a bill that amends the Brown Act, effective October 1, 2021, to allow local policy bodies to continue to meet by teleconferencing during a state of emergency without complying with restrictions in State law that would otherwise apply, provided that the policy bodies make certain findings at least once every 30 days. Moved: Commissioner Miyaji moved to approve the resolution authorizing the use of teleconferencing for the Public Art Commission meetings. Second: Commissioner Shen. All in Favor. 2. Boulware Park – Staff provided a summary of the upcoming capital improvement project for Boulware Park, including its new expanded layout, amenities, construction timeline, and provided a list of opportunities for the integration of public art into the park. Staff recommended that the Public Art Commission approve funds in the amount of up to $90,000 out of the CIP Municipal Funds to begin the process for integrating public art into Boulware Park. Moved: Commissioner Gordon. Second: Vice Chair Waltuch. All in Favor. NON-ACTION: 3. King Artist Residency – Artist in Residence Rayos Magos made a special presentation to the Commissioners about the scope, methodology, and findings of his 6-month community engagement as part of his King Artist Residency project Rituals of Resilience. Magos provided key synthesized themes derived from public engagement that will inform the temporary artwork placed in King Plaza in the Fall 2023 for a period of six months to one year. 4. Annual Retreat – Staff and Commissioners discussed potential topics and areas of focus for the upcoming annual PAC retreat, including Code:ART 2023, Murals policy and program, future ArtLift Microgrants and King Artist-in-Residence program, and overview of the Public Art Master Plan and PAC priorities. Staff will follow up with the Commissioners to identify a retreat date in September or October. ANNOUNCEMENTS – Staff made and announcement about upcoming the Midtown Ice-cream Social event in Hoover Park on September 25 and on behalf of the Midtown Residents Association invited the PAC to attend.
