PUBLIC ART COMMISSION
MEETING

CALL TO ORDER: Chair Miyaji called the meeting to order at 7:02 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None
APPROVAL OF MINUTES: January 21, 2020 PAC Meeting Minutes Moved: Commissioner Shen
Second: Vice Chair Gordon. Abstained: Commissioner Klaus. Motion Moved: 4-0-1
STAFF COMMENTS: Staff updated the Commissioners on the ongoing application and selection process
for the ArtLift Microgrant projects. Staff shared visuals and descriptions of the project proposals were
approved for funding and announced a deadline for the next application round. Staff also shared images
of Temporary Murals and their locations on MapMe, an online mapping platform. Staff also announced
the upcoming recruitment for the City’s Boards and Commissions, including 3 vacancies for the Public
Art Commission.
ACTION:
1. Temporary Artwork –Staff provided an overview of the upcoming construction project for the
new Public Safety Building in the California Avenue District and talked the Commissioners
through the opportunity to integrate temporary murals on the construction fence. The call for
artists, open to California-based artists to create original designs that would be printed on
adhesive vinyl, is scheduled to be released shortly. Staff recommended that the Public Art
Commission approve funds in the amount of $53,000 to commission four artists to create original
designs that will be produced as temporary murals around the construction site of the Public
Safety Building for construction mitigation. The funds would cover the artist fees, fabrication,
and installation for the first round of murals. Staff estimates that due to the long construction
timeline and the temporary nature of the vinyl, that there will be two rounds of murals. Moved:
Commissioner Taylor moved to approve the funds in the amount of $53,000 for the project.
Second: Commissioner Shen. All in Favor.
NON-ACTION:
2. Potential Joint Meeting with Human Relations Commission – Commissioners discussed the
framework for the joint meeting with the Human Relations Commission to inform the outreach
and public engagement for artwork on King Plaza recognizing the City’s priorities on race and
equity. Staff suggested that the joint special meeting can take place on Wednesday, March 17 at
the beginning of the HRC scheduled meeting. Vice Chair Gordon and Commissioner Taylor
volunteered to coordinate the special meeting Agenda. Commissioners expressed that the joint
discussion with the members of HRC will help to inform PAC’s recommendations to the City
Council regarding the integration public art in King Plaza to address the City’s priorities on race
and equity to serve the community the most appropriate and meaningful way. Additionally,
Commissioners expressed an interest in identifying a more prominent site at King Plaza for the
existing plaque commemorating the Kings. Staff will report back with recommendations for the
plaque relocation.
