PUBLIC ART COMMISSION
MEETING
Thursday, September 17, 2020

Commissioners Present: Ben Miyaji, Loren Gordon, Nia Taylor, Ian Klaus, Hsinya
Shen joined the meeting at 8:18 pm
Commissioners Absent:

CALL TO ORDER: Chair Miyaji called the meeting to order at 7:04 p.m.
AGENDA CHANGES, REQUESTS, DELETIONS – None
ORAL COMMUNICATIONS – None
APPROVAL OF MINUTES: August 20, 2020 PAC Meeting Minutes Moved: Commissioner Taylor;
Second: Vice Chair Gordon. Abstained: Commissioner Klaus. Motion passed. September 15, 2020
PAC Retreat. Moved as amended: Commissioner Taylor; Second: Chair Miyaji. All in Favor.
STAFF COMMENTS: Staff announced the BLM poster featuring the BLM Mural image and listing all
participating artists will be printed and distributed to the public free of charge in the end of September.
Staff showed the digital poster to the commissioners.
NON-ACTION:
1. California Ave Public Art Plan –Art Builds Community consultants made a special presentation
on the outcome of the community outreach and engagement and emerging themes for the
California Ave Public Art Plan. The consultants called out types of art, locations, and other
feedback as gathered throughout the stakeholder and community engagement phase, and
presented a draft vision, mission and objectives for the public art plan.
ACTION:
2. Adoption of Priorities for 2020/21 – Commissioners reviewed Review the priorities drafted
during the PAC Annual Retreat for years 2020/21 as well as the amended version provided by
Commissioner Klaus. Commissioners offered their input and further edits on the drafts and
finalized the objectives as follows:
1. Develop public art that aids in Palo Alto’s recovery from the Covid-19 crisis by
supporting projects that encourage pedestrian traffic and the use of pedestrian-friendly
streets, that are located near Palo Alto neighborhoods, as well as commercial corridors
and storefronts, and that advance PAMP goals;
• Opportunities include: microgrants for temporary public art; code:ART2
2. Develop public art projects that will continue to advance cultural inclusion and social and
racial equity:
• Opportunities include: transportations gateways; widening network of artists as with
the BLM mural
3. Widen and strengthen education and advocacy for public art, including through the
adoption, roll-out and implementation of the California Ave District Master Plan and the
Baylands Art Plan;
• Other opportunities include: position paper; infographic; outreach to all Council
members
Commissioners requested that staff returns to the PAC to discuss and allocate funding for microgrant
projects that would support objectives.
