HomeMy WebLinkAbout2018-10-18 Public Art Commission Summary Minutes MINUTES PUBLIC ART COMMISSION MEETING Thursday, October 18, 2018 Palo Alto City Hall Community Meeting Room 7:00 p.m. Commissioners Present: Hsinya Shen, Nia Taylor, Amanda Ross, Ian Klaus Commissioners Absent: Jim Migdal, Ben Miyaji, Loren Gordon Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Coordinator CALL TO ORDER: Commissioner Ross called the meeting to order at 7:01 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – None. ORAL COMMUNICATIONS – None APPROVAL OF MINUTES: August 9, 2018 PAC Special Meeting Minutes Moved: Nia Taylor; Second: Hsinya Shen. All in favor. PAC Annual Retreat Minutes Moved: Nia Taylor; Second: Ian Klaus. All in favor. STAFF COMMENTS: Staff announced the completion of installation of Foraging Islands, an ecological temporary sculpture in Byxbee Park. Staff also announced the conclusion of the application and pre- screening process for the 2018/20 Pre-Qualified Artist Pool. Staff invited the Commissioners to attend the Porchlight storytelling event on November 1, 7-9 pm organized in collaboration with the Palo Alto Art Center. ACTION: 1. PAC Retreat - Staff provided a brief summary of the discussion that took place at the annual PAC retreat and recommended that the Commissioners approve the adoption of priorities for 2018-2019 including: testing a Mobile App for the public art collection; focusing on the current grant applications for Code:ART 2 and Cubberley ArtScope and executing the proposed project(s); creating a Master Plan for a pedestrian corridor in Palo Alto (California Avenue); and following up on outstanding policy updates. Commissioners suggested that a few members of the PAC meet on California Avenue for a walk-through before the PAC moves ahead with the Master Plan for the pedestrian corridor. Staff also provided subscription metrics for the PAP newsletter and social media. Moved: Commissioner Shen moved to adopt the PAC priorities. Second: Commissioner Ross. All in Favor. 2. Acquisition of Artwork –Staff recommended that the PAC accept the donations of artworks by Cubberley artists Charles Coates, Rachelle Doorley and t.w.five into the City Collection as part of the CASP agreement. Commissioners viewed the digital images of the offered works. Moved: Commissioner Taylor moved to accept the following donations from CASP artists: View of Augmentation, 2013 by Charles Coates, Dreamland Succulents, 2017 and Dreamland Star, 2017 by Rachelle Doorley, and Colorful Moon, 2013 by t.w.five. Second: Ian Klaus. All in Favor. 3. Collection Maintenance and Conservation - Staff updated the Commissioners on the condition of two murals by artists Chris Johanson and Joey Piziali located at 341 California Ave. Both murals, painted on a private building, were previously damaged and require conservation treatment. Staff obtained the permission from the building owner to renovate the murals. Staff identified a conservator experienced working with outdoors murals and recommended that the PAC approve funding in the amount of $4000 to repair the murals. Commissioners inquired whether private property and business owners have an obligation to maintain murals and public artworks on their property and suggested that potential sponsorships to help protect and maintain artworks might be considered as part of the California Avenue Master Plan. The Commission reiterated the need for an updated murals policy. Moved: Commissioner Taylor moved to approve the funding to repair the murals. Second: Commissioner Shen. All in Favor. 4. Reallocation of funds – Commissioners proposed to table the action item till the next meeting when Chair Migdal is able to attend. Moved: Commissioner Shen. Second: Commissioner Klaus. All in Favor. ANNOUNCEMENTS – Staff made an announcement about the upcoming Meet the Artists and Open Studios at CASP on November 10, 1 – 4 pm. CALENDAR: Next PAC Regular Meeting – November 15, 2018 at 7 pm.
