HomeMy WebLinkAbout2016-05-19 Public Art Commission Summary Minutes MINUTES PUBLIC ART COMMISSION REGULAR MEETING Thursday, May 19, 2016 City Hall Community Meeting Room 250 Hamilton Ave 7:03 p.m. Commissioners Present: Jim Migdal, Ben Miyaji, Loren Gordon, Nia Taylor; Amanda Ross and Mila Zelkha joined the meeting at 7:06 Commissioners Absent: Dara Silverstein Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Assistant CALL TO ORDER: Chair Migdal called the meeting to order at 7:03 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – none. ORAL COMMUNICATIONS - none. APPROVAL OF MINUTES: April 21, 2016 PAC Regular Meeting Minutes Moved: Vice Chair Miyaji, Second: Commissioner Gordon. All in favor. STAFF COMMENTS: Staff reported on the ongoing public feedback the program receives in relation with Colin Selig’s creative seating elements installed along University Ave. Staff announced an opening reception to take place at KEEN Garage on May 26, 5-6 PM and invited the PAC to attend. Staff also reported on the Art & Technology Artist Talk with Bruce Beasley and Roger Stoller held at Mitchell Park Library on May 11. At the highly attended event the artists discussed the use of technology in their art. Staff also reported on the installation of Chime, an interactive sound sculpture, installed on King Plaza May 16. Staff is working on identifying a date in July or July to host a public performance. ACTION: 1. Temporary Public Art Partnership with the Palo Alto Art Center – Palo Alto Art Center Director Karen Kienzle presented the background information about Patrick Dougherty artwork titled Double Take. After being displayed for 6 years the temporary artwork is scheduled to be demolished on June 12. The Art Center was successful to invite Dougherty back to Palo Alto to create a new temporary artwork. Staff recommended that the Commissioners support the Program’s partnership with the Palo Alto Art Center and approve the funds in the amount of $15,000 for a temporary installation by Patrick Dougherty to take place in the fall of 2016. Palo Alto Art Center Foundation Board Member Ritu Sharma spoke to the Commissioners about the level of public support of Dougherty’s installation, encouraged the Commissioners to take part in crowd funding campaign organized by the Art Center, and invited the Commissioners to the Farewell Ceremony on July 12. Moved: Vice Chair Miyaji moved to approve the funds for the new temporary installation by Patrick Dougherty. Second: Chair Migdal. All in Favor. 2. Public Art Master Plan – Staff presented the Public Art Master Plan draft, revised based on the input gathered at the PAC March meeting. Staff and PAC reviewed the highlighted areas of changes, including the revised vision and mission statements, community process, recommended amendments to the private development policy, and other clarifications, and led a discussion about the amendments and changes to the draft document. PAMP consultant Barbara Goldstein was present to answer any question the PAC might have. Staff also brought to the Commissioners’ attention that three ordinance documents included in the current version of PAMP are still being reviewed by legal and may shift. Overall, the PAMP is a menu of options and all the timelines, projects and priorities may change based on the PAC and staff’s changes in priorities, funding and other factors. Staff recommended the approval of the Public Art Master Plan and the associated policies and amendments. Moved: Commissioner Zelkha approved the PAMP and associated policies and amendments. Second: Vice Chair Miyaji. All in Favor. NON-ACTION: 4. King Plaza Installations – Staff updated the Commission on the status of George Zisiadis’ Ball Pit prototype and future installations. Due to other commitments Zisiadis will not be able to create a temporary installation for King Plaza. Staff will move forward with an open call for temporary public art projects with a focus on play and interaction. 5. Code:ART – Staff updated the Commission on the status of the NEA Art Works grant application and plans to move forward with Code:ART. The City of Palo Alto’s Public Art Program received a grant from the National Endowment for the Arts in the amount of $30,000 to support the new media festival. The festival will engage the community in an event that outwardly reflects the reclusive tech community that thrives in Palo Alto to take place in June 2017. Zero1, originally the main partner dropped out and the Public Art Program will work with other Palo Alto-based partner organizations to realize the festival in 2017. Staff will move forward with an open call to select artists for the main temporary installation and 8 urban interventions to be realized during the three-day festival in 2017.
