HomeMy WebLinkAbout2015-11-19 Public Art Commission Summary Minutes MINUTES PUBLIC ART COMMISSION Thursday, November 19, 2015 City Hall Community Meeting Room 250 Hamilton Ave 6:04 p.m. Commissioners Present: Jim Migdal, Mila Zelkha, Nia Taylor, Loren Gordon, Amanda Ross Commissioners Absent: Dara Olmsted Silverstein, Ben Miyaji Staff Present: Elise DeMarzo, Public Art Program Director Nadya Chuprina, Public Art Program Assistant Rhyena Halpern, Assistant Director, CSD joined the meeting at 6:37. CALL TO ORDER: Chair Migdal called the meeting to order at 6:04 p.m. AGENDA CHANGES, REQUESTS, DELETIONS – none ORAL COMMUNICATIONS - Artist Mary Holzer spoke to the commissioners and suggested that the City incorporate artist designed solar-powered ground illumination for King Plaza. APPROVAL OF MINUTES: October 15th PAC Regular Meeting Minutes Moved: Commissioner Zelkha, Second: Commissioner Gordon. All in favor. STAFF COMMENTS: Staff provided an update on the Rondo celebration event October 29th. The Mayor, CSD staff and artist Bruce Beasley spoke at the celebration with the Palo Alto Chamber Orchestra giving a live performance. Staff also provided an update on the disaster preparedness measures to protect the portable collection in anticipation of the expected El Nino. Staff informed the Commissioners about the de-installation of Anthony Discenza’s temporary public art project. ACTION: 1. Temporary Public Art - Staff gave an overview of a temporary public art installation Chime and showed a video about the project. The artwork to be installed in King Plaza for a period up to three months in May – August 2016. Staff recommended an allocation of funds in the amount of up to $4,800 for Dan Gottwald and Scott and an additional $1,000 for permits and costs associated with the installation, for a total amount not to exceed $5,800. Moved: Commissioner Ross moved to allocate the funding. Second: Commissioner Taylor. All in Favor. NON-ACTION: 2. Public Art Master Plan – Master Plan consultant Barbara Goldstein provided an update on the outreach process and the emerging themes from the community outreach. Commissioners suggested that Goldstein meets with the Comprehensive Plan Committee to incorporate the Public Art Master Plan themes and recommendations into the Comprehensive Plan. 3. Upcoming opportunities for collaboration- Staff provided an update on upcoming opportunities for potential partnerships with Zero1 and the Palo Alto Art Center. Staff is exploring opportunities to partner with Zero1 to bring an impactful installation to Palo Alto in conjunction with the Zero1 Biennial. Staff also submitted an NEA ArtWork grant application to fund an installation in conjunction with Zero1 as well as several urban interventions across downtown Palo Alto. In addition, staff is collaborating with the Palo Alto Art Center to bring a series of residencies resulting in installations around the theme of play. At the conclusion of the residency, the Public Art Program may commission an installation of temporary artwork in a public space. 4. Special Order of the Day – Mobile Arts Platform artists Chris Treggiari and Peter Foucault gave a presentation about their experience and process for community outreach related to the Public Art Master Plan. ANNOUNCEMENTS – none FOR YOUR CALENDAR Next Meeting: December 17, 2015 – Regular Public Art Commission Meeting cancelled. Staff will follow up with the PAC to identify a day for a Special Meeting Study Session – Master Planning Workshop with consultant Barbara Goldstein. November 21, 2015 – Cubberley Artist Studio Program Holiday Open House Meeting adjourned 7:09 PM by Chair Migdal.
