Zelkha, Amanda Ross joined the meeting at 7:13.
Commissioners Absent: Nia Taylor

CALL TO ORDER – The meeting was called to order at 7:02 PM by Chair Migdal.
ADDITIONS, CHANGES, REQUESTS, DELETIONS – None.
ORAL COMMUNICATIONS – None.
APPROVAL OF MINUTES – Commissioner Dara Olmsted Silverstein made a correction to the May 21
Minutes to correct the spelling of her last name. Moved as Corrected: Vice Chair Miyaji moved to
approve the May 21 Minutes. Second: Commissioner Zelkha. All in Favor. Moved: Vice Chair Ben
Miyaji moved to approve the May 27 Minutes: PAC / City Council Joint Study Session. Second: Chair
Migdal. Abstained: Commissioner Silverstein.
STAFF COMMENTS – DeMarzo updated the Commission on the Confluence Event on July 14th to
celebrate the completion of Mike Szabo’s water sculpture for the renovated California Avenue Plaza near
the Caltrain Station. DeMarzo also provided an update on the reinstallation of Seyed Alavi’s Forgotten
Languages, a site-specific artwork for the City Hall Lobby. DeMarzo updated the Commission on the
status of the ongoing Public Art Master Planning process. As part of the outreach phase of PAMP, the
consultants conducted a number of group and individual meetings, including an Artist Focus Group on
June 13 and Community Outreach Meeting on July 14. Feedback provided at the meeting will be
incorporated into the draft of the master planning document.
ACTION
1.Public Art Master Plan – Staff provided background information for the Public Art Master
Planning project. As part of the community outreach phase, PAC earmarked funds to support an
artist-led outreach project for the master plan. Staff put out a limited call for conceptual
proposals. A selection panel comprised of city staff, PAC commissioners and Barbara Goldstein
reviewed 3 proposals and selected Mobile Arts Platform (artists Chris Treggiari and Peter
Foucault) as the finalist. The project entitled “What’s the Big Idea” will take place over a three
month period from August to September to gather community input and ideas that will be
incorporated into the Public Art Master Plan. Staff recommended the approval of Mobile Arts
Platform as the artist-led outreach project and requested an allocation of $10,000 to fund the
project. Moved: Commissioner Silverstein. Second: Vice Chair Miyaji. All in favor.
2. Temporary Public Art – Staff provided background information for the Temporary Public Art
on King Plaza. Staff recommended the approval of four temporary public art installations on King
Plaza throughout 2015-16, including Rondo I by Bruce Beasley, Chime by Dan Gottwald and
Scott Watkins, Ball Pit by George Zisiadis, and an installation by Aaron Lee Benson. These
installations are a modest beginning to a regular temporary art program for King Plaza that will
be implemented after the public art Master Plan recommendations are in place. Staff also showed
a few other projects that are under consideration for King Plaza should scheduling conflicts arise.
Staff then shared some examples of more ambitious projects that the PAC may want to think
about in the future. Staff requested the PAC approve funding for the Beasley installation in the
amount of $10,000, the Chime installation – up to $5,000, and an artist stipend in the amount of
$1,500 to create a prototype for the Pit Ball installation. Moved: Vice Chair Miyaji. Second:
Commissioner Zelkha. All in favor.
NON-ACTION
3. Update on the Highway 101 Bike and Pedestrian Bridge Project – Staff provided a status
update on the project development. The city is moving with contract negotiations as the design
team has been selected. An open call for artists will be launched shortly.
