HUMAN RELATIONS COMMISSION SPECIAL MEETING ACTION MINUTES Thursday, April 27, 2023 6:00 PM Commissioners Present: Eberle, Kraus, Savage Staff: Minka Van Der Zwaag, Alayna Cruz I. ROLL CALL II. PUBLIC COMMENT III. AGENDA CHANGES, REQUESTS, DELETIONS IV. APPROVAL OF MINUTES 1. March 16, 2023 MOTION: Commissioner Savage moved, seconded by Commissioner Kraus, to approve the minutes of March 16, 2023. MOTION PASSED: 3-0-1 V. BUSINESS 2. Consideration of correction to Rental Protection Recommendation # 6, passed on February 9, 2023, regarding rental relocation assistance. - Eberle – Action MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to approve the correction to the Rental Protection Recommendation number 6, passed on February 9, 2023, to read as follows: Council to expand the City-wide relocation assistance to multi-unit buildings with less than 10 units. Not including duplexes where one unit is owner occupied. PASSED: 3-0-1 3. Discussion of a funding contingency plan proposed by the HSRAP Reviewers in the event that additional funds are approved by the City Council for the Human Services Resource Allocation Process (HSRAP) during the Fiscal Year 2024 budget process. - Kraus - Action MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to affirm the recommendations made by the Reviewers for the Human Services Resource Allocation Process (HSRAP) contingency plan in the event that additional funds are approved by City Council for Fiscal Year 2024 with the following exceptions: ADA. Increase the allocation to Ada’s Café from $6,000 to $10,000 for both the $100,000 and $200,000 proposed contingency plans; 2. In order to accommodate the additional $4,000 of recommended funding to Ada’s Café, we suggest decreasing the allocations by $1,000 for each of the organizations receiving the largest amounts: AbilityPath, La Comida, LifeMoves, and Ravenswood Family Health Network for both the $100,000 and $200,000 proposed contingency plans. PASSED: 3-0-1 4. Discussion of outreach phase of Council Referral to research the lived experience of Asian Americans, Native Hawaiians, and Pacific Islanders (AANHPI). - Eberle - Discussion NO ACTION TAKEN VI.
