1) Adoption of a Resolution Authorizing Use of Teleconferencing for Human Relations
Commission Meeting During Covid-19 State of Emergency.
MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to Adopt a
Resolution authoring the use of teleconferencing under Government Code Section 54953 (e)
for the meeting of the Human Relations Commission and its subcommittees due to the
Covid-19 declared state of emergency.
MOTION PASSED: 3-0-2

2) November 10, 2022
MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to approve the
minutes of November 10, 2022.

V. BUSINESS
3. Review of the policy for remote meeting participation by commissioners after February
28, 2023, at which time the State of California is scheduled to end the COVID-19 state of
emergency, and discussion of additional limitations to that policy. – Action - City Attorney
Office
City Attorney, Tim Shimizu, presented the Brown Act attendance policies for City

Commissions and Boards that will go into effect after February 28, 2023. Commissioners
asked clarifying questions about the policies.

4) Presentation on draft project framework on Climate Impact on Vulnerable Communities in
Palo Alto. – Presentation – Palo Alto Student Climate Coalition
The Palo Alto Student Climate Coalition presented a draft framework on the Climate Impact
on Vulnerable Communities in Palo Alto. Commissioners asked questions about the
presentation. An ad-hoc committee of two Human Relations Commission members was
formed to work with the Palo Alto Student Climate Coalition on the framework and provide
resources to relevant community contacts.
