HUMAN RELATIONS COMMISSION ACTION MINUTES Thursday, September 8 6:00 PM Commissioners Present: Eberle, Kraus, Savage, Smith Staff: Alayna Cruz, Minka Van der Zwaag I. ROLL CALL II. BUSINESS 1) Adoption of a Resolution Authorizing Use of Teleconferencing for Human Relations Commission Meeting During Covid-19 State of Emergency. MOTION: Vice Chair Eberle moved, seconded by Commissioner Kraus, to Adopt a Resolution authoring the use of teleconferencing under Government Code Section 54953 (e) for the meeting of the Human Relations Commission and its subcommittees due to the Covid-19 declared state of emergency. MOTION PASSED: 4-0 III. AGENDA CHANGES, REQUESTS, DELETIONS IV. APPROVAL OF MINUTES 2) June 9, 2022 MOTION: Vice Chair Eberle moved, seconded by Commissioner Savage, to approve the minutes of June 9, 2022. MOTION PASSED: 4-0 3) August 11, 2022 MOTION: Commissioner Kraus moved, seconded by Vice Chair Eberle, to approve the minutes of August 11, 2022. MOTION PASSED: 3-1 ADA. BUSINESS 4) Summary of Fiscal Year 2022 Community Development Block Grant (CDBG) Program Accomplishments – Review Consolidated Annual Performance and Evaluation Report (CAPER) – Clare Campbell and Maria Gallegos Clare Campbell, city staff and Maria Gallegos, Michael Baker International, delivered a presentation of the FY21-22 Consolidated Annual Performance and Evaluation Report (CAPER) and answered questions from commissioners. NO ACTION TAKEN 5) Continued discussion of the referral from the City Council on Recognizing Key Dates to Advance Race and Equity. City staff Minka van der Zwaag read aloud the Draft Framework on Process for City Recognition of Events, Individuals, and Celebrations memo. Commissioner Kraus explained how the framework can be used and answered questions from commissioners about the memo. The commissioners agreed to use the Draft Framework as they developed recommendations for the city recognition of events, individuals, and celebrations. MOTION: Chair Smith moved, seconded by Commissioner Kraus, to add “council initiated” to the process of holiday submission. MOTION PASSED: 4-0 MOTION: Chair Smith moved, seconded by Commissioner Kraus, to formally add Holocaust Remembrance Day and Armenian Remembrance Day for local recognition. MOTION PASSED: 4-0 MOTION: Chair Smith moved, seconded by Vice Chair Eberle, to recommend that Juneteenth be added to the city’s paid holidays and that the city join East Palo Alto in celebration event(s). MOTION PASSED: 4-0 MOTION: Commissioner Kraus moved, seconded by Commissioner Savage, to recommend that Cesar Chavez Day and Dolores Huerta Day be observed on March 31 (state recognized day for Cesar Chavez). To observe the date, the commission recommends for the city to connect with local LatinX and women’s groups to support and create awareness of Cesar Chavez and Dolores Huerta Day. Additionally, the commission recommends for the day to be added to the city’s paid holidays (Cesar Chavez Day is currently a paid holiday for the employees of Santa Clara County). MOTION: Vice Chair Eberle moved, seconded by Commissioner Kraus, to recommend that Indigenous Peoples’ Day be recognized by the city through connecting with local indigenous groups to support existing activities and to create new ones, such as a land acknowledgement ceremony at City Hall. MOTION PASSED: 4-0 MOTION: Chair Smith moved, seconded by Commissioner Kraus, to recommend that Asian American, Native Hawaiian, Pacific Islander Month (AAPI) be recognized by the city through connecting with local AAPI affinity groups to support existing activities and to possibly create new ones. In addition to affinity groups, the Palo Alto Library and Palo Alto Council of Parent Teacher Associations (PTAC) also produce AAPI awareness events. MOTION PASSED: 4-0 MOTION: Chair Smith moved, seconded by Commissioner Kraus, to recommend that Holocaust Remembrance Day be recognized by the city through connecting with local Jewish affinity groups to support existing activities and to possibly create new ones. MOTION PASSED: 4-0 MOTION: Vice Chair Eberle moves, seconded by Chair Smith, to recommend that Armenian Remembrance Day be recognized by the city through a proclamation. MOTION PASSED: 4-0 MOTION: Chair Smith moved, seconded by Vice Chair Eberle, to propose the new framework for the process for City recognition of events, individuals, and celebrations to Council. MOTION PASSED: 4-0 6) Discussion of next steps for work plan item on Belonging, including initial steps on the Council Referral to research the lived experience of Asian American and Pacific Islanders. The Commission further discussed steps to research the lived experience of Asian American a and Pacific Islanders. The commissioners did not discuss the item on Belonging. NO ACTION TAKEN VI.
