April 28, 2022
MOTION: Commissioner Kraus moved, seconded by Commissioner Eberle to approve the
minutes of April 28, 2022.
MOTION PASSED: 5-0
IV. BUSINESS
1)Moment of silence in remembrance of the victims of the hate crimes in Buffalo and South
California.
NO ACTION TAKEN
2)Recommendation to Adopt Amendments to the Community Development Block Grant
(CDBG) Citizen Participation Plan. The commission reviewed the recommended changes
presented by staff and a representative from the City’s CDBG. After a time of discussion, the
following motion was passed:
MOTION: Vice Chair Eberle moved, seconded by Commissioner Savage that the Human
Relations Commission recommend the City Council adopt the proposed amendments to the
Community Development Block Grant Citizen Participation Plan as reflected in Attachment
A and in addition that the CDBG ad hoc sub-committee receive any updates and the final
funding allocation plan.

3) Establish ad hoc sub-committee for items on the 2022-23 HRC Work Plan.
MOTION: Chair Smith moved, seconded by Commissioner Kraus, to approve the following
ad hoc sub-committees or key representatives for items on the 2022-23 HRC Work Plan.
Revisions will be considered at a later date.
Public Safety – Hate Crimes - Smith, Kraus
Public Safety – Other – TBD – Savage, Eberle
Belonging - Smith, Kraus
Public Health – Moving from pandemic to endemic response – Savage, Eberle
Public Health – Housing/Homelessness – Renter Protections- Eberle, Kraus
Public Health – Housing/Homelessness – Advocacy - TBD

4) Discuss commissioner site visits to the Human Services Resource Allocation process
grantees.
