MOTION: Commissioner Kraus moved, seconded by Commissioner Savage approve the
minutes of February 10, 2022.
MOTION PASSED: 5-0
IV. BUSINESS
1. Adoption of a Resolution Authorizing Use of Teleconferencing for Human Relations
Commission Meetings During Covid-19 State of Emergency.
MOTION: Vice Chair Eberle moved, seconded by Commissioner Kraus to Adopt a
Resolution authorizing the use of teleconferencing under Government Code Section 54953(e)
for meetings of the Human Relations Commission and its committees due to the Covid-19
declared state of emergency.
MOTION PASSED: 5-0
2. Recommendations to City Council for Community Development Block Grant (CDBG)
Funding for Fiscal Year 2022-2023 and recommend approval of the draft Annual Action Plan
MOTION: Chair Smith moved and seconded by Commissioner Kraus that the HRC
recommends Council approve the Draft Fiscal Year 2022-23 Annual Action Plan (Attachment
E) amended as needed to reflect the HRC recommended funding allocations.

1. If the City receives additional funds beyond the estimated allocation, the HRC supports
the funding contingency plan to (1) allocate additional funds to projects within the Public
Services to match what was funded this year (FY2021-22), and (2) allocate additional un-
capped funds to the 50-unit low income housing project at 525 E. Charleston Road, with
the following modifications:
a. For the programs in the Public Services category, Project Sentinel shall be given
first priority for full funding to match FY2022 allocation, and
b. Staff shall consider additional funding for Rebuilding Together Peninsula.
MOTION PASSED: 4-1 (Regehr)
2. Community Listening Session with City Manager Ed Shikada on key qualities of the next
police chief and community priorities for the Palo Alto Police Department.
NO ACTION TAKEN
3. Commissioner comments and consideration of avenues for HRC response to recent hate
incidents in the community.
MOTION: Chair Smith moved, seconded by Commissioner Kraus, that the HRC support
a recommendation to bring the FBI and community resources to Palo Alto to do
community education on hate crimes. In addition, make a recommendation to the
Council to increase public awareness and marketing on how to report a hate crime and
hate incidents.
