MOTION: Commissioner Eberle moved, seconded by Commissioner Regehr to approve the
minutes of September 23, 2021.

IV.BUSINESS
1.Election of Human Relations Commission Vice Chair
NOMINATION: Chair Smith nominated Commissioner Eberle for Vice Chair for a term
ending January 2023
NOMINATION: Commissioner Kraus nominated Commissioner Kraus for Vice Chair for a
term ending January 2023
NOMINATION FOR COMMISSIONER EBERLE PASSED: 3-2 Kraus no; Regehr Abstain
NOMINATION FOR COMMISSIONER KRAUS FAILED: 1-4 Smith, Eberle, Savage no;
Regehr Abstain
2. Human Relations Commission adhoc housing subcommittee discussed next steps with the
local Faith Community regarding affordable housing on faith-based properties

3. HRC Commission Liaisons to the Palo Alto Police Department (PAPD) provided the
information about their recent conversation with PAPD leadership on developments in the
police department (including current crime trends, community outreach and policy manual
revisions). Commissioners provided feedback on what information they would like from
future discussions with PAPD.
