MOTION: Commissioner Savage moved, seconded by Commissioner Eberle to approve the
minutes of June 10, 2021 presented by staff.
MOTION PASSED: 5-0
IV. BUSINESS
1. Presentation on the prioritization of proposed City-wide renter protections – Clare
Campbell, Manager of Long-Range Planning and Lauren Bigelow, Partnership for the
Bay’s Future Fellow at City of Palo Alto
Separate motions were made for each of the renter protections considered.
MOTION: Commissioner Kraus moved, seconded by Commissioner Regehr that the HRC
recommends moving forward with the rental survey to the City Council. (Draft Renter
Projection #1)
MOTION PASSED: 5-0
MOTION: Commissioner Kraus moved, seconded by Eberle to support the expansion
relocation policy. Leaving the specifications of income versus property size in terms of
units to the more lengthy deliberation of the Palo Alto City Council. (Draft Renter

MOTION PASSED: 5-0
MOTION: Commissioner Kraus moved, seconded by Smith to support the eviction
reduction program as presented by the PTC focusing on the two areas that are excluded
from the State Legislation AB1482 and to include single family homes owned by
homeowners and not corporations. (Draft Renter Projection #3)
MOTION PASSED: 5-0
MOTION: Chair Smith moved, seconded by Regehr that the HRC recommends the
extending rent increase limits to housing units not protected by the statewide anti-gouging
law (AB1482). (Draft Renter Projection #4)
MOTION PASSED: 5-0
2. Discussion regarding potential purchase of faith-based community properties to build
and/or convert existing and new properties for rental and/or purchase of affordable housing
units in Palo Alto.
MOTION: Commissioner Kraus moved, seconded by Regehr to support Commissioners
Regehr and Kraus to articulate and develop a plan for an affordable housing event in the
fall timeframe.
MOTION PASSED: 5-0
3. Presentation by Valerie Stinger on the 100 Community Conversations on Race initiative
and consideration of the Human Relations Commission’s next steps
MOTION: Chair Smith moved, seconded by Kraus, that the HRC forward the One Human
Conversations Report, along with the general recommendations for further action listed on
pg. 15, to the Council for review, comment and direction.
MOTION PASSED: 5-0
The two items below were continued to the September meeting:
4. Update on process for 2nd allocation of Human Services Resource Allocation Process
(HSRAP) funding approved by Council for FY22
5. Update and next steps on items related to the FY21/22 workplan
