MOTION: Commissioner Savage moved, seconded by Commissioner Eberle that based
on the conversation information presented by the Chair and Staff, the HRC is unprepared to
have a discussion on the budget as expected.
MOTION PASSED : 5-1

MOTION: Commissioner Savage moved, seconded by Chair Smith to approve the minutes
MOTION PASSED: 3-2 Eberle and Kraus Abstained
V.BUSINESS
1.Welcome to new the Human Relations Commission members
Commissioners Kraus and Eberle were welcomed to the Commission and each
Commissioner introduced themselves with background information.
2. Discussion of proposal by the HSRAP Reviewers on a contingency plan for a possible
Human Services Resource Allocation Process (HSRAP) FY22 funding increase
The Commission discussed a contingency plan for possible additional HSRAP funding to
ADA. The City of Palo Alto does not discriminate against individuals with disabilities. To request accommodations, auxiliary aids or services to

be allocated by Council as part of the FY 2022 Operating Budget discussions.
MOTION: Chair Smith moved, seconded by Commissioner Savage that the HRC makes
the following recommendation to City Council in the deliberation of the FY22 budget
directly dealing with the additional funding for HSRAP. Our recommendation is that City
staff open up a separate one-year process for any new recommended funding for HSRAP.
MOTION PASSED: 5-0
3.Update on the 100 Community Conversations on Race initiative
Chair Smith provided an update on the initiative. He also stated that after the initiative ends
(June 19) and after they have collected the data provided, it will be brought back to the HRC
to be analyzed.
4. Consideration of response to the City Council regarding the proposed FY2022 City
Operating Budget
Item was deleted from the agenda
5. Update and next steps on items related to the FY21/22 workplan
The Commission discussed the workplan and staff was instructed to provide a list of
projects and liaison positions for the new Commissioners to choose from.
