1.Discussion with the Public Art Commission (PAC) regarding upcoming art
addressing racial equity and potential areas of collaboration
PAC and the HRC discussed possible collaboration in regard to addressing the City
Council’s priority on diversity and inclusion.

2.Presentation on the Safe Parking Pilot program and Supporting Safe Parking
programs in Palo Alto - Rachael Tanner, Assistant Director of Planning &
Development Services, Amber Stine, Director, Move Mountain View
Ms. Tanner presented an update on the history and current policies and procedures
regarding the Safe Parking Pilot Program. Amber Stine of Move Mountain View shared
information regarding the opening of the Safe Parking Program and how it operates and its
impact on the families participating in the program.

3. Presentation on hate crimes in Palo Alto by Palo Alto Police Department
Acting Captain James Reifschneider provided a detail presentation on the hate crimes and
hate incidents in the City of Palo Alto.

4. Presentation on hate crimes in Santa Clara County by Chief Assistant District
Attorney Jay Boyarsky
Chief Assistant District Attorney Jay Boyarsky and Deputy District Attorney Erin West
provided a detailed presentation on hate crimes in the Santa Clara County.
No Action Taken
5. Final discussion and action on letter to Council regarding the response to the current
pattern of incidents of hate in Palo Alto
A final version of the letter was presented to the HRC based on their inputs from previous
meetings.
MOTION: Chair Smith moved, seconded by Vice Chair Stinger to send the letter to the
City Council as in their packet.
Incorporated in the motion with the consent of the maker and seconder to add to the
Motion to also send the letter to City Council, Santa Clara County of Board of
Supervisors and local media.
MOTION AS AMENDED: Chair Smith moved, seconded by Vice Chair Stinger to send
the letter to the City Council in their packet as well as the to the Santa Clara County Board
of Supervisors and local media.
MOTION AS AMENDED PASSED: 5-0
6. FY21/22 workplan items and ad hoc committee assignments
The Commissioners received their chosen workplan items

VI. REPORTS FROM OFFICIALS
1. Commissioner Reports –
a. Commission de Tourreil reported that she volunteered at the El Camino Real cleanup
work with the RV dweller community and was inspired to get to know the community
better.
b. Commissioner Regehr reported that she attended the Lunar New Year Festival and it
was very enjoyable and was very intergenerational. She also reported that she it on the
City’s Zero Waste Committee and wanted to thank the City for providing bags and
cleanup around the area of the RV dwellers.
