1. Welcome & Review of Past Year
The Chair welcomed the Commissioners and discussed the many accomplishments the
Commission had made during the past year.
No Action Taken
2. Discussion of Core Responsibilities
The Commission discussed the core responsibilities of the Commission which includes the
following: The Human Services Resource Allocation Process (HSRAP) two-year funding
through a RFP process; Emerging Needs Fund (quarterly) review which assists nonprofits
serving Palo Alto residents; Federal HUD funding for the Community Development Grant
Block (CDBG) to help serve Palo Alto residents; and approve the new mediators for the
Palo Alto Mediation Program.

4. Development of Workplan for the Year
The HRC discussed various options for consideration of inclusion for their workplan for
the coming year and any other Commission related operational issues for the coming
year.
MOTION: Chair Smith moved, Seconded by Vice Chair Stinger
That the HRC will have the following focus areas in their workplan for the following
year.
1. Core responsibilities, - including CDBG, HSRAP, and the Emerging needs Fund.
2. Continued work on inclusion and belonging focusing on repair and healing:
• community conversations on race as referred by city council
• hate crime policies
3. Housing – Which will be referred to an ad hoc sub-committee of the HRC for
future focus
4. Public Health - Which we be referred to an ad hoc sub-committee for future focus
MOTION PASSED: 4-1 Regehr Abstain
E. Commissioner Savage asked if the Commission would discuss moving the HRC
meetings to 6:00pm instead of 7:00pm for these reasons: With an earlier time, the
meetings will end sooner, now that people are working from home initially the
time was given because people needed to get home and have dinner and since that
has been removed, they can think of a 6:00pm start time until they again meet in
person.
MOTION: Commission Savage moved; Chair Smith seconded to move the HRC
meetings to 6:00pm until the meetings begin again in person and then reassess.
