Even so, the state outpaced the nation in job growth during the past 12 months and job levels in November 2022 wereabove pre-pandemic levels. • The state unemployment rate ticked up to 4.1% in November, still low by historical standards. One continuing negative trend is that California’s labor force is almost 300,000 below pre-pandemic levels. • The number of residential building permits through October is above 2019 and 2021 levels, though still far below California’s new 6th cycle RHNA housing targets. • Air travel levels are also rising though still below pre-pandemic levels at two major state airports—SFO and LAX. • December 2022 brings continuing challenges and uncertainty to the global, national andstate economy with the Russian invasion of Ukraine, large increases in interest rates amidstcontinuing high inflation, and the ongoing Bay Area challenges of housing, transportationand competitiveness. • 2023 is likely to be a year of slow growth including a possible recession. The December UCLA forecast projected that a recession is possible though likely to be mild and short-lived with the state’s economy beginning to rebound as early as late 2023. For the last 40 plus years, the Palo Alto Community Fund (PACF) has financially supported the incredible nonprofits who do the work in our local area—Palo Alto, East Palo Alto and Menlo Park—to help uplift the vulnerable, bring educational opportunities to all, support families, and improve the lives of everyone in our community. Thanks to our many donors, this past spring we invested $1.7 million in 93 local nonprofits, including some larger impact grants, to address longer term solutions for housing security, mental health, hunger, affordable childcare, and education equity. We are raising money to invest another $1.7 million or more over the next year to help those in need in our area. It truly takes a village of nonprofits and donors to fill the often invisible gaps and provide services and programs for a community. Building Homes and Hope Funding Local Housing Solutions The California housing crisis seems overwhelming and often without a workable solution. However, local, targeted programs can make a difference to those who are housing insecure. Who are the people experiencing homelessness in our community? They are often familiar faces—the grocery cashier, a child whose parents are fighting to stay in the school district, the person sitting next to you in your place of worship. The 2022 Point in Time (PIT) Count and 2022 San Mateo County One Day Homeless Count and Survey recorded 274 individuals in Palo Alto, 169 individuals in East Palo Alto, and 56 individuals in Menlo Park who are facing homelessness. When we put numbers to the problem, solutions seem more plausible. PACF invests in local housing solutions Thanks to the generosity of our donors, in 2021 and 2022 Palo Alto Community Fund (PACF) proudly awarded grants totalling $560,000 to 14 local nonprofits working tirelessly everyday to help those who need shelter. Affordable Housing Factory in East Palo Alto United Hope Builders (UHB) is a new social enterprise aimed at addressing all three barriers to affordable housing in Northern California: cost of construction, availability of land, and political will. UHB was founded by Pastor Paul and Cheryl Bains and is a majority BIPOC managed entity. The Bains’ also co-founded WeHOPE, a leading provider of shelter and services to unhoused individuals in the Bay Area, and headquartered in East Palo Alto. UHB has received two larger Dave Mitchell Impact Grants from PACF, one in 2021 for $50,000 and another in 2022 for $75,000. Our grants helped fund a new East Palo Alto modular housing factory, which broke ground this past July, paving the way to create 100 high-quality, local jobs with profit sharing and produce 400 modular housing units a year. One of UHB’s most innovative and mission-critical strategies involves working with nontraditional landowners to address the challenge of securing workable, affordable locations for these modular single and multi-family homes. “I believe that none of us is as strong as all of us, and I truly believe that we’re better together than we are a part. I am so glad that we have this relationship with Palo Alto Community Fund because without them I think we would be further back than where we are.” - Pastor Paul Bains Homekey Palo Alto In August of 2022, LifeMoves, in partnership with the City of Palo Alto, was awarded $26.6 million in State funding to expand services for the unhoused in Palo Alto through an innovative transitional housing facility which includes wraparound services. PACF is honored to be a part of this journey with LifeMoves through a $100,000 Dave Mitchell Impact Grant. We committed this grant in December of 2021, pending State project approval, in support of the Homekey Palo Alto application for State Homekey funding. Located at 1237 San Antonio Road in Palo Alto near the Palo Alto Baylands, Homekey Palo Alto will provide a dignified transitional step for unhoused residents on the path to stable housing. LifeMoves will develop this interim housing shelter with 64 individual units and 24 family units—supported by comprehensive on-site services. The State grant award is a part of a California wide effort to sustain and rapidly expand housing for those currently unhoused or at risk of homelessness. Housing Insecurity Nonprofit Partners PACF is proud to partner with United Hope Builders, LifeMoves, and 12 other nonprofits working tirelessly everyday to help those who need shelter. Today the Census Bureau released national and state population estimates for July 1, 2022 California lost population between July 1, 2021 and July 1, 2022 as shown below but there are several interesting trends in the new data. The state had a decline of just over 100,000 residents last year after losing 350,000+ the previous year. One significant change that also brings positive news going forward is the rebound in netforeign immigration. Nationally net immigration (entrants minus leavers) topped 1 millionnearly triple the pandemic low of the previous year. Part of the national increase was in refugees from Afghanistan and Ukraine. It is likely that net immigration will continue to increase now with travel restrictions lifted though the pace will depend on policy. Natural increase grew in 2022 by a bit with small increases in births and declines in the number of deaths. Natural increase should increase more this year as COVID deaths have fallen dramatically since the early 2022 surge. Domestic migration was still strongly negative in 2022 though a bit less than the previous year. As of this morning the state DOF has not released their 2022 state and county populationestimates. Be cautiousof opening attachments and clicking on links. Bob Harrington invited me to my first Muni Fiber meeting in 2004. Bob is a visionary. He saw Muni Fiber as an natural City service. On the UAC I advocated for fiber. An opportunity came along in 2008, but it was so badly designed I was pleased when the financial crisis killed it off. A dozen years later a lot has changed. Gigabit internet is table stakes from Comcast and AT&T. Streaming is killing cable. Phone calls are all on the mobile network. Zoom is mission-critical service for many households. A strong single-play internet service makes sense. Yet the only thing that matters for a fiber service is “take rate”: how many people sign up in each district. 25% is break-even. The question is: “Can we win 25% of Palo Alto households with a City Fiber service?” Comcast will argue “You need at least Internet and Video”. AT&T will argue “You need Internet and mobile phone”. What can the City do? We haven’t seen a service or marketing plan, but the most important goal is to get as many households connected as fast as possible. Some ideas: free 10Mbps. Cheap 100Mbps. Pricing a “backup connectivity” tier so households with Comcast or AT&T add Muni as a failover service. I’d also light up a #PALOALTOFIBER# WiFi network alongside the fiber to promote the fiber service. I’m sure there are a dozen better ideas and we should try them all. I’d love to see the incumbents partner with us. We’ve tried and they’ve rebuffed every approach. Money in the Muni Fiber Fund can only be spent on fiber expansion. Whether we do it alone or with partners is just business terms and risk management. We owe a big “Thank You” to Jeff Hoel for attending every City meeting on fiber for the last 20 years and pushing for it to become a reality. Dear Mayor Burt and Council, I am not in favor of Palo Alto getting into the internet services provider business. I guess this means I favor Option 3 if it has to be one of the options. But I'd prefer if this expensive fantasy were just abandoned. My feeling is that AT&T and Comcast are way ahead of the curve on how to provide this service. I don't believe the city can compete. This is not an area of expertise for the city and is way too expensive. I am happy with my Comcast service, and it continues to get better all the time. If affordability for some is an issue, maybe some subsidies for needy families would make more sense. Please focus on making our electric grid more reliable, so we can phase out natural gas.
