I love the greenery in Palo Alto and the vibrancy of the two downtowns, but the rent is high and that makes life difficult, especially as a graduate student. I'm looking forward to seeing where the City will put the housing the state has mandated. I'm also happy to see the renter protections listed in the programs and policies, but how those programs will be achieved and in what exact timeframe is missing. Milestones and metrics allow the kind of transparency that would help keep us all aware of how hard the City is working to meet its goals. As a teacher in the city, I want to express how important it is for educators to be able to live in the town we teach in. And yet, often students see me around town only to later ask, “how can you afford to live here?” Indeed, I ask myself the same question, and my students get it: the majority of my fellow teachers drive a very long distance to come here, only to be burdened by the distance and the need to leave everyday. I support the building of more housing in this city so that more of us (indeed, all essential and nonessential workers) can live a reasonable distance (commutes, as I am sure you know, take out those precious hours from our lives and contribute significantly to climate change). But that is not enough: I urge action on renter protections, so that we can plan out our lives in this city and not think of living — and indeed working — elsewhere. How will these protections make their way into city policy? What is the framework you envision? Can we count on real action, given how neighboring cities have already taken a proactive approach? And is there a plan for BMR in this city, when other cities in the Bay Area have already a lot of these kinds of units? I wish you all the best in these important endeavors. I was a member of the HEWG but these are my personal additional suggestions: Building Affordable Housing over Parking Lots is one of the few opportunities for the city to directly create very low income rental units in Palo Alto. The city council passed a motion that said these needed to be 100% affordable but there is no minimum percentage in the housing element nor in the RFP the city is issuing. I understand that city staff was concerned that at the current density of 50 units per acre it would not pencil out as a self supported project and thus are considering adding other uses than below market housing. However, a goal of this project is to attract funds for affordable housing from non-profits, state and federal to complement our use of public lands and not doing so would be a huge missed opportunity that results in less overall below market housing in Palo Alto. Please add a minimum percentage of 100% or at least 75% below market housing to Program 1.4A, allow for higher density than 50 units per acre and require an outside funding component. For the Stanford property at 3300 El Camino, which will be upzoned to 60 units per acre for housing, please do not allow them to also build office on top of that higher density housing as this just erases any housing affordability gains for this project. Please do this by updating Program 1.5C. The GM & Rolm Zones near 101 and San Antonio are ideal sites for new housing because they are large and thus allow economies of scale while going higher has minimal impacts. They are also older buildings which are much more likely economically viable to tear down and rebuild. These sites are biking distance to Google and a bus route along San Antonio is likely given the large amount of housing already added by Mountain View and hopefully soon by Palo Alto. Almost all housing in Palo Alto comes from redevelopment and these sites are very suitable so please leave them in the housing element. Read on. Why is natural gas rising in price a LOT? The US exports huge amounts of natural gas asliquified natural gas, LNG. When you cool a gas, it will become a liquid and that is what we do to get LNG. This story talks about that: More U.S. LNG heads to Europe despite output constraints | Reuters One big export facility in the US, Freeport, had a fire in June, 2022, so our output is down.(our exports?). With some famous leaks in the Nord Stream pipeline under the Baltic recently, gas from Russia is limited in volume plus Russia is sticking it to the Europeans onnatural gas prices. The price is way up in Europe, that is stimulating our exports of LNG.,and Biden is letting that happen. Sky high gasoline prices, soaring food prices, soaring inflation, and a Federal Reserve that talks about slowing the rate hikes. Biden is letting the high price of natural gas in Europe generate huge exports of that itemfrom the US, as LNG, to Europe, and that is raising the price of natural gas to companies like PG&E. They will pass along that price hike to you, as high electricity rates, and gas rates, thiswinter. The report mentioned PG&E specifically. Biden should step in and limit the export of LNG to Europe or anywhere else so as to hold down the price utilities like PG&E are paying for natural gas. It should spark outrage in theAmerican people that market forces are going to cause a big jump in our utility rates this winter, and the market forces in question result from the games that Russia is playing withnatural gas prices in Europe. This Housing Element is based upon RHNA allocations generated by an MTC/ABAG Technical Committee composed of business and regional/state agency personnel during the year 2020 without active public participation. This Committee used their own model that generated housing needs based on an aggressive jobs growth model that focused on future jobs growth in already jobs-rich areas. You should not approve this Housing Element without publicly addressing five key questions: 1. In the EIR for Plan Bay Area 2050 done in 2017, the City has ruled that any reduction in job growth numbers during the eight years of a Housing Element could not be considered during the eight years of a Housing Element. This lack of of any review process in this eight-year period was confirmed by staff during the Housing Element meeting on November 10, 2022. Will you clearly state that all public input about a changing environment is welcome and important whenever it emerges? 2. The world has changed dramatically since the aggressive jobs growth numbers projection for Silicon Valley was made in 2020. Covid and war in the Ukraine has produced a slowdown in the economy; remote working has risen dramatically in Silicon Valley (from 6% of all workers to 40%); and many large SV tech companies have been announcing pronounced slowdowns in employment. All these changes point to a possible slowing in the rate of job growth in SV (especially in Super District #9 in northern Santa Clara Co) and the relationship between jobs and housing in Silicon Valley. Yet MTC/ABAG and HCD refuse to consider these dramatic changes which would impact the need for housing. What will you do to convince MTC/ABAG and HCD to consider these real changes? 3. The big gainers from concentrated jobs and housing growth in and around Palo Alto are big businesses and Stanford who gain housing for an expanding work force and the state who gains from their income and capital gains taxes. The losers will be local governments and residents who are responsible for paying the bulk of the billions of dollars necessary for affordable housing in the most expensive housing market in the country and the needed infrastructure. What can you do to get the state, Stanford and local businesses to pledge to pay a “fair share” of the added local costs? 4. Concentrated jobs and housing threatens families: San Francisco (along with the Borough of Manhattan and Washington DC) have the lowest ratios of 5-17 year-olds of any sizeable cities in the country. So far, Palo Alto’s ratio is twice as high. Also, the info tech revolution started in Silicon Valley (not in a concentrated big city) where mobility of people and ideas was high. Can you work to maintain family shares and mobility in Palo Alto? 5. De Tocqueville made the point that democracy in America was unique because it had its foundation in direct citizen participation in important local decisions. Why are you giving the state and businesses control over local decisions without effective local participation? Please think carefully about these questions before approving the Housing Element. Mayor Pat Burt is quoted in a local paper saying that the dinner music performances outdoorson California Avenue remind some people of The New Varsity, 456 University, perhaps in its heyday circa 1985, that spawned Windham Hill Records and featured legendary, world-renowned and still beloved figures such as Michael Hedges, Will Ackerman, and Tuck and Patti. On that tack, might I suggest: 1) negotiate with Chop Keenan about finding a tenant for 456 University that would raisemoney towards restoring the Varsity as a performance and gathering space -- not "creative office" leased to two multinationals -- perhaps offering him the right to build higher or moredensely at one of his other sites; 2) rename Florence Street near The Varsity as Michael Hedges Street (or "Saint Michael Hedges Alley" were we able to both change names and beatify). Mark Weisslocal music historian PS Randy Lutge has an archive on Youtube that includes roughly two dozen films of MichaelHedges at The Varsity, spanning nearly two hours.
