BEST!!To: Loran Harding <loran.harding@stanfordalumni.org> Sunday, November 20, 2022 To all- This is an oral history given by former Secret Service Agent Clint Hill at the National Law Enforcement Museum in Washington, D.C. It is two hours and seven minutes long and wasrecorded on Tuesday, October 23, 2018. Several interviews of Mr. Hill are available on the internet, but this is easily the best, most complete one I have seen. Well worth seeing: I purchased Mr. Hill's first book, "Mrs. Kennedy and Me", but have not yet read it. I wish that in some interview Mr. Hill would give us his thoughts about who was involvedin the assassination besides Oswald, if he thinks anyone was. Ruby said there were others besides Oswald. Jackie always thought that Lyndon was involved. Did he ever discuss thatwith her? His assignments included protecting Jackie and protecting Lyndon, and for years for both of them. She says "40 years later". Nellie CONNALLY on InnerVIEWS with Ernie Manouse - YouTube No emotion. She never mentions Lyndon, the CIA- skilled at arranging assassinations- Ruby, Carlos Marcello, Cuba, the big Texas Democratic party that felt that they had beenrobbed in LA in 1960. Closest she comes is to say that when her husband was Sec. of the Treasury, he had the Secret Service under that Department, and he had all of their files on theassassination brought over and he went over all of that. She and her husband discussed what was in those. Notice she says that Nixon appointed her husband Sect. of the Treasury. Nixontook office on Jan. 20, 1969, five years and two months after JFK was killed and after LBJs murderous time in office was over. This interview was done in 2003. You might have thoughtthat Democrat Lyndon would have appointed Connally to something. Lyndon didn't want a well-known Texan, and one well-known to him, in charge of the Secret Service, and a Texanto boot through which the bullet that hit JFK in the neck had passed. Nixon did put him in that post. How about the FBI reports? That was in the DOJ. So she thinks it happened the way theSecret Service concluded it happened, she is saying. No further speculation beyond that, which I find very interesting. No mention of Lyndon's Warren Commission. Is that not interesting? Lyndon was Vice President, who, riding two cars back, was first in line to be President if the President died, and so became President when JFK died, then ordered up a big report bypeople that he, Lyndon, chose, people who feared him. Not one word about any of that from Mrs. Connally. "We looked at the Secret Service reports". Is that not saying something aboutLyndon and his Warren Commission? I think it is. I'm not sure she even mentions Lyndon, and I find that very telling. And Lyndon only appointed his commission when the idea of theassassination being investigated in Texas by Texas officials wouldn't fly. "This is underTexas law", Lyndon told Joseph Alsop on the phone probably on Monday, Nov. 25, 1963. He evenhad the AG of Texas fly up to his home in D.C. on Sunday, Nov. 24, 1963 to discuss theinvestigation that he, Lyndon, thought would be done in Texas. I think that Mrs. Connally and her husband knew better than to speculate about Lyndon'spossible involvement in the assassination. Jackie always thought that Lyndon was involved. Bobby always thought that the Mafia was involved. I have always thought that both wereinvolved, along with the CIA, skilled at arranging assassinations. Also, the big Texas Democratic Party that created Lyndon. What a trick. You arrange for the President to be murdered, making you President. ThenYOU, appoint a commission consisting of people in Washington who know and fear you to investigate the assassination! You strong-arm the Chief Justice of the Supreme Court intoheading the commission, knowing that that will give great credibilty to the commission. That is why Lyndon did that. Warren felt that it would be hugely inappropriate for the sitting ChiefJustice to head such a thing, and came to tears in the Oval when brow-beaten by Lyndon into doing it. His argument: If people think the Russians were involved there could be a nuclearwar that would kill 40 million Americans, and so if you don't do this you could have the deaths of 40 million Americans on your conscience. It really is extraordinary, when you thinkabout it, for the Chief Justice of the United States, with all of his responsibilites there, to take on the chairmanship, for nearly a year, of some commission whose subject is totally unrelatedto the work of the court. Bay Area Economic Update—November 18— A Jobs Rebound in October, Several Layoffs Announced, Short-Term Slowdown but NOT the dot.com bust or 2008 Foreclosure Crisis The highlights: The Bay Area added 17,600 jobs in October after two months of slow growth. Unemployment rates ticked up slightly but the region’s UE rate in October was 2.6%. Both the region and state showed conflicting trends between the jobs survey (up) and the household survey with rising unemployment and a decline in the labor force. Housing permits for the first nine months of the year surpassed both 2021 and 2019 levels though still well below the region’s new RHNA targets. Total and per capita income rose sharply across the region and state according to BEA estimates released this week. From mywork on transportation infrastructure costs, the deferral of this work is repeatedly an issue as decisions are made on insufficient information. It also causes this effect where a series ofconservative assumptions lead to alternative designs that are rejected but which might actually be acceptable.3) The right turn ban onto Ely dates from a time when the traffic circle was planned to be at Mumford. Is it necessary now? Then, there was a concern with people traveling north on Alma who wanted to make a left turnusing neighborhood streets. Now, people who want to do that would have to make a difficultleft at Mumford and this is not an issue. While technically Ely can be a cut through for peopleturning right on Charleston, there is no reason to think this will be significantly worse than it istoday and perhaps even better if an extra lane is added so I would suggest not including this inthe design. 4) Can we look at an narrowing of road span? Do we need full 8 foot shoulders on both sidesof the road? 12 foot roads? 5) Again, what would have to happen to make the roundabout either single lane or feel more like a U-turn facility than how it is today? 6) It is my understanding that the property at the corner of Park and Charleston will need to beacquired because of driveway access issues. Can we redesign the bike/ped using this whole property? 7) And last but not least. I would add a few questions and comments. 1) In my comments, I reference the traffic study that I believe shows that the Alma/Charleston intersection will "fail" in the future even with a grade separation that leaves the intersection basically unchanged (aerial, hybrid, trench) because of the limited turningcapacity. From my review of the many other traffic data sets for the intersections, I believe this conclusion to be accurate, especially if induced traffic is included. As I noted, the trafficstudy noted there were no mitigations for this problem. Does the transportation department believe this is a reasonable conclusion? Or do they think that these types of grade separationswould result in a noticeable improvement in traffic over the medium-long term? 2) One idea I did have to mitigate the traffic issues at the intersection of Alma with Meadow/Charleston would be to change the intersection from a signalized one to aroundabout. Would that type of reconfiguration be necessary or helpful to deal with the issue? 3) The biking/ped infrastructure is being designed with minimal property acquisition. I did notice that in a separate analysis the property on Park on the north side is considered to be afull purchase (presumably because driveway access would be completely cut off). Is this case? If so, could this be used to improve the bike/ped infrastructure and limit the tight curvescurrently planned? 4) Would it be possible to continue a two-way bike/ped path on Charleston all the way to Carlson Ct where there is a light and people could either cross the street safely or continue onthe existing two way path that continues to the Waverly bike path? 5) I've heard a couple of people advocate for some type of bike LOS analysis for the different alternatives. I think this would be extremely helpful, especially if it was combined with a rankorder of the most important origin-destinations of people likely to use the crossing assuming that the other crossings at Meadow and Loma Verde were available. In fact, I think that itwould be useful to provide more / different information for all modes of transportation. It's not clear to me that the standard LOS captures many of the elements by which residents wouldjudge an intersection. I've attached a spreadsheet that starts to outline how this would be done. Please note: it doesn't include all turn movements or key travel patterns - this is not becausethese would not be available or don't matter but simply that I am trying to offer a suggestion as to what kind of analysis might be useful. 6) It would be very helpful to have the widths, heights, slopes of other bike infrastructure in the area for a comparison, including Cal Ave tunnel, San Antonio undercrossing, PermanenteCreek, Stevens Creek, Cal Ave Caltrain station. 7) I would just note that the Meadow designs were not ones that I put forward and require significant adjustments. I am traveling today so it is unlikely I will be able to join the call. As you may know, I proposed a modified underpass solution at Charleston and Meadow inresponse to concerns I had that the other alternatives would not be good long term solutions for those roads - in terms of both automobiles and cyclists. I felt they would leave in placewide intersections that would attract a lot of induced traffic once there was no train pre- emption, given the deficient turning movements available at other nearby crossings at SanAntonio Rd and Oregon Expressway. Already, there is a stretch between Alma and El Camino on Charleston where it is not possible to do traffic calming and bikes are traveling along cars driving very fast. Crossing theroad at Park and other unsignalized intersections is a challenge people biking, driving and walking - and will become even more difficult in the future. I also saw the opportunity forsome really wonderful improvements in the bike network, providing protected access to Mitchell Park and all the schools there for many people. The traffic study that was done confirmed my concerns - the trench, aerial and hybridsolutions are all predicted to result in a failing intersection where Charleston and Meadow meet Alma - and there is NOTHING that can be done to mitigate this. Roads that are like this provide limited gaps for bicyclists to cross the road, as well as createsafety issues when frustrated motorists do unsafe things, like run red lights. The proposed underpass would not be perfect - but would be a substantial improvement. I want to remind the committee that the main motivation for this entire effort is to improvetraffic circulation - and the other alternatives simply don't do that and may perversely makethe situation worse. I don't believe that the trench or the hybrid solution should be consideredviable alternatives. We need to find a way to design the underpass in a way that it is a good solution and not onlyacceptable to the bike and ped community but actively embraced. The current design process,however, is not helping. It is actively creating opposition to a project that I believe properlydesigned creates excellent bicycle facilities. There are a number of critical comments about the current underpass design, including fromme. I am concerned that the presentation of the proposal at PABAC meetings by theconsultants may have created a flurry of concern based upon the way in which it waspresented. A bike connection across Alma was shown as a series of 90 degree turns - which is not how itwould ever be designed - but committee members were never told this and obviouslyresponded quite negatively. In addition, the design uses a paired couplet of bike/ped paths on one side of Charleston andthe other on Meadow. In my concept, a broader rethinking of bike plan in area will limit thenumber of bicyclists on the wrong side of the road. There will still be some people who needto cross. On the Park blvd side, this would be done with well designed bike bridges overCharleston/Meadow. On the other side on Charleston, you would obviously use the signalizedcrossing at Carlson Ct. A protected bike lane could take bicyclists to this intersection. At the PABAC meeting, AECOM showed cyclists crossing in front of the roundabout - whichis something that is bizarre and unsafe. It was very upsetting to me to see this presented as myname is on this design - but it is not my design at all. In addition, I would raise a concern about a repeated concept in the staff report that many ofthe project requirements will be "fine tuned" in later design stages. This will be too late - the Frankenstein design that is resulting by maximizing lots of things that would obviously not bemaximized in a constrained situation like we have at those intersections generates obvious opposition, which is the opposite of the constructive framework we need. I did think the staff report did a good job of highlighting the conflicts between a number ofdifferent requirements. For example, thick bridge designs ("worst case") and excessively high bicycle clearances are in opposition to gentle grades. Unfortunately if we defer all thesedecisions to a later design phase, there won't be a later design phase because residents will (justifiably) have rejected the alternative. The 5 feet you gain through more norml bicycletunnel heights and railroad designs like those proposed by Michael Price means a really great bicycle profile vs the current one which is too steep and should be criticized In addition, artificial constraints on use of acquired property (including a property at thecorner of Park and Charleston that will need to be acquired because of loss of driveway access) limit the design of safe and attractive bicycle facilities. While today's study session opens up the possibility of council members doing a mini-designcharette, I think a better use of time is to consider a process that can produce the best possible version of the underpass, including looking at a larger area for changes to bicycle facilities toincorporate the new crossings that would exist. While the bicycle plan is being worked on separately, there is a need to consider a version where the underpasses are included. Thisneeds to be a more open and collaborative effort with residents, staff and appropriate outside consultants who specialize in bike facilities. There is also a need to reconsider the road designs. Currently they are done to maximizethroughput. Is it possible to reconceptualize the traffic circle as a U-turn facility, for example, as I had originally proposed? Again, though, this needs a different type of approach whichthinks about how to limit car traffic through that area to the amount that could be handled by such a facility instead of how we are doing this now. I know this has been very frustrating but it is difficult to design something that works for allmodes of travel that will stand the test of time. However, for those who live just a stone’s throw away, in East Palo Alto, it’s more like an International Bordercrossing with unspoken conditions of travel appearing to be specially designed for the vast majority of AfricanAmericans and Latino Americans who live in East Palo Alto. Fear of being pulled over The welcoming sign, for many represents’ a sign of fear as one East Palo Alto business owner, Elwyn Rainer ofRainers Service Station put it; “The majority of Hispanics and African Americans are afraid to travel over to PaloAlto in fear of being pulled over and searched for no reasons”. “Research has verified that people of color are more often stopped than whites” as reported in one study by theOffice of Justice Programs. In fact, Mr. Rainer describes himself as the “Poster Child” of what he perceives as racially motivated vehicle stopsby the Menlo Park and Palo Alto police departments based solely upon the color of his skin. In one of Mr. Rainer’s many vehicle stops the officer did state the reason why he was pulled over. The officerexplained, t was because as he put it, “your bumper went over the white pedestrian crossing line”. “It doesn’t matter what I’m being pulled over for I’m always asked; “Are you on probation, recently released fromjail all asked all in one breathe” as he put it. Questioning intensifies That’s when the line of questioning intensifies; “Do you mind if we search your vehicle”? He said, “It makes youafraid so I always consent out of fear”. Mr. Rainer admittedly said that he does have a “colorful past” and did not disclose what the past was. None-the- lesshe no longer travels over to Palo Alto. Many of the perceived unspoken travel requirements necessary before entering Palo Alto by East Palo Alto citizensinclude, functioning taillights, current registration, license, both plates, insurance, no strong odors and having the right tattoos of all things. Recent border crossing from East Palo Alto That was the experience of one recent border crossing detainment by the Palo Alto police department involving twoEast Palo Alto Latino citizens while traveling on University Ave. She relates, “They had stopped us because the car didn't have the front license plate; he first explained why he hadpulled us over but then right after he asked my boyfriend if he has ever been in trouble before. He asked how old were we and took down my information, within seconds he asked my boyfriend to step out the carand questioned him about his tattoos on both arms (his last name). After minutes of having him by the police car, the cop asked me to get out the car and asked me to empty out mypocket's and also he searched my boyfriend and the car. He had said it smelled like the illegal substance Marijuana, when he had searched the car he didn't find anything.After he was done he kept questioning both of us about where did we live and what we’re we doing in Palo Alto”. Just being stopped by the police under any circumstance can be nerve racking in itself. However, we believe thenature or line questions asked in these two cases in our opinion appears to be discriminatory and biased in naturewith the intent of targeting minorities and or the disenfranchised. Attempted explanation Not so! And in explaining the vehicle stop which occurred recently on University Ave, Palo Alto police Lieutenantnow Captain Zachary Perron states; “every vehicle stop is different. There are many reasons why an officer might request an occupant to get out of a vehicle during a detention; in fact,case law allows officers to do it on any stop". It would be irresponsible for me to speculate about why any officer would ask occupants to step out of a vehicle onany particular stop, since each stop is different.” However, “building better community relations” is still one of the primary concerns of law enforcement throughoutthe country. That is why every action by a law enforcement officer has a bearing on the relationship of the agency with thecommunity. Since most citizens come into contact with law enforcement officers at traffic stops, this becomes a critical elementfor law enforcement agencies in their overall public relations effort. "Traffic enforcement offers agencies a way to build bridges to the community, one traffic stop at a time”. As citedby the International Association of Chiefs of Police Disturbing questions remain Were disappointed but not surprised that captan Zachary Perron did not address the all important questions of; "haveyou ever been arrested or are you on probation" as the first questions asked in the two East Palo Alto vehicle stopexamples. We beleive the average citizen no matter what their ethnicity, would find these questions to be derogatory,inflammatory, offensive and discriminatory and in no way designed to build trust especially within minoritycommunities. Lastly, we strongly feel as suggested by the International Association of Chiefs of Police that: "The first words spoken by the officer may very well determine the tone of the encounter and even the eventual outcome" in building better community relationships especially among minorities”. It isunclear how the owner is “in accords with our parking regulations.” The vehicle has been parked on Tennessee Lane for more than 100 hours. This vehicle is unregistered, with no license plates, and is parked and driven on city streets andis often parked on the sidewalk. Several years ago, I was pulled over by a PAPD officer in front of my house because my current registration ‘sticker‘ was in my glove box, not on the plate. The officer told me atleast four times that he could tow my car because it did not have a current ‘sticker’ visible. The giant camper/RV has no license plates and obviously, no current stickers. I do have a few questions, since you asked. Is there a restriction on oversized vehicles and/orcommercial vehicles parking in residential neighborhoods? If so, what are the rules? How is the law enforced? The local neighbors have been quoting a code—-10.44.020, regarding thisissue. Does this code exist? What is the process for escalating requests of this nature? As members of the LWVUS we were part of a coalition which issued a statement to the COP27 Heads of Delegation on 10/12/2022. The coalition, led by Climate Action Network, urged the COP27 Heads of Delegation to show political leadership in this climate emergency. Further, the coalition urged governments to cooperate and act in solidarity for the people suffering from climate and interconnected crises to ensure that COP27 urgently raises ambition and provides scaled-up finance for implementation in line with equity and fair shares to ensure a climate-safe world for all. As US citizens we are represented by delegates and President Biden whose leadership was welcomed at the conference. "The United States is acting. Everyone has to act," Biden said. "It's a duty and responsibility of global leadership. Countries that are in a position to help should be supporting developing countries so they can make decisive climate decisions." He reiterated a 2021 pledge to provide $11.4 billion annually by 2024 to help developing countries transition to wind, solar and other renewable energy. That money, which is different from a loss and damage fund, was promised by wealthy nations under the 2015 Paris agreement. In 2021, Biden secured just $1 billion toward that goal from Congress. Biden noted that the new climate law in the United States would propel progress in batteries, hydrogen and other technology and would encourage “a cycle of innovation” that would reduce costs, improve performance and benefit the world. “We’re going to help make the transition to a low carbon future more affordable for everyone,” he said.
