Participating Remotely: Burt, Cormack, Filseth Absent: Action Items 1. Fiscal Year 2022 May 4 Budget Hearing Continuation. NO ACTION TAKEN 2. Infrastructure and Environment: Capital Improvement Program, Capital Fund Projects a. Capital Improvement Fund b. Cubberley Capital Improvement Plan. The Finance Committee took a break at 10:23 A.M. and returned at 10:30 A.M. MOTION: Council Member Filseth moved, seconded by Chair Cormack to recommend tentative approval of the projects in the Capital Improvement Fund and the Cubberley Capital Improvement Plan. AMENDMENT: Vice Mayor Burt moved, seconded by Chair Cormack to add Phase 4 of the Charleston/Arastradero Corridor Project in the Fiscal Year 2023 Budget. AMENDMENT PASSED: 2-1 Filseth no MOTION AS AMENDED: Council Member Filseth moved, seconded by Chair Cormack to: A. Recommend tentative approval of the projects in the Capital Improvement Fund and the Cubberley Capital Improvement Plan; and B. MOTION: Vice Mayor Burt moved, seconded by Council Member Filseth to recommend tentative approval of projects in the Infrastructure and Environment: Capital Improvement Program, Enterprise Fund Projects, and Internal Service Fund Projects. MOTION: Council Member Filseth moved, seconded by Vice Mayor Burt, to place in the parking lot both Police and Fire proposed budget adjustments ($2.9 million) not including the parking enforcement staffing; and to open a dialogue with the Palo Alto Unified School District on cost-sharing for mutual activities. INCORPORATED INTO THE MOTION WITH THE CONSENT OF THE MAKER AND SECONDER “…staffing and the animal control operations reimbursement” and adjusting the dollar amount from $2.9 million to $2.4 million. INCORPORATED INTO THE MOTION WITH THE CONSENT OF THE MAKER AND SECONDER “…recommend to Council to open a dialogue…” INCORPORATED INTO THE MOTION WITH THE CONSENT OF THE MAKER AND SECONDER “to tentatively approve the Staff recommendation except for the following items to be placed in the parking lot…” MOTION AS AMENDED: Council Member Filseth moved, seconded by Vice Mayor Burt, to tentatively approve the Staff recommendation except for the following items to be placed in the parking lot: Police and Fire proposed budget adjustments ($2.4 million) not including the parking enforcement staffing and the animal control operations reimbursement; and recommend to Council to open a dialogue with the Palo Alto Unified School District on cost-sharing for mutual activities.
