Present: Filseth (Chair), Fine, Holman arrived at 6:10 P.M., Tanaka Absent: Action Items 1. May 4th Budget Hearing Continuation. NO ACTION TAKEN At this time the Committee heard Agenda Item 7. 7. Special Revenue Funds, Operating Budget (pp. 97-114). a) Parking District, Operating Budget b) Stanford Development Agreement Fund, Operating Budget c) Other Special Revenue Funds, Operating Budget MOTION: Council Member Fine moved, seconded by Council Member Tanaka to tentatively approve the Special Revenue Funds Operating Budget, and to add to the parking lot for future discussion an increase in funding for the Transportation Management Association for a total amount of $480,000. MOTION FAILED: 2-2 Filseth, Holman no MOTION: Council Member Fine moved, seconded by Council Member Holman to tentatively approve the Special Revenue Funds Operating Budget, with the exception of the University Avenue Parking Permit Fund, which will be placed in the parking lot, and to make a priority the identification of potential revenue sources for additional funding for the Transportation Management Association. ACTION MINUTES Page 2 of 4 Finance Committee Action Minutes May 9, 2017 MOTION PASSED: 4-0 At this time, the Finance Committee heard Agenda Item 2. 2. Police, Operating Budget (pp. 327-342). MOTION: Council Member Tanaka moved, seconded by Council Member XX to tentatively approve the Police Operating Budget and to place in the parking lot department overtime budgets, the request for the addition of a Communications Manager and discussion of listing pension with unfunded liabilities. MOTION FAILED DUE TO THE LACK OF A SECOND MOTION: Council Member Fine moved, seconded by Council Member Holman to tentatively approve the Police Operating Budget and to place in the longer term parking lot discussion of overtime by department and the reporting of pension liability. MOTION PASSED: 3-1 Tanaka opposed 3. Office of Emergency Services, Operating Budget (pp. 295-303). Council Member Tanaka left the meeting at 8:52 P.M. MOTION: Council Member Holman moved, seconded by Chair Filseth to tentatively approve the Emergency Services Operating Budget, and add to the longer term parking lot discussion on the redundant power source as well as generalized cost recovery for daytime population increase. MOTION PASSED: 3-0 Tanaka absent 4. Fire, Operating Budget (pp. 229-242). MOTION: Council Member Holman moved, seconded by Council Member Fine to tentatively approve the Fire Operating Budget. AMENDMENT: Chair Filseth moved, seconded by XX to tentatively approve the Fire Operating Budget with the removal of $1 million from the budget to be placed in the parking lot. AMENDMENT FAILED DUE TO THE LACK OF THE SECOND ACTION MINUTES Page 3 of 4 Finance Committee Action Minutes May 9, 2017 INCORPORATED INTO THE MOTION WITH CONSENT OF THE MAKER AND SECONDER: to add to the Motion, “and place in the parking lot discussion of options to increase cost recovery for emergency medical services.” MOTION RESTATED: Council Member Holman moved, seconded by Council Member Fine to tentatively approve the Fire Operating Budget, and place in the longer term parking lot discussion of options to increase cost recovery for emergency services, both advanced life support and medical services. MOTION PASSED: 2-1 Filseth no, Tanaka absent The Committee took a break from 9:56 P.M. to 10:02 P.M. At this time the Committee heard Agenda Item 6. 6. Planning and Community Environment, Operating Budget (pp. 315-326). MOTION: Council Member Fine moved, seconded by Chair Filseth to tentatively approve the Planning and Community Environment Operating Budget. AMENDMENT: Council Member Holman moved, seconded by Council Member XX to place in the parking lot an additional Code Enforcement position. AMENDMENT FAILED DUE TO THE LACK OF A SECOND MOTION PASSED: 2-1 Holman no, Tanaka absent At this time the Committee heard Agenda Item 5. 5. Community Services (pp. 193-212). MOTION: Council Member Fine moved, seconded by Chair Filseth to tentatively approve the Community Services Operating Budget. AMENDMENT: Council Member Holman moved, seconded by Council Member XX to place in the parking lot HSRAP funding and special events staffing. AMENDMENT FAILED DUE TO THE LACK OF A SECOND ACTION MINUTES Page 4 of 4 Finance Committee Action Minutes May 9, 2017 INCORPORATED INTO THE MOTION WITH CONSENT OF THE MAKER AND SECONDER: to add to the parking lot $50,000 for YCS. MOTION RESTATED: Council Member Fine moved, seconded by Chair Filseth to tentatively approve the Community Services Operating Budget (Part A) and to add to the parking lot $50,000 for YCS (Part B). Motion split for purposes of voting. MOTION PART A PASSED: 2-1 Holman no, Tanaka absent MOTION PART B PASSED: 3-0 Tanaka absent Future Meetings and Agendas Adjournment: The meeting was adjourned at 11:07 P.M.
