ACTION MINUTES
Special Meeting
Tuesday, May 2, 2017
Chairperson Filseth called the meeting to order at 6:09 P.M. in the Council
Chambers, 250 Hamilton Avenue, Palo Alto, California.
Present: Filseth (Chair), Fine, Holman, Tanaka

1. FY 2018 Proposed Budget Overview . 6:00-7:00 PM

2. Council Appointed Officials and Council. 7:00-7:30 PM
a) City Attorney, Operating Budget
MOTION: Council Member Holman moved, seconded by Chair Filseth to tentatively approve the City Attorney Operating Budget.
SUBSTITUTE MOTION: Council Member Tanaka moved, seconded by
Council Member Fine to place the discussion of the City Attorney Operating
Budget in the parking lot and get clarification on whether the budget
allocation between in-house and outside counsel is correct based on a
comparative analysis with other cities.
SUBSTITUTE MOTION FAILED: 2-2 Filseth, Holman no
AMENDMENT: Council Member Tanaka moved, seconded by Council
Member Fine to add to the Motion “request Staff to use a half day’s work to
perform an analysis of the workload and budget allocations of in-house
versus outside counsel and to include comparables with other cities.”

MOTION AS AMENDED: Council Member Holman moved, seconded by
Chair Filseth to tentatively approve the City Attorney Operating Budget and
request Staff to use a half day’s work to perform an analysis of the workload
and budget allocations of in-house versus outside counsel and to include
comparables with other cities.
MOTION PASSED: 4-0
b) City Auditor, Operating Budget
MOTION: Council Member Holman moved, seconded by Chair Filseth to
tentatively approve the City Auditor Operating Budget with the addition of
$20,000 to perform a Code Enforcement Survey and assist with the
customization of the National Citizen Survey.
MOTION PASSED: 4-0
c) City Clerk, Operating Budget
MOTION: Chair Filseth moved, seconded by Council Member Holman to
tentatively approve the City Clerk Operating Budget.
MOTION PASSED: 4-0
d) City Council, Operating Budget
MOTION: Chair Filseth moved, seconded by Council Member Fine to
tentatively approve the City Council Operating Budget.
MOTION PASSED: 4-0
e) City Manager, Operating Budget
MOTION: Council Member Holman moved, seconded by Chair Filseth to
place the City Manager’s Operating Budget in the Parking Lot pending
clarification of the role of one of the two Assistant to the City Manager
positions.

3. Office of Sustainability, Operating Budget. 7:30-8:00 PM

MOTION: Council Member Fine moved, seconded by Council Member
Tanaka to tentatively approve the Office of Sustainability Operating Budget.
MOTION PASSED: 3-1 Holman no
4. Human Resources Department, Operating Budget. 8:00-9:00 PM
a) General Fund
b) General Liability Fund, Operating Budget
c) Employee Benefit Funds
i. General Benefits Fund, Operating Budget
ii. Workers Compensation Fund, Operating Budget
d) Retiree Benefit Fund
MOTION: Council Member Holman moved, seconded by Chair Filseth to
tentatively approve the Human Resources Budget and ask Staff to prepare
performance measures related to employee complaints and grievances.
AMENDMENT: Council Member Tanaka moved, seconded by Council
Member XX to prepare a comparative analysis with six nearby cities of the
ratio between Human Resources Staff and Full Time Equivalents in each
organization.

MOTION: Council Member Holman moved, seconded by Chair Filseth to
tentatively approve the Administrative Services Department Budget.
MOTION PASSED: 4-0
6. Non-Departmental, Operating Budget. 9:30-10:00 PM
MOTION: Council Member Holman moved, seconded by Council Member
Fine to place the Non-Departmental Budget in the Parking Lot.
