HomeMy WebLinkAbout2016-05-23 Finance Committee Summary MinutesSpecial Meeting Monday, May 23, 2016 Chairperson Filseth called the meeting to order at 11:17 A.M. in the Council Chambers, 250 Hamilton Avenue, Palo Alto, California. Present: Filseth (Chair), Holman, Schmid, Wolbach Absent: Oral Communications None. Action Items Fiscal Year 2017 Finance Committee Budget Wrap-Up. The Committee took a break from 1:25 P.M. to 2:01 P.M. MOTION: Council Member Schmid moved, seconded by Council Member Holman to: Approve the General Fund Balancing Model (with the proposed adjustments for the Tree Trimming 10 year cycle $170,000, two new RPPs $230,000, Planning & Transportation Contingency $500,000 and two position reductions) as well as the proposed amendment that includes a potential CIP reduction of $2 million to achieve a Budget Stabilization Reserve (BSR) transfer of $3.5 million which would put the BSR Reserve at 18.8 percent; and Staff return to the Finance Committee with an alternate scenario which will reduce the General Fund BSR draw to zero. AMENDMENT: Council Member Wolbach moved, seconded by Chair Filseth to change the two position reduction to a one position reduction. AMENDMENT FAILED: 2-2 Schmid, Holman no MOTION PASSED: 4-0 MOTION: Council Member Wolbach moved, seconded by Chair Filseth to refer the following list of areas of indecision for Council consideration for the 2017 Fiscal Year: Reduction of 1.0 position as opposed to current 2.0 recommended; and Reducing Sustainability Contingency value from $250,000 to $125,000; and Defer Fire Department Furniture, Fixtures and Equipment for one year; and Changes to the Planning and Transportation Contingency fund based on additional details regarding utilization of the $500,000; and Tree Trimming Services 7 or 15 year cycle options; and Reallocation of Downtown Parking Wayfinding funds to other initiatives with the goal to achieve General Fund savings; and Addition of an emerging needs Human Services Resource Allocation Process (HSRAP) fund in the amount of $50,000. MOTION PASSED: 4-0 MOTION: Council Member Wolbach moved, seconded by Council Member Holman to recommend the Council refer to Staff the following areas for future policy discussion to reduce the Fiscal Year 2018 General Fund Budget/enhance services: Review Fire sworn vs. non-sworn staffing for cost savings/enhanced services/increased revenue; and Identify options for increasing Human Services Resource Allocation Process (HSRAP) Funding in Fiscal Year 2018 including a potential increase to $667,000, reflecting a 2.5 percent CIP increase annually from Fiscal Year 2002 levels; and Follow-up on capturing costs associated with parking and traffic initiatives – revenues and expenses sustainability; and Refer to Policy and Services Committee a review of low-income rates for Municipal Fees; and A focus on reaching a sustainable budget with staffing cost escalators such as salary & benefits. MOTION PASSED: 4-0 MOTION: Chair Filseth, second by Council Member Wolbach to tentatively approve the remainder of the City Manager’s Proposed Budget. MOTION PASSED: 4-0 MOTION: Chair Filseth moved, seconded by Council Member Wolbach to tentatively approve Staff’s recommended re-appropriation of $21,722,552 as indicated in City Manager Report (CMR) Number 7018. MOTION PASSED: 4-0 2. Golf Course Reconfiguration Financial Report and Status Update on Contract and Permits. Council Member Holman left the meeting at 4:22 P.M. NO ACTION TAKEN Future Meetings and Agendas Lalo Perez, Chief Financial Officer, said the next meeting is June 7 which will include a follow up from this evening’s discussion. He reviewed the items scheduled for that meeting and said the list may change to accommodate the continued budget discussion. Council Member Schmid asked if the June 7 agenda will include the item regarding Commercial and Residential Impact Fees. Mr. Perez stated that item was moved to the June 21 meeting.
