My take on how to handle advocacy and collaboration for renters in Palo Alto. ---------- Forwarded message ---------- From: Liz Gardner <gardnerjaqua@gmail.com> Date: Friday, July 8, 2022 Subject: Collaboration Drives Palo Alto Tenant Protection To: "info@siliconvalleyathome.org" <info@siliconvalleyathome.org> Hello, One of the biggest pieces missing from Palo Alto’s renter protections is that landlords ask that the prospective tenant to produce three months of pay stubs proving income 3 times the asking rent and a bank statement that shows enough cash for three months rent plus security deposit in an account, a credit score of 700 and above. Even if a prospective tenant has the income to cover asking rent . Also Wall Street’s V Rents “accepts S8” yet a tenant must have all of the above to be considered. In an average substandard dwelling 2B/1B 800 sq ft with shared laundry abd no yard at 3000 a month the tenant has to show income of 100,000 a year in income. This in itself denies rental subsidies like S8 vouchers or social security or disability for the low-wage worker. Is Laura or PA City Council, PA forward or the PA Renters association aware of this major discriminatory practice. This in itself prevents freedoms to move within the city of Palo Alto and traps families to stay in overcrowded unlivable situations. Even when they’ve never been evicted. Too the links provided by the PARA for below market apartments are weak at best. Waitlists are closed via Alta Housing with no understanding of where if one can get on a waitlist where there name is on the list (what number). Links to dead end circular websites only creates more frustration and sandbags prospective good tenants from access to safe, quality rentals that are below market. I am sorely disappointed in the PARA’s lack of clear guidelines and direct resources that could help renters access good housing choices. It’s the cities responsibility to proved direct, clear ways that renters can get in a list, where they are on a list. Furthermore. Should PA continue to gaslight BMR tenants in this community yet be building housing in Redweod City, Mountain View ect, PA residents should be allowed to apply for that housing and thier kids should continue to attend PAUSD — based on the cities inadequate housing supply for BMR resident renters. Lastly it would be so great if City of PA, SVatHome, PA Forward, PARA and Alta, Mid Pen ect could hold a renters workshop at Mitchel Park to invite residentrenters to learn and get hooked into and clear access to the renters market here in Palo Alto. Liz Gardner On Friday, July 8, 2022, SVatHome <info@siliconvalleyathome.org> wrote: Challenge Grant Collaboration Drives Palo Alto Tenant Protection Proposals If five pending tenant-protection proposals become ordinances in Palo Alto, it will mark a triumphant culmination of a partnership between the City and SV@Home that started more than 36 months ago with a proposal for an innovative grant program sponsored by the Partnership for the Bay’s Future. The Challenge Grants for Protection and Preservation supports policy development by bringing local government and community partners to the same table to facilitate collaboration and drive the adoption of equitable ordinances and programs. The Palo Alto partnership was one of seven grants in the Bay Area. A vital piece of the Challenge Grant partnership was Palo Alto fellow, Lauren Bigelow, who was assigned to this effort. She is a mid-career fellow who worked full-time for two years to facilitate and drive the process. She assumed the tasks of: Implementing a robust community outreach and education process: Pulling together data outlining the triggers of housing instability; Collecting best practices on a menu of policy solutions and; Keeping the focus on racial and economic equity for renters in Palo Alto. The collaboration moved several policies forward and supported the formation of the Palo Alto Renters Association (PARA), a group of community members focused on renters' rights and increasing renters’ voices in the civic landscape. Throughout the grant period, both the fellows and the partners from all seven sites came together as a cohort to exchange insights and experiences. We believe the Challenge Grant program was a real breakthrough in Palo Alto because we sustained momentum behind the policy push and built trust between the City and community partners. The Partnership for the Bay's Future recently released a full review and evaluation of the program, including an assessment of the process for each of the seven sites. To learn more, see the evaluation of the program here. One of the goals of the Challenge Grant was to develop policy templates that could be shared with other jurisdictions around the region. In this spirit, SV@Home used the work from this grant to submit letters to most of the cities in Santa Clara County about anti- displacement and renter-protection policies to Affirmatively Further Fair Housing (AFFH) in their Housing Elements. You can view the letter here. SV@Home produced a Housing Action Coalition (HAC) event about tenant protections and its Challenge Grant work in Palo Alto last January. We have also been tracking the progress of the Challenge Grant program in San Jose, one of the partnerships focused on developing a Community Opportunity to Purchase Act (COPA) preservation program. This work for SV@Home and Palo Alto continues to move through the policymaking and adoption process, and it’s exciting to see the fruits of our collective efforts over the past many months. I view this as an untenable lifestyle. I have seen waste dumped down drains labeled “flows to bay.” Rules of behavior and occupation that apply to residents suddenly don’t seem to apply to “campers.” In nomway do Inassert every “car camper” is the same. Moreover, in the past couple of days, the Palo Alto Daily Post has covered the tragic death of a man “car camPing” in the adjacent City of Mountain View: This was a man “who died from blunt force injuries…at Shoreline Amphitheatre, where the city allows people to live in their RVs…the parking lot is owned by the city so that people who live in their RVs can stay there as part of a “safe parking” program. Up to 29 RVs are allowed to stay on the parking lot for 24 hours a day, as long as the people work woth social workers to get more stable housing.” That is a scary death and implies 100% supervision by Public Safety or Social Services is required. It sounds like more is required. There are numerous well documented news reports of negative circumstances related to various forms of “car camping.” Some would include tent encampments in this category of living on the streets. In Sacramento, which is not that far from here, a woman (Emma Roark) was raped and killed: “Suspect charged in ‘horrific’ killing of California woman found in tree in homeless encampment,” NBCnews.com, February 14, 2022, et al. If this sensational crime is scoffed at as “it would never happen here,” then why do some object to confirming identities and screening potential “car campers,” often stating that they are from (Palo Alto) or work here or the public has no right to be assured that they ARE Palo Altans or work here. - Why not confirm identities and circumstances? No, they aren’t all identical circumstances, but the subject must be addressed owing to a conflict with: Justifiable family neighborhood safety concerns, Safe Routes to School routes for elementary children, concerns about the potential from fire from those casually “camping” - they are NOT located in a campground or mobile home park, for example. At least Social Services is engaged with the above referenced location in Mountain View. If we don’t want to encourage ongoing issues/risks, then action to navigate persons promptly beyond “car camping” is a must. Palo Alto must balance Public Safety in our residential neighborhoods with requests to install “car camping.” At a minimum, I would think background screening would be necessary, in order to assist Palo Altans in great need and to avoid bringing felons or sex offenders in from outside this city - which place residents and businesses at likely risk. In addition, Social Services screening creates a foundation of identity and guidance to utilize available necessary services (whether employment, disability, mental health, medical, housing, substance abuse disorder, etc.) If persons object to identification, screening, utilizing appropriate offered public and charitable services, when do the rights of local residents and businesses enter into the discussion? Some Faith organizations feel a need to support those experiencing homelessness. It is admirable and understandable that these organizations support their members in need, including with housing access and support. By contrast, I do NOT agree with inviting unknown persons from outside this city to “car camp” on such properties. There is quite a difference, and doing this without meaningful oversight places city residents and businesses at potential risk. My children attended a liberal religious-affiliated school for part of their elementary years (not in this city). Each year at Thanksgiving they did a project to decorate placemats and write inspiring messages, and these were taken by adults associated with the faith organization to those incarcerated (can’t recall now which facility). This was one example of a suitable way to support those in difficulty and have them know they are acknowledged. These persons, upon exit from incarceration, were not brought to the faith organization’s property to reside. To be clear, I do not equate those experiencing homeless with ex-incarcerated, though the populations are known to overlap to some extent, in some places, so this may be mentioned. I am concerned with effective support to those who wish to do/are “car camping” in order to get them past this untenable lifestyle. This is best accomplished by obtaining services at Palo Alto’s Opportunity Center or other equivalent Social Services, not by being invited into random residential neighborhoods away from services, including away from Public Safety. When I lived in an inexpensive apartment years ago in a city with a very low cost of living (Stockton, CA, which is only 1 hour, 15 minutes’ drive from here), I discovered the adjacent apartment complex was where a large number of Hmong refugees had been placed. Quite a few lived in each apartment. These were not easy circumstances in any way for them. They were a very highly challenged group of people (language, culture, occupation, etc.) and Social Services determined they would do best in an agricultural setting. Many live in California’s Central Valley. These Hmong refugees did NOT “car camp.” Some experiencing housing challenges are moving to areas with much lower cost of living. This may make sense for some who “car camp,” as it is truly not a tenable lifestyle. When Bissen bought her house in Concord in 2010, she was shocked to see language in the property documents that said the home could not be owned or occupied by anyone who was not of the Caucasian race. (Anda Chu/Bay Area News Group) Under a new state law, counties must now work to purge their property records of decades-old racist language that once banned people of color from buying homes in neighborhoods across California. Starting July 1, the law also requires real estate agents and services to notify homebuyers if any such bans — called racially restrictive covenants — are known to be tied to a property and to help redact the unlawful rules. While the covenants were deemed unenforceable by the U.S. Supreme Court in 1948, racial justice advocates say removing the racist language is necessary to confront the region’s painful history of discrimination. “This law brings awareness to the fact that the covenants are not only our legacy but that their remnants are still in practice,” said Tomiquia Moss, founder of the Bay Area advocacy group All Home, which pushed for the bill’s passage last year. In the first half of the 20th century, it was common practice for developers and homeowners’ associations throughout the country to include covenants in deeds and other property records to bar specific races and groups of people from moving into certain homes. In the Bay Area, restrictive covenants remain on the books in neighborhoods from the Oakland Hills to Redwood City and beyond. Some property records include language such as “no person of any race other than the Caucasian or white race” may use or occupy the property, with the exception of “domestic servants of a different race domiciled with an owner or tenant.” Other covenants from that era specifically prohibit residents of “African, Mongolian or Japanese” descent. Restrictive covenants — along with discriminatory zoning laws and other practices — contributed to the lasting wealth gap between Whites and people of color, experts say. As minority families were excluded from the housing market, they were often prevented from moving to areas with more resources and from building equity in their homes, a stepping stone to wealth that can be passed down over generations. “Racial residential segregation in the Bay Area is not natural or simply a matter of individual preferences and actions,” states a 2019 report by UC Berkeley’s Othering and Belonging Institute. “Today’s patterns are partially the result of a wide range of coordinated tactics used to perpetuate racial exclusion prior to the enactment of state and federal fair housing legislation.” In 2000, California set up a process for homeowners to strike racist language from property records. The state’s new law, Assembly Bill 1466, now allows anyone, even those who don’t own or live in properties with racial covenants, to file a form requesting county officials redact the language. The law also requires real estate agents, title companies and escrow services to alert a homebuyer if they’re aware restrictive covenants are attached to a property. Ramesh Rao, a real estate agent in the South Bay, said the new rules shouldn’t be difficult to accommodate. “We already give a number of advisories to sellers and buyers in any transaction, and we’ll be adding one more advisory to that effect,” Rao said. To comply with the law, county recorder’s offices across the Bay Area are setting up programs to identify and redact covenants from their millions of property records dating back to the 1800s. Matt Yankee, chief of the Alameda County Clerk-Recorder’s Office, said his staff plans to use special software to help digitize, review and remove racial covenants from the majority of recorded county property records within five years, and manually go through the remaining older documents that can’t be read by a computer. The agency also aims to allow residents to alert officials to racist language through its public records portal. “We hope to have some kind of ‘report this document’ button,” Yankee said. “We want to know right away to take immediate action.” But Stephen Menendian, a researcher with the Othering and Belonging Institute, worries that redacting the language from property records could hinder efforts to study and map restrictive covenants in the state. The University of Washington found more than 20,000 properties in the Seattle area with racial covenants, the Seattle Times reported in 2019. “This is going to make it so much harder to know the extent of racial covenants in California,” Menendian said. Yankee said redacted records will still be identified by a cover page noting a covenant has been removed. Original copies can also be accessed by a public records request, according to the text of the bill. If you consider that the library is sometimes open as early as 10 AM and at other times open until as late as 9 PM there are 385 possible hours for our five branches. Yet we are open only 149 cumulative hours. That is the equivalent of being open three days a week and closed four days a week, closed more than open. Science with a Twist is an after-school program that provides children with opportunities to explore science in a more relaxed and fun environment than in-class school lessons (which have specific learning goals tied to California State Content Standards). It was launched about 15 years ago to provide Palo Alto school children with educational and fun science learning opportunities after school and to provide parents with childcare options. The program is best suited for students in the 1st – 3rd grades, which makes up the majority of our students most of the year. At the program sponsored for the Boys and Girls Club of the Peninsula this winter and spring, we worked with students in 1st and 2nd grades. Why did you team up with the Boys and Girls Club of the Peninsula on this program? We have brought after-school programming to the Boys and Girls Club of the Peninsula (BGCP) several different times over the past 12 years. When one of our Friends’ Board Members, who also has close ties to the organization, presented the opportunity to bring science to BGCP students again, it was an easy “yes!” Another Friends’ Board Member connected us with the Rotary Club of Palo Alto, which generously sponsored Science with a Twist as a pilot program for BGCP students. Providing science learning to BGCP students is integral to our mission of engaging a child’s curiosity in science and nature, and staff and students at BGCP have always been wonderful to work with. JMZ Director of Education, Alex Hamilton, showcases a scorpion to a group of BCGP learners. What do children learn through the program? Children learn about a wide range of topics, such as Locomotion, Illusions & Special Effects and the Science of Toys in year one; Amusement Park Physics, Electricity & Magnetism and Wonders of the Human in year two; and Amazing Architects, Geology and Dinosaurs and Energy Explorations in year three. These are just a few examples of topics; it is a very robust program! Some lessons touch on concepts children may have been exposed to in school, but this program gives them the freedom to dive in a little deeper to certain aspects of a topic that particularly interest them. For example, during our Castles and Catapults program in year two, we sometimes have kids who want to get lost in the physics of building the best catapult and testing its launching power, so we let them take an extra day to perfect and test their structure. Others—the kids who are obsessed with castles, castle lore, knights and kings, and stories of the Round Table—want to create the best mini castle and include all of the necessary rooms and components. So, we let them spend an extra day perfecting their medieval structures. Kids get to move at their own pace (within reason), and it’s a great mechanism for keeping all students engaged with low levels of frustration. This Spring, we planned to provide BGCP students with Illusions & Special Effects, the Science of Toys and Slime, Ooze and Mysterious Concoctions, but we soon realized that the kids really wanted animal programs. We pivoted to start with four lessons learning about our vertebrate and invertebrate Zoo residents, and added an additional two lessons that involved the students making enrichment toys for the animals. I quit when it became apparent that the survey is not an honest attempt to measure opinion, but rather is designed to skew responses to get the desired outcome. Please don't make any decisions based on this "survey". Garbage in, garbage out. A waste of money. Nowhere was there an option "I'm very happy with my current internet provider, and I intend to continue with them". I have fiber service from Sonic. Sonic provides service over AT&T fiber. It would be better if Sonic had their own fiber, but that is unlikely to happen since the AT&T fiber is already there. This brings up another reason Palo Alto should not get into fiber to the home. AT&T has brought fiber to some neighborhoods in Palo Alto, and seems to be expanding service. They could expand faster if they saw the need. There is no reason to have two sets of fiber going to all neighborhoods. In other words, Palo Alto is late to the game. Palo Alto should instead concentrate on doing things that only they can do. For example, finally make some actual decisions about building grade separations at Caltrain crossings, and get construction underway. Our neighboring cities have plans, and will probably get funding long before Palo Alto stops dithering. Palo Alto continues to charge fees that favor the larger water user. 20th century water users in Palo Alto paid incrementally based on the actual units used. 3 units of water per month was the lowest fee. 10 or 12 units per month was the next level. Thereafter the charges went up for every 10 or 20 units. The largest users, who often lived in the Palo Alto hills, required enormous amounts of water per household to be electrically pumped uphill. These users of 30, 50, or more units per month during the droughts of the 1980's and 1990's had shockingly high bills. With the backing of the PA Fire Department and City Council these large users' complaints were heard and acted upon. Thereafter, water would be cheap and fees would be added to all users regardless of usage or home size or whether gravity fed or electrically pumped. Significantly large users' bills went down and small users bills went up. I feel that a $50 deposit is a stronger indication of interest, and should be positioned/promoted as such: “To DEMONSTRATE that you are interested in a fiber/Internet service, submit a deposit. To inform our decision making, please also take our survey….” In addition, every day/week the running total of deposits that have submitted should be published on the Fiber website, so we can all see how that is going, similar to the “goal thermometers” often used to incentivize a community (see image below) The “Make a Deposit” program should be touted/featured in the weekly "Notice for City Council Meetings' Agendas and Reports” email and the “Weekly City Manager Blog” Another very direct way for Council to gauge voter interest would be to put an “advisory question” on the November election ballot, something to the effect of: “Should Council proceed to create a fiber/Internet service utility for residences and businesses in Palo Alto?” The section of the survey where the participant is asked to chose between 10 combinations of potential services is quite poorly done (in my opinion), for example, when asked for a preference between X Mbps fiber/Internet service from Palo Alto versus X Mbps from Comcast (for the same value of “X”), the context/explanation is not provided that the speed of the Palo Alto service would be symmetric (same speed up and down), and that a cable Internet service (from Comcast) might be X Mbps down, but will never be more than ~25 Mbps up, and this huge difference is not at all apparent in the current survey. In Manhattan they had a serious cockroach problem that they couldn't get ahead of and had to regularly fumigate their buildings. I see cockroaches becoming a problem in Palo Alto. I've noticed them around my house and have put out traps and poison. I've also noticed masses of them behind Molly Stone. Those serving with you on the Steering Committee include individuals who regularly appear before Palo Alto’s City Council advocating for approval for cell tower installations (Verizon attorney Maureen Cruzen, for example). The Steering Committee also includes individuals whose job it is to lobby on behalf of the telecom industry (for example, Scott Longhurst, President of the California Wireless Association, a telecom industry group). Since you joined it, the Wireless Communications Initiative has filed amicus briefs supporting Verizon when residents have appealed City Staff’s approval of Verizon cell towers. To us at United Neighbors, your serving on an industry-funded committee that has business before—and indeed lobbies—the City of Palo Alto is inappropriate and has, at the very least, the appearance of a conflict of interest. But setting that aside, we residents would also like the opportunity to meet with you every six weeks, as the telecom industry members of the JVSV Wireless Communications Initiative’s Steering Committee do, to discuss Palo Alto’s wireless policy. Like them, we would like to have a friend on City Staff who will listen to our concerns and help us with our agenda.
