Call to Order
Roll Call: Chair Randy Popp, Vice Chair Robert Gooyer, Board Members Alexander Lew, Kyu Kim

Oral Communications: Members of the public may speak to any item not on the agenda; three
minutes per speaker. The Architectural Review Board reserves the right to limit oral communications
period to 15 minutes.
One member began speaking but it was determined the item she was speaking to was on the agenda.
Agenda Changes, Additions and Deletions: The agenda may have additional items added to it up
until 72 hours prior to meeting time.
Minutes Approval: None.
CONSENT CALENDAR:
1. 200 Arboretum Road [14PLN-00436]: Request by Mark Miller, on behalf of the Board of
Trustees to the Leland Stanford Junior University, for Minor Architectural Review to allow for the
replacement of existing doors and glazing at all four entrances for Nordstrom in the Stanford
Shopping Center, located in the Community Commercial (CC) zoning district. Environmental
Assessment: Exempt from the provisions of the California Environmental Quality Act (CEQA) per
CEQA Section 15301. Zone District: CC
Architectural Review Board Action: Boardmember Lew moved, seconded by Vice Chair
Gooyer, to approve the item on consent calendar. Approved 4-0-0-0.
STUDY SESSION ITEMS:
2. 180 El Camino Real [15PLN-00040]: Request by Eric Allen of SPG Center, LLC, on behalf of
the Board of Trustees to the Leland Stanford Junior University, for a Study Session for a Master
Tenant Sign Program and Tenant Facade Design Criteria for the Stanford Shopping Center,
located in the Community Commercial (CC) zoning district.

Architectural Review Board Action: The ARB conducted the study session. No action is
taken at a study session.
3. 1451 Middlefield Road - Junior Museum and Zoo: Study session prior to application for
Architectural Review, to learn about the Junior Museum and Zoo revitalization project on the site
located adjacent to Rinconada Park. The proposed concept includes the demolition of the existing
9,000 square foot museum building, construction of an 18,400 square foot museum and
education building, and improvements to the zoo support building, outdoor zoo area, entrance
plaza and site perimeter. Zone District: Public Facilities (PF) District.
Public Speakers:
Jean Libby noted her experience with the zoo and junior museum and noted she had questions
about the parking facility, what would happen during construction, how the money would be
raised, and a comment about the staff report regarding history, noting Palo Alto is an innovative
city.
John Adams stated he has concerns about the building height and precedent of the new building,
about a 15% increased demand for parking, and about the size of the facility, noting Palo Alto
needs more sky views.
Architectural Review Board Action: The ARB conducted the study session. No action is
taken at a study session.
Board/Staff Announcements, Updates, Reports, and Comments: Members of the public may not
speak to the item(s).
Staff noted the ARB Awards effort kickoff would be coming to the board at the next meeting. The chair
requested an update on the 429 Appeal and ARB representation. Staff noted it would be good for a
representative to attend the April 6, 2015 Council meeting, when the appeal will appear on consent.

SUBCOMMITTEE ITEMS:
4. 195 Page Mill Road/2865 Park Boulevard: Review of revised paint colors proposed for a
previously approved mixed-use building.
The ARB subcommittee reviewed the alternate integral color options from Dunne Edwards intended
for the EIFS material: a yellow (Almond Cookie), blue (China Clay), and rust (Cinnabar), as well as a
grey (Storm Cloud) under review for building base material. The subcommittee did not approve the
alternate colors, but continued its review to a follow-up meeting, to allow the project architect to
resolve issues encountered with a new manufacturer.
5. 3421 and 3431 Hillview Avenue (14PLN-00086): Request by Bob Giannini on behalf of the
Board of Trustees of the Leland Stanford Junior University for review of plans addressing the
following conditions of approval: 1) reevaluate location of emergency generator, 2) reevaluate
northern elevation of the proposed HTG building and western elevation of the CSG building, 3)
relocation of the HTG accessible parking away from the main entrance driveway.
The ARB subcommittee accepted the revised plans. The applicant decided the generator was no
longer needed, so it was eliminated from the project. Since the north elevation of the proposed HTG
building is visible from the soccer field, the applicant will turn in revised landscape plans that add two
types of trees along this elevation, to further break up the massing. The west elevation of the CSG

building is partially screened by the existing parking garage. The applicant will add large canopy
trees to further break up the height. The ARB is satisfied that the applicant explored other options,
but this is the only location that meets all Code criteria, such as being placed near the main
entrance. Therefore, the ADA parking will remain in generally the same location. The applicant will
work to see if the finger island, adjacent to the main drive, can be increased by approximately 5 feet.
