Thursday, November 6, 2014, Meeting 8:30 AM, Council Chambers Call to Order Roll Call: Chair Lee Lippert, Vice-chair Randy Popp, Board Members Alexander Lew, Clare Malone Prichard, Robert Gooyer. Staff: Amy French, Chief Planning Official; Russ Reich, Senior Planner; Diana Tamale, Administrative Associate III; Christy Fong, Planner; Rebecca Atkinson, Planner Oral Communications: Members of the public may speak to any item not on the agenda; three minutes per speaker. The Architectural Review Board reserves the right to limit oral communications period to 15 minutes. None. Agenda Changes, Additions and Deletions: The agenda may have additional items added to it up until 72 hours prior to meeting time. Item #3 [1050 Page Mill Road] has been postponed to November 20, 2014 as noted in the agenda. There was a changed in the subcommittee today. Minutes Approval: None. Public Hearing Continued Business (from 10/16): 1. 180 El Camino Real [14PLN-00247]: Request by Simon Property Group, Inc. on behalf of the Board of Trustees to the Leland Stanford Junior University for Architectural Review of Phase III of the Stanford Shopping Center redevelopment, including four new retail buildings in the location of the former Bloomingdales. The four new retail buildings have gross floor area of 131,105 square feet and net floor area of 119,799 square feet. The project includes associated site improvements and a redesign of the center’s entrance drive from El Camino Real. Zone: Community Commercial (CC). Environmental Assessment: Exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Sections 15302 and 15304. RECOMMENDATION Staff recommended that the Architectural Review Board (ARB) recommend the Director of Planning and Community Environment approve the proposed project, based upon the Architectural Review and Context Based Design findings (Attachment A) and subject to the Conditions of Approval (Attachment B). No public comment. ARCHITECTURAL REVIEW BOARD MINUTES City of Palo Alto Page 2 Architectural Review Board Action: Vice Chair Popp moved seconded by Board Member Gooyer to approve the project as presented by the staff conditions approval and items to return to subcommittee as noted in the staff report, the bike parking review shall come within four months, and bike parking shall be visible. Vote: Approval, 3-1-0-1 (Lippert voted ‘no’ and Malone Prichard recused) New Business: 2. 430 Forest Ave [14PLN-00314]: Request by David Solnick, on behalf of Sageleaf Forest LLC, for Preliminary Architectural Review of a 13 unit multiple-family development proposed to replace an existing commercial building (AAA Office), and including a 2-story townhouse building containing two condominium units, and a 3-story building containing two condominium units and ten rental units, on a 0.52 acre site located in the RM-40 zone district. RECOMMENDATION Staff requests the Architectural Review Board (ARB) conduct a preliminary review of the conceptual project plans, receive public testimony and provide comments on the design to staff and the applicant. No formal action may be taken at a preliminary review; comments made at a preliminary review are not binding on the City or the applicant.   Public Comments:    Michael Egbert, noted he is concerned about the daylight plane, noise, and privacy.    Vinh Dieni, also spoke regarding the daylight plane, noise and privacy.    As a preliminary item, no action was taken.    3. 1050 Page Mill Road [14PLN-00074]: Request by Allison Koo, 1050 Page Mill Road Property, LLC, on behalf of the Board of Trustees of the Leland Stanford Junior University, for a Community Scoping Meeting to take verbal comments regarding the scope and content of the Draft EIR. The proposed discretionary Architectural Review application is for the demolition of existing structures and construction of up to 287,000 sf of office in four buildings in the RP (Research Park) zoning district. This item is postponed to the November 20, 2014 ARB hearing. Study Session: 4. 450 Bryant Street (Avenidas) [14PLN-00342]: Presentation of site constraints and concepts for a substantial interior remodel and new 5,000 square foot addition to an existing City-owned building currently leased to the Avenidas Senior Center. Zone: Public Facilities (PF). Environmental Assessment: No action will be taken on the project and a study session is exempt from the provisions of the California Environmental Quality Act (CEQA). No public comment. As a study session item, no action was taken. Board/Staff Announcements, Updates, Reports, and Comments: Members of the public may not speak to the item(s). City of Palo Alto Page 3 Adjournment Subcommittee Members: Randy Popp and Lee Lippert SUBCOMMITTEE: 5. 1031 Colorado Avenue [14PLN-00262]: Request by Palo Alto Housing Corp for a minor Architectural Review for site improvements that include facade renovations for an existing seven- building multi-family development, landscaping changes, and other minor site improvements in the RM-15 zoning district. Environmental Assessment: Exempt from the provisions of the California Environmental Quality Act per section 15301. The Subcommittee accepted changes with added conditions that the details of the PV panels and fence return for review by Subcommittee. 6. 2500 El Camino Real [13PLN-00469]: Request by Stanford Real Estate for Subcommittee Review of a proposed changes (color and materials) to a previously approved four-story mixed use project with 70 below market rate residential units and approximately 7,000 square feet of commercial space. Zone: CS (AS1). Environmental Assessment: In accordance with the California Environmental Quality Act, an Environmental Impact Report was prepared and certified for this project on May 5, 2005.
