Thursday, May 15, 2014, Meeting 8:30 AM, Council Chambers Call to Order Roll Call: Chair Lee Lippert, Vice-chair Randy Popp, Board Members Alexander Lew, Clare Malone Prichard, Robert Gooyer. The Architectural Review Board reserves the right to limit oral communications period to 15 minutes. None. Minutes Approval: March 20, 2014 Architectural Review Board Action: Vice Chair Popp moved seconded by Board Member Gooyer to approve the minutes as amended by the Board. Vote: Approval, 5-0-0-0 Consent Calendar: 1. 600 East Meadow Drive [14PLN-00078]: Request by Peter Jenson on behalf of the City of Palo Alto for Architectural Review of the Magical Bridge playground project located at the southern end of Mitchell Park. Zone District: Public Facilities (PF). Environmental Assessment: A Mitigated Negative Declaration has been prepared in accordance with the California Environmental Quality Act (CEQA). This item was continued from the regular meeting of May 15, 2014. BACKGROUND The project was reviewed at the ARB’s April 17th hearing (Staff report - http://www.cityofpaloalto.org/civicax/filebank/blobdload.aspx?BlobID=39932). At this hearing, the Board recommended approval of the project with the caveat that the following items be returned to the full ARB on consent calendar with additional details: 1. Change the header board from redwood to a longer lasting material 2. Provide a photometric study for the proposed lighting 3. Provided details on all proposed signs 4. Revise the playhouse elevations ARCHITECTURAL REVIEW BOARD MINUTES City of Palo Alto Page 2 Architectural Review Board Action: Vice Chair Popp moved seconded by Board Member Lew to approve the project as presented by staff. Vote: Approval, 5-0-0-0 Public Hearing: Minor Reviews: 2. 1213 Newell Road [14PLN-00142]: Request by the City of Palo Alto Public Works Department for Architectural Review of signage, including requests for Sign Exceptions, for placement at the Main Library and Art Center facilities located in the Public Facilities (PF) zone district. Environmental Assessment: Exempt from the California Environmental Quality Act per section 15301 Existing Facilities. RECOMMENDATION Staff recommended the Architectural Review Board (ARB) recommend approval of the proposed project to the Director of Planning and Community Environment (Director), based upon the ARB Approval Findings in Attachment A and Sign Exception Findings in Attachment B, and subject to Conditions of Approval (Attachment C). No public comment. Architectural Review Board Action: Vice Chair Popp moved seconded by Board Member Gooyer to approve the project with a condition that the monument sign orientation come back for staff level review to make sure the sign is according to the color standard. Vote: Approval, 5-0-0-0 3. 4146 El Camino Real [14PLN-00099]: Request by The Hayes Group, on behalf of Su Chen Juan and Chung Chiun Jan, for a Preliminary Architectural Review of a new three-story multi- family residential condominium building with one level of below grade parking. Zone District: RM- 15. Environmental Assessment: Preliminary Architectural Reviews are exempt from review under the California Environmental Quality Act. RECOMMENDATION The Architectural Review Board (ARB) is requested to conduct a Preliminary Review of the project’s architectural concepts. No formal action may be taken at a preliminary review; comments made at a preliminary review are not binding on the City or the applicant. Public Comments: Jeffery Eustis, spoke that he feels the applicant should prepare a detailed visual impact study of the project with particular reference to Barron Square. Ruth Lowy, spoke that project is too big for the area (Barron Square). As a preliminary item, no action is taken. 4. 250 Hamilton Avenue [14PLN-00053]: Request by Philip Ciralsky of the City of Palo Alto Department of Public Works for board level Architectural Review of a Master Sign Program with Sign Exceptions to allow the installation of way finding signage at City Hall. Zone District: Public Facilities (PF). Environmental Assessment: Exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Section 15311.
