The Architectural Review Board reserves the right to limit oral communications period to 15 minutes. None. Minutes Approval: March 20, 2014 The approval of March 20, 2014 minutes were continued to May 15, 2014 meeting. Consent Calendar: 1. 600 East Meadow Drive [14PLN-00078]: Request by Peter Jenson on behalf of the City of Palo Alto for Architectural Review of the Magical Bridge playground project located at the southern end of Mitchell Park. Zone District: Public Facilities (PF). Environmental Assessment: A Mitigated Negative Declaration has been prepared in accordance with the California Environmental Quality Act (CEQA). This item is continued to the regular meeting of May 15, 2014. Public Hearing: Minor Reviews: 2. 101 Lytton Avenue [14PLN- 00083]: Request by Lytton Gateway LLC for Architectural Review of a Master Sign Program with Sign Exceptions to allow the installation of four projecting signs. Zone District: Planned Community (PC 5158). Environmental Assessment: Exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Section 15311. RECOMMENDATION Staff recommends that the Architectural Review Board (ARB) recommend the Director of Planning and Community Environment approve the proposed building sign program and Sign Exception(s) for ARCHITECTURAL REVIEW BOARD MINUTES City of Palo Alto Page 2 four projecting signs mounted on top of the awning, based upon draft Architectural Review and Sign Exception findings (Attachment A & B) and subject to the conditions of approval (Attachment C). No public comment. Architectural Review Board Action: Vice Chair Popp moved seconded by Board Member Gooyer to approve the project as recommended with signs A1 and A 2 to come back for subcommittee review and a friendly amendment by Chair Lippert to add the following items to come back for review by the subcommittee: 1. Explore sign alternative to the face lit Monkey logo 2. Chamber of Commerce signage should be included 3. The public parking signage to be identified for after business hours public parking Vote: Approval, 5-0-0-0 3. 250 Hamilton Avenue [14PLN-00053]: Request by Philip Ciralsky of the City of Palo Alto Department of Public Works for board level Architectural Review of a Master Sign Program with Sign Exceptions to allow the installation of way finding signage at City Hall. Zone District: Public Facilities (PF). Environmental Assessment: Exempt from the provisions of the California Environmental Quality Act (CEQA) per CEQA Section 15311. This item is continued to the regular meeting of May 15, 2014. Board/Staff Announcements, Updates, Reports, and Comments: Members of the public may not speak to the item(s). Adjournment Subcommittee Members: Alex Lew and Robert Gooyer SUBCOMMITTEE: 518-526 Bryant Street [13PLN-00225]: Request by VKK Signs for Subcommittee review of project clarifications to a previously approved project for a building sign program with Sign Exceptions to allow the installation of five projecting wall signs for five commercial tenants in the CD-C(GF)(P) zone district. The plans provide the details of the chain element that is used to hang the signs. Environmental Assessment: Exempt from the provisions of CEQA per section 15311. Subcommittee Action: Approved the chain and bracket details; the “For Lease” sign is not approved. 2500 El Camino Real [13PLN-00469]: Request by Stanford Real Estate for Subcommittee review of project clarifications to a previously approved project for a four-story mixed use project with 70 residential units of below market rate rental housing and approximately 7,000 square feet of commercial space in the CS (AS1) zone district. The project clarifications include landscape details and alternative building color. Environmental Assessment: In accordance with the California Environmental Quality Act, an Environmental Impact Report was prepared and certified for this project on May 5, 2005. Subcommittee Action: Approved project details with the exception of the building color. The applicant shall provide for on-site review and approval by the Subcommittee the samples of proposed paint colors on the wall prior to building permit submittal. 4190 El Camino Real [13PLN-00338]: Request by Kevin Stong for sub-committee review of rear wall/fencing, colors and materials, photometric study, landscaping details, parking calculations, and removal of any extraneous trailers from the property which is associated with the proposed construction of a new 3,024 sq. ft. service building for McLaren/Volvo in the Service Commercial Auto Dealership ((CS)(AD)) zoning district. City of Palo Alto Page 3 Subcommittee Action: The subcommittee approved the project as submitted. STAFF ARCHITECTURAL REVIEW.
