A binder containing supporting materials is available in the Council Chambers on the Friday preceding the meeting. This meeting will include Council Member Hillary Freeman teleconferencing from the Four Seasons Resort, Aviara, 7210 Blue Heron Place, Carlsbad, CA, which is publicly accessible for this purpose.
